Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. EVERY PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT TO THE COMMISSION EXECUTIVE ASSISTANT STAFF. Motor Ave Plan: Palms-Mar Vista, Del Rey, West Expiration Date: 3-11-07 Los Angeles Appeal Status: Appealable to Council Public Hearing completed on January 22, 2007. Requested Actions: Pursuant to the Section 12.32 of the Municipal Code, a Zone Change from C2-1 (Commercial Zone) to RAS4-1 (Residential/Accessory Services Zone); and Pursuant to Section 12.27 of the Municipal Code, a Variance from the following: Section 12.21.5 A.7(l) to permit the alteration and relocation of an existing two-sided off-site sign (billboard) into two one sided off site signs, one sign to be located on the northern portion of the site and the second to be located on the southern portion of the site in-lieu of no new off-site sign being allowed in any zone, and no alteration or enlargements permitted to existing signs; and Pursuant to Section 12.28 of the Municipal Code, an Adjustment from Section 12.21C.6(b) to permit a loading space with a minimum height of 8 feet 2 inches in-lieu of the minimum 14 foot height otherwise required and 12.21 C6(c) to permit a loading space with a minimum area of 300 square feet in-lieu of the minimum area of 400 square feet which is other wise required; and Pursuant to Section 16.05 of the Municipal Code, Site Plan Review approval of projects which result in an increase of 50 or more dwelling units and/or 50,000 square feet on non residential floor area Proposed Project: The construction of a new 92,067 square foot (sq. ft.) mixed use project comprised of 85 apartment units with a floor area of 80,538 sq. ft., 8,564 sq. ft. of ground floor commercial space, a 2,196 sq. ft. gym and 769 sq. ft. of office space in a five-story (maximum 60 feet in height) building on a lot of 31,950 sq. ft.. The proposed project will provide 153 resident parking spaces and 46 parking spaces to be shared by the commercial uses and residential guests for a total of 199 subterranean parking spaces. 9,756 sq. ft. of Open Space will be provided. The new development requires the demolition of eleven residential buildings that provide 22 rental units. Proposed Project: Master Project: CPC-2006-4392-GPA-ZC-HD-ZV-ZAA-ZAI-SPR and Vesting Tentative Tract No. 66044 The construction of a new mixed use project located on three sites. The total floor area to be provided including existing and new construction will be 822,999 square feet (sq. ft.), 377,900 sq. ft. for commercial uses, 445,099 sq. ft. for residential uses and 62,033 sq. ft. of Open Space. A total of 437 dwelling units will be provided. The project will be configured as follows: Site I: 397,800 sq. ft. of residential uses providing 375 condominium units; 377,900 sq. ft. of commercial space (95,570 sq. ft. of a new below-grade department store, 102,440 sq. ft. of at-grade commercial space, and 65,770 sq. ft. of second floor commercial space), ranging in height from 2 to 8 stories, a maximum of 113 feet high, providing 844 residential parking spaces, 827 commercial parking spaces in a 3-level subterranean garage, the existing 114,120 sq. ft. department store will remain; and 52,633 sq. ft. of Open Space; Site II: 16,512 sq. ft. of residential use providing 24 condominium units, 4-stories, 45- feet high, providing 54 parking spaces in a 3-level subterranean garage with 3,790 sq. ft. of Open Space; and Site III: 30,717 sq. ft. of residential uses providing 38 condominiums, 4-stories, 45 feet high, providing 86 parking spaces in a 3-level subterranean garage with 5,610 sq. ft. of Open Space. The construction of a new mixed use project located on three sites. The total floor area to be provided including existing and new construction will be 783,469 square feet (sq. ft.), 353,300 sq. ft. for commercial uses, 430,169 sq. ft. for residential uses and 61,726 sq. ft. of Open Space. A total of 437 dwelling units will be provided. The project will be configured as follows: Site I: 382,940 sq. ft. of residential uses providing 375 condominium units, 353,300 square feet of commercial space (107,680 sq. ft .of a new below-grade department store, 84,780 sq. ft. of at-grade commercial space, and 46,720 sq. ft. of second floor commercial space), ranging in height from 2 to 8 stories, a maximum of 113 feet high, providing 844 residential parking spaces, 656 commercial parking spaces in a 3-level subterranean garage, the existing 114,120 sq. ft. department store will remain and 52,326 sq. ft. of Open Space; Site II: 16,512 sq. ft. of residential uses providing 24 condominium units, 4-stories, 45- feet high, providing 54 parking spaces in a 3-level subterranean garage with 3,790 sq. ft. of Open Space; and Site III: 30,717 sq. ft. of residential uses providing 38 condominium units, 4-stories, 45 feet high, providing 86 parking spaces in a 3-level subterranean garage with 5,610 sq. ft. of Open Space. Proposed Project: Construction of a 428,423 square foot mixed-use building, 11-stories (approximately 145 feet) high, consisting of 306 apartment units and a ground floor grocery market of approximately 67,500 square feet with an overall floor area ratio of 4.5:1 (4.5 times the buildable area of the lot). In accordance with a state law commonly called the Mello Act, a proposed Ordinance (Exhibit B) adding a new Section 12.20.2.2 to the Los Angeles Municipal Code concerning affordable housing in the Coastal Zone. The proposed ordinance requires that removed or converted affordable existing residential units be replaced one-for-one with affordable replacement units. A minimum of ten percent of all residential units in new housing projects and condominium conversions of ten or more residential units must be affordable to very low income households. New housing projects and condominium conversions of two to nine units must pay an in-lieu fee. Minor adjustments are made to Section 5.528 of the Los Angeles Administrative Code concerning the Coastal Zone Affordable Housing Trust Fund, and a new Section 5.528.1 is added to the Los Angeles Administrative Code establishing the Mello Act Ordinance Appeals Trust Fund.
