POLICY FOR DESIGNATED PUBLIC HEARING ITEM NO. and .
Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily
limit the speaking times of those presenting testimony on either side of an issue that is designated as a
public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of
matters to be acted upon. All requests to address the Commission on public hearing items must be
submitted prior to the Commission=s consideration of the item. EVERY PERSON WISHING TO
ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT
TO THE COMMISSION STAFF.
In November 2006, the Commission adopted rules regarding written submissions to ensure that it
has reasonable and appropriate opportunity to review your materials. The mailing and email
addresses, deadlines, page limits, and required numbers of copies for your advance submissions
may be found at www.planning.lacity.org under “Forms and Instructions”. Day of hearing
submissions (15 copies must be provided) are limited to 2 pages plus accompanying
photographs, posters, and PowerPoint presentations of 5 minutes or less. Non-complying
materials will NOT be distributed to the Commission.
The Commission may ADJOURN FOR LUNCH at approximately 12:00 Noon. Any cases not acted upon
during the morning session will be considered after lunch. TIME SEGMENTS noted * herein are
approximate. Some items may be delayed due to length of discussion of previous items.
The Commission may RECONSIDER and alter its action taken on items listed herein at any time during
this meeting or during the next regular meeting, in accordance with the Commission Policies and
Procedures and provided that the Commission retains jurisdiction over the case.

If you challenge these agenda items in court, you may be limited to raising only those issues you or
someone else raised at the public hearing agendized here, or in written correspondence on these matters
delivered to this agency at or prior to the public hearing. The time in which a party may seek judicial
review of this determination is governed by California Code of Civil Procedure Section 1094.6. Under that
provision, a petitioner may seek judicial review of any decision of the City pursuant to California Code of
Civil Procedure Section 1094.5, only if the petition for writ of mandate pursuant to that section is filed no
th
later than the 90 day following the date on which the City=s decision became final.

The Commission shall provide an opportunity in open meetings for the public to address it, for a
cumulative total of up to thirty (30) minutes, on items of interest to the public that are within the
subject matter jurisdiction of the Commission. (This requirement is in addition to any other
hearing required or imposed by law.)
PERSONS WISHING TO SPEAK MUST SUBMIT A SPEAKER=S REQUEST FORM. ALL
REQUESTS TO ADDRESS THE COMMISSION ON NON-PUBLIC HEARING ITEMS AND
ITEMS OF INTEREST TO THE PUBLIC THAT ARE WITHIN THE JURISDICTION OF THE
COMMISSION MUST BE SUBMITTED PRIOR TO THE COMMENCEMENT OF THE PUBLIC
COMMENT PERIOD.
Individual testimony within the public comment period shall be limited as follows:
(a) For non-agendized matters, up to three (3) minutes per person and up to ten (10)
minutes per subject.
(b) For agendized matters, up to two (2) minutes per person and up to ten (10)
minutes per subject. PUBLIC COMMENT FOR THESE ITEMS WILL BE
DEFERRED UNTIL SUCH TIME AS EACH ITEM IS CALLED FOR
CONSIDERATION. The Chair of the Commission may allocate the number of
speakers per subject, the time allotted each subject, and the time allotted each

Pursuant to Section 11.5.6 of the Municipal Code, a General Plan Amendment (Major
Plan Review, Geographic Area 1) to the Sylmar Community Plan from Minimum
Residential to Low Medium I Residential, and pursuant to Section 12.32 F of the
Municipal Code, a Zone Change from (T)(Q)A1-1(Agricultural Zone) to (T)(Q)RD3-1
(Restricted Density Multiple Family Zone) over approximately 15.1 acres of land;
Pursuant to Section 11.5.6 of the Municipal Code, a General Plan Amendment (Major
Plan Review, Geographic Area 1) to the Sylmar Community Plan from Low Medium I
Residential to Minimum Residential, and pursuant to Section 12.32 F of the Municipal
Code, a Zone Change from (T)(Q)RD3-1 (Restricted Density Multiple Family Zone) to
(T)(Q)A1-1 over approximately 2.36 acres of land;
Pursuant to Section 12.32 F of the Municipal Code, a Zone Change from A1-1
(Agricultural Zone) to (T)(Q)A1-1 (Agricultural Zone) over approximately 22.5 acres of
land; and
Pursuant to Section 12.27 of the Municipal Code, a Zone Variance to permit one of two
options: Option #1 - 5,853 square-feet of golf course clubhouse/restaurant and 12,000
square-feet of general commercial, or Option #2 - 5,853 square-feet of golf course
clubhouse/restaurant, 4,500 square-feet of banquet facilities, and 7,500 square-feet of
general commercial uses within the existing (T)(Q)A1-1 (Agricultural Zone) or
(T)(Q)RD3-1 (Restricted Density Multiple Family Zone) pending approval of the above-
referenced zone change request.
Proposed Project:
Construction, use and maintenance of 81 condominium units (distributed over balance of
development), two-stories, approximately 30 feet in height, with 2-car garage parking
spaces for each dwelling, and 41 guest parking spaces (203 total residential parking
spaces), and two retail options proposed: Option #1 - 5,853 square-feet of golf course
clubhouse/restaurant with 59 spaces provided, and 12,000 square-feet of general
commercial with 51 parking spaces provided (110 total spaces provided); or Option #2 -
5,853 square-feet of golf course clubhouse/restaurant with 59 spaces provided and
4,500 square-feet of banquet facilities with 45 parking spaces provided and 7,500
square-feet of general retail space with 30 spaces provided (a total of 134 parking
spaces would be provided with 110 parking spaces located on Lot 13, and 24 parking
spaces for the commercial uses to be located on Lot 15, not more than 750 feet away
from the subject lot pursuant to Sec. 12.21 A 4 (g) of the LAMC), on a 40-acre site (Note:
Revised and Modified Tentative Tract Map 60913 will require a separate hearing by the
Advisory Agency. An application for Site Plan Review will be filed at a later date).

2. Approve and recommend that the City Council approve the requested Zone
Change from (T)(Q)A1-1 to (T)(Q)RD3-1 over approximately 15.1 acres of land, with
the attached conditions of approval;
3. Approve and recommend that the City Council approve the requested a General
Plan Amendment (Major Plan Review, Geographic Area 1) to the Sylmar
Community Plan from Low Medium I Residential to Minimum Residential, over
approximately 2.36 acres of land;
4. Approve and recommend that the City Council approve the Zone Change from
(T)(Q)RD3-1 to (T)(Q)A1-1, over approximately 2.36 acres of land, with attached
conditions of approval
5. Approve the Zone Change from A1-1 to (T)(Q)A1-1 over approximately 22.5 acres
of land, with the attached conditions of approval;
6. Approve the Zone Variance to permit one of two options: Option #1 - 5,853 square-
feet of golf course clubhouse/restaurant and 12,000 square-feet of general
commercial, or Option #2 - 5,853 square-feet of golf course clubhouse/restaurant,

District 1 (maximum three stories or 45 feet) to Height District 1L (maximum six stories
or 75 feet).
Pursuant to Section 12.24 N of the Municipal Code, a Conditional Use to permit a
reduction of a previously approved church site (approved under Case Nos. CPC-2416
and CPC-9832).
Pursuant to Section 16.05 of the Municipal Code, Site Plan Review approval for
projects which result in an increase of 50 or more dwelling units.
Proposed Project:
Demolition of a single-family dwelling and detached garage, and the construction, use
and maintenance of 66 condominium units, approximately 57 feet in height, with 132
semi-subterranean and above ground parking spaces for residents and 100 parking
spaces for church related activities, including 33 condominium guest spaces (232 total
parking spaces) on a 52,978 square foot portion of a 1.2 acre site. (Note: Vesting
Tentative Tract No. 65968 has been filed for condominium purposes and will require a
separate hearing before the Advisory Agency at a later date.)

Requested Action:
Pursuant to Section 12.32 of the Municipal Code, a Zone/Height District Change from C4-
2D (Commercial Zone; with a 2:1 FAR (total floor area of all buildings on a lot not to exceed
two times the buildable area of the lot)) to C4-2 (Commercial Zone; proposed 5.3:1 FAR).
Pursuant to Section 12.24 W.1 of the Municipal Code, a master Conditional Use to permit
(1) the on-site sale and consumption of a full line of alcoholic beverages in conjunction with
the proposed hotel including a first floor lobby bar with outdoor seating, an 8th floor banquet
facility with reception/courtyard area, and rooftop uses including restaurant uses with indoor
and outdoor seating, a patio/pool lounge area, an outdoor bar and a wedding garden area
(2) controlled-access liquor cabinets to be located within the hotel rooms, and (3) the on site
sale of a full line of alcoholic beverages by way of room service.

Pursuant to Section 12.24. W.18 (a) of the Municipal Code, a Conditional Use to permit live
entertainment and patron dancing to be located on a site classified in the C4-2 Zone.
Pursuant to Section 12.27 of the Municipal Code Zone Variances as follows:
a. from Section 12.14 A.1(b)(3) to permit the consumption of food and beverages,
including alcohol, to take place outdoors on the 8th floor and the rooftop area in lieu of
being conducted in a ground floor restaurant or entirely within a completely enclosed
building as is otherwise required.
b. from Section 12.21 A 5 to permit deviations to parking facility design requirements and
regulations including increased number of compact spaces, reduced driveways and
drive aisles, reduced parking stall width and clearance, and reduced internal turning
radius in order to use the existing warehouse for parking purposes.
Pursuant to Section 16.05 of the Municipal Code, a Site Plan Review Approval for a project
that will result in a increase of 50,000 gross square feet or more of nonresidential floor area
and which creates 50 or more guest rooms.
Proposed Project:
Construction of a nine-story (plus mezzanine) hotel incorporating the renovation and reuse
of an existing warehouse building and improvements to the adjacent alley including such
things as paving, street furniture, and landscaping. The proposed, approximately, 73,814
square foot hotel will include 120 guest rooms, a ground floor lobby and bar/lounge, a
banquet/ballroom facility, and rooftop uses including a covered restaurant with ancillary bar,
pool and patio area, uncovered restaurant and bar/lounge areas, and a wedding garden.
The project will provide 107 parking spaces on the first and second levels in marked or
mechanized lift parking spaces on a 13,857 square foot site.
