Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking
times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances,
however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the
Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. EVERY
PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT
IT TO THE COMMISSION STAFF.
The Commission has adopted rules regarding written submissions to ensure that it has reasonable and appropriate

A proposed ordinance amending the Los Angeles Municipal Code (LAMC) to: expand bicycle parking
requirements to include some multi-family residential development; increase the amount of bicycle
parking required for new development and additions to commercial, institutional, and industrial uses;
require bicycle parking for commercial, industrial, and manufacturing uses of less than 10,000 sq. ft.;
refine siting and design requirements for bicycle parking; require that both short-term and long-term
bicycle parking be provided; amend the amount of bicycle parking that may be substituted for

Proposed Project:
The construction of a new 49-unit affordable apartment building with 87 on-site parking spaces on a
36,008 square-foot lot in the [Q]C2-1XL Zone. The applicant is utilizing a 35% Density Bonus to
develop 49 units in lieu of the 36 units permitted under the ‘Q’ restriction and is seeking six off-menu
incentives to permit: (1) a reduced front yard setback varying from zero to 15 feet in lieu of the 8- to 24-
foot front yard required by the ‘Q’ restriction; (2) a reduced northerly side yard of 7 feet in lieu of the
7.25 required in the C2 Zone; (3) a reduced southerly side yard of 7 feet in lieu of 7.25 feet in the C2
Zone; (4) an increase in height from the minimum of 30 feet and two stories to 49 feet and four stories;
(5) an increase in the Floor Area Ratio from 1.5:1 to 2.25:1, and; (6) removal of the ½ guest parking
space per dwelling unit required under the ‘Q’ restriction. The applicant is providing 87 parking spaces,
which exceeds the minimum parking requirements under Parking Option 2, or one parking space per
restricted affordable unit.
Requested Actions:**
1. Pursuant to L.A.M.C. Section 12.22-A,25(g)(3), a 35% Density Bonus request to permit
the construction of a four-story, 49-unit affordable housing development with 87 parking
spaces, utilizing six off-menu incentives and Parking Option 2. This project is subject to public
hearing and notice requirements of LAMC Section 12.24-D, for projects seeking incentives off the
menu.
2. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, the adoption of a
Mitigated Negative Declaration and required findings for the above-referenced project.

Consent Request
Location: 5900 W. CENTER DRIVE and the area generally bounded by Sepulveda
Boulevard, Interstate 405 (San Diego Freeway), and Howard Hughes Parkway.
Proposed Project:
The Third Amendment to the Howard Hughes Center Development Agreement which includes a 15
year extension of the Development Agreement to November, 2026, and additional flexibility regarding
the permitted uses of the four remaining undeveloped lots at Howard Hughes Center. The proposed
amendment would allow an alternative development option for the four remaining vacant lots which
would allow development of any use permitted within the C2 (Commercial) Zone with specified
exceptions. The project would retain mitigated measures previously adopted pursuant to CEQA for
development at Howard Hughes Center as applicable, as well as the other development limitations
(including limitations on building height, the existing PM peak hour trip cap, and the 3:1 average floor
area ratio limitation) of the existing Development Agreement.
Requested Actions:
1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, Adopt the Mitigated
Negative Declaration (MND), ENV-2008-3887-MND-REC2, as reconsidered for the above
referenced project.
2. Pursuant to Section 65864-65869.5 of the California Government Code and the City Implementing
procedures, a Development Agreement between BRE/TTZ HHL, LLC and the City of Los Angeles.
The Development Agreement is intended to provide reasonable assurances to the Applicant with

A Density Bonus Compliance Review for a mixed use project comprised of two buildings. The building
fronting Santa Monica Boulevard contains approximately 32,272 square feet of commercial space on
two floors and 39 residential units on three floors. The building fronting Virginia Avenue is a two-story
building comprised of 10 residential units plus recreational facilities for a project total of 49 units. Two
Density Bonus incentives are requested for the project which reserves at least 20% of total units for
Low Income households, as defined by Ordinance 179681:
a. Floor Area Ratio: A floor area ratio increase to 3:1 on the commercially zoned properties fronting
Santa Monica Boulevard in lieu of the permitted floor area ratio 0.5:1.
b. Averaging: Averaging of parking, open space, and permitting vehicular access.
Requested Actions:
1. Two appeals of the Director of Planning’s Denial of a Density Bonus Compliance Review as filed and

The adoption of Citywide Design Guidelines (“Design Guidelines”) for Multifamily Residential, Mixed-
Use, Commercial and Industrial projects, as an Appendix to the General Plan Framework Element. The
purpose of the Design Guidelines is twofold: to implement the design values in the 10 Design
Principles, a part of the Framework Element, on individual projects; and to consolidate basic Design
Guidelines common throughout most Community Plans in one document, allowing individual New
Community Plans to provide tailored, neighborhood-specific Design Guidelines.
The Design Guidelines will establish design expectations for new development based on Citywide
goals, policies and objectives. The Design Guidelines will illustrate ways for individual projects to
promote walkability, maintain neighborhood form and character, and promote creative development
solutions that balance existing neighborhood character and improve the streetscape experience. The
Design Guidelines will apply to all new development proposals and substantial building alterations
requiring discretionary approvals from the Department of City Planning. As well, they may also be used
by staff in other Departments or community members for advisory review of new development
applications.

the north; Hill Street on the east; 4th Street and 5th Street on the south; and the
Harbor Freeway (SR-110) on the west.
Proposed Project:
A proposed ordinance establishing the Bunker Hill Specific Plan, encompassing both a Floor Area and
Land Use Plan and an Urban Design Plan, a Zone Change amending the existing zoning (“D”
Development Limitations), and a Code Amendment to relevant sections of the Los Angeles
Administrative Code, to replace regulations that will expire with the Bunker Hill Redevelopment Plan,
which is set to expire on January 1, 2012. The proposed specific plan and zone change would transfer
jurisdiction from the Community Redevelopment Agency of the City of Los Angeles (CRA/LA) to the
Department of City Planning to continue allocating a pool of unbuilt floor area rights in the district, refine
the list of permitted uses for consistency across the district, facilitate continued design review of new
development, and modify parking requirements in the district. Design review would include
implementation of the Downtown Design Guide as well as additional urban design standards aimed at
improving the pedestrian environment in the district. The proposed code amendment would amend the
City’s Administrative Code to establish a Bunker Hill Floor Area Payment Trust Fund for the receipt and
disbursement of funds generated by floor area payments to fund future improvements in the area.
No development is proposed as part of the project.
Requested Actions:
1. Pursuant to Section 12.32 of the Municipal Code, the adoption of a Specific Plan.
2. Pursuant to Section 12.32 G of the Municipal Code, a Zone Change to those parcels lying within the

Los Angeles Municipal Code (LAMC) to create consistent procedures for review of projects requiring

quasi-judicial land use approvals, extend the life of previously-granted approvals following the dates

(LAMC) to impose a shopping cart containment standard on all new and major remodeled stores with
six or more shopping carts. This report also addresses the requested feasibility study for applying the
on-site shopping cart containment development standard to existing stores which resulted from the
Department’s report, dated March 11, 2010, to City Council and the PLUM committee.
