Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. EVERY PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT TO THE COMMISSION STAFF. The Commission has adopted rules regarding written submissions to ensure that it has reasonable and appropriate opportunity to review your materials. CPC-2011-3238-PUB-ZAA Council District: 7 – Alarcon CEQA: NG-11-296-BOE Expiration Date: 4-28-12 Plan Area: Mission Hills-Panorama City-North Hills Appeal Status: Appealable to City Council PUBLIC HEARING – Completed on March 19, 2012 Location: 14630-14666 PLUMMER STREET Proposed Project: Construction of a new Fire Station No. 7 (to replace the existing fire station at 14123 Nordhoff Street), including the construction of a new, approximately 15,986 square-foot Fire Station, two-stories, 33-feet in height on an approximately 82,151 square-foot site. The proposed project will have 29 on-site parking spaces. The project includes a 35-foot tall flag pole and an approximate 30-foot high hose tower. Requested Actions: 1. Pursuant to Section 14.00-B of the Municipal Code, an Alternative Compliance Approval for a Public Benefit Project to permit a fire station with the following alternatives from the performance standards of Section 14.00-A,3: a) to permit a Public Benefit Project not located on a corner lot; and b) to permit a maximum 33-foot tall fire station facility, with accessory structures that include a 35-foot tall flag pole and an approximate 30-foot high hose tower, that exceeds the heights of buildings on adjoining properties. 2. Pursuant to Section 12.28 of the Municipal Code, an Adjustment from the following: a) Section 12.07-A,11(c)(1) to permit surface parking and a portion of building within the required 25-foot front yard setback of the RA zone. 3. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, adopt the Negative Declaration (ND) NG-11-296-BOE for the above referenced project. Applicant: Kelley Needham and Kwang W. Chang, WLC Architects, Inc. Representative: Reza Shahmirzadi, Bureau of Engineering Recommended Actions: 1. Adopt the Negative Declaration, NG-11-296-BOE. 2. CPC-2011-982-CU Council District: 6 – Cardenas CEQA: ENV-2011-983-MND Expiration Date: 4-26-12 Plan Area: Sun Valley – La Tuna Canyon Appeal Status: Appealable to City Council PUBLIC HEARING – Completed on January 9, 2012 Location: 8907 LAUREL CANYON BOULEVARD Proposed Project: Recycling Collection Center including an 8’ x 22’ x 4’,6” high container for glass, multiple sort cans, trash containers, reception area and scale to occupy an approximate 595 square foot area of a 17,070 square foot lot developed with an existing 1,671 square foot multiple tenant shopping center having 8 surface parking spaces, in the C2-1VL zone. Requested Actions: 1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, Adopt the Mitigated Negative Declaration (ENV-2011-983-MND) for the above referenced project. 2. Pursuant to 12.24 U 22(a) of the Municipal Code, a Conditional Use for the depositing of glass, cans, papers, plastic, beverage containers, and similar Recyclable Materials, Recycling Collection or Buyback Centers and Mobile Recycling Centers on a property classified in the C2 zone, provided that the facility complies with the conditions set forth in Section 12.21 A 18 (d). 3. Consideration of Mitigated Negative Declaration No. ENV-2011-983-MND. Applicant: Antonio Martinez, T&T Recycling Center Collection Representative: Franco Jasso, Construction Professionals Group, Corp. Recommended Actions: 1. Approve a Conditional Use for the depositing of glass, cans, papers, plastic, beverage containers, and similar Recyclable Materials, Recycling Collection or Buyback Centers and Mobile Recycling Centers on a property classified in the C2 zone, provided that the facility complies with the conditions set forth in Section 12.21 A 18 (d). The proposed facility will be non-compliant due to its location within 1,000 feet of an A, R, C, P, PB, MR, or M1 zone or use. 2. Adopt Mitigated Negative Declaration No. ENV-2011-983-MND. 3. Adopt the attached Findings. 4. CPC-2007-1059-DA-PUB-ZV-SPR Council District: 4 – LaBonge CEQA: ENV-2007-1060-EIR Expiration Date: 4-28-12 Plan Area: Hollywood Appeal Status: Appealable to City Council PUBLIC HEARING – Completed on March 19, 2012 Location: 6300, 6400, 6500 W. FOREST LAWN DRIVE Proposed Project: Tract: TR 17266, Block None Lot: LT 1,2; Subdivision of Rancho Providencia and Scott Tract, Lot PT Providencia Park Tract. Construction of approximately 22,500 square feet of floor area for new structures, and construction of approximately 1,100,000 square feet of non-occupied floor area (for uses such as burial garden structures, wall crypts, and columbaria) for an existing cemetery use. Heights of new structures to range from 20 feet to 90 feet for a tower element and 100 feet for proposed mausoleums. Construction of approximately 199,614 new interment sites within undeveloped areas of the project site and 7,000 new interment spaces and additional ground spaces constructed within developed areas of the project site. Development and maintenance of debris basins within the project site and at the edge of the property boundary with Griffith Park. Over a 15 year construction period, grading activities that include approximately 1,728,00 cubic yards of cut, 1,015,000 cubic yards of fill, and a net export of approximately 713,000 cubic yards of soil. Construction of new structures would occur over an approximately 40-year period. Requested Actions: 1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, Certification of an Environmental Impact Report (EIR) ENV-2007-1060-EIR and Errata for the EIR for the above referenced project and Adoption of the proposed Mitigation Monitoring and Reporting Program and the required findings for the adoption of the EIR. 2. Pursuant to Section 65864-65869.5 of the California Government Code and the City implementing procedures, a Development Agreement between Forest Lawn Memorial-Park Association and the City of Los Angeles. The Development Agreement is intended to provide reasonable assurances to the Applicant with respect to their ability to implement proposed Project Approvals, with the applicant providing the City with certain Public Benefits. Forest Lawn Memorial-Park requests a term of 40 years from the effective date of the Development Agreement. 3. Pursuant to Section 14.00 A 1 of the LAMC, a Public Benefit Project approval for the proposed project of a Cemetery Use in the A1-1XL-H and RE40-1 zones. 4. Pursuant to Section 14.00 B 5 of the LAMC, an Alternative Compliance Approval for a Public Benefit Project to permit new construction of the proposed project at an existing Cemetery Use with the following alternatives from the performance standards of Section 14.00 A 1 of the LAMC: (a) to permit fencing consisting of wrought iron, masonry, and chain link in heights from five (5) to eight (8) feet, as well as no fencing in portions of the property in lieu of the eight (8) foot high masonry or wrought iron wall or fence around the entire periphery required by Section 14.00 A 1 of the LAMC; (b) to permit a minimum 10-foot landscape buffer without automatic irrigation where automatic irrigation is required by Section 14.00 A 1 of the LAMC (c) to permit an existing double-faced monument sign with a size of approximately 158 square feet in lieu of a double-faced monument sign with a maximum of 20 square feet per side required by Section 14.00 A 1 of the LAMC. 5. Pursuant to Section 12.27 of the LAMC, a Variance from Section 12.21.1 A of the LAMC to permit building heights of 40 to 100 feet, in lieu of the maximum 30 feet permitted by Height District 1XL. 6. Pursuant to Section 16.05 of the LAMC, Site Plan Review for the proposed project which creates, or results in, an increase of 50,000 gross square feet or more of nonresidential floor area. Certify the Forest Lawn Memorial Park Environmental Impact Report (EIR) Case No. ENV-2007-1060- EIR (State Clearinghouse No. 2008111048) and Errata for the EIR and Adopt the accompanying mitigation measures, the Mitigation Monitoring and Reporting Program, and the required findings. 2. Recommend that the City Council approve a Development Agreement for Alternative Four, as identified in Case No. ENV-2007-1060-EIR (State Clearinghouse No. 2008111048), pursuant to Section 65864 of the State Government Code and the City Implementing Procedures with a term of 40 years for the entire site. 3. Approve a Public Benefit Project, Alternative Four, as identified in Case No. ENV-2007-1060-EIR (State Clearinghouse No. 2008111048), pursuant to Section 14.00 A 1 of the LAMC for a Cemetery Use in the A1-1XL-H and RE40-1 zones. 4.
