Building B will consist of a total of 110,775 square feet - 469 square feet of retail uses and 114 residential units. Both buildings will be constructed to a height of 6 stories (Building A will be 82’ 6” in height and Building B will be 80’ 6” in height). The existing Panavision building (24,266 square feet in size) and a commercial building (11,900 square feet in size) are located within the site boundary and, as part of this project, will be maintained as post production, trade school, and office facilities. Including these 36,166 square-foot existing structures (the Panavision and commercial buildings), the project will include a maximum of 285,888 square feet of floor area resulting in an approximate 2.42:1 floor area ratio (FAR) averaged across the site (285,888 square feet of floor area / 118,049.5 square feet of lot area). A total of 538 parking spaces will be provided. The site consists of 22 total parcels totaling 2.7 acres on two separate blocks (approximately 118, 049.5 square feet). Existing uses on the site include the Panavision building, surface parking lots, and a commercial building at the corner of Highland and Hawthorn Avenue. The applicant seeks a Zone/Height District Change and a Conditional Use Permit for the averaging of FAR for the entire site (2.42:1 FAR averaged over the entire site), parking variances to reduce required parking (requesting 538 parking spaces in lieu of the required 584 parking spaces), and a Site Plan Review. Requested Actions: 1. Pursuant to LAMC Section 12.32 of the Municipal Code, a Zone/Height District Change from the existing C4-2D-SN and C4-2D zone to the C4-2-SN and C4-2 zone. 2. VENTURA BOULEVARD Proposed Project: The demolition of an existing, approximately 28,733 square-foot auto dealership and related ancillary uses, including but not limited to storage, display, sales, service and washing of automobiles and the construction of a new, approximately 72,404 square-foot (43,671 net square feet) new car dealership with ancillary uses including, but not limited to, storage, display, sales, service and washing of automobiles. The project will be three-stories, 55 feet tall and will include 294 parking spaces on a 133,996 square-foot site. Requested Actions: 1. Pursuant to Section 12.32 of the Municipal Code, a Zone Change from C4-1LD and P-1LD to C4- 1LD. 2. Pursuant to section 11.5.7.F of the Municipal Code, Exceptions from the Ventura/Cahuenga Boulevard Corridor Specific Plan (Ordinance No.174,052) as follows: a. Section 5.C.1(b) and Section 5.C.1(a) to permit an expansion to an existing auto dealership in a Pedestrian Oriented Area, which is a use that is otherwise not permitted. b. Section 7.A.2(b) to permit two (2) 28-foot wide access/fire lanes, inventory storage, inventory display, and customer parking in the side yard in lieu of the permitted maximum 20-foot wide driveway with a four-foot walkway and/or a five-foot landscape strip. c. Section 7.D.2(b) to eliminate a ten-foot landscape buffer around three sides of the parking Structure. d. Section 7.E.1(f) to permit the southern façade, which has a variable height of 34 to41 feet, eight inches, to not observe the required building stepback of ten (10) feet from the edge of the roof when the building is more than 25 feet in height; and to permit a portion of the front façade to have a stepback of eight (8) feet from the edge of the roof in lieu of the required ten (10) feet for the first 15-foot increment above 25 feet and to not observe a stepback of 20 feet for the second 15-foot increment above 40 feet. e. Section 7.E.1(e)-3 to permit an approximately 25-foot by 30-foot elevator and stair shaft enclosure to exceed the 45-foot height limit by approximately eight (8) feet to a maximum height of approximately 55 feet; and a portion of a parapet at the northeast corner of the building used to screen rooftop mechanical equipment to exceed 45 feet by approximately five (5) feet to a maximum height of approximately 50 feet. f. Recommended Actions: 1. Approve the proposed Mitigated Negative Declaration, ENV-2012-2577-MND. 2. Approve and recommend that the City Council, pursuant to Section 12.32 of the L.A.M.C., adopt a Zone Change from C4-1LD and P-1LD to (T)(Q)C4-1L over the entire site, subject to Conditions of Approval. 3. Approve Specific Plan Exceptions, pursuant to Section 11.5.7.F.1 of the Municipal Code, from the following Sections: a. Section 5.C.1(b) and Section 5.C.1(a) to permit an expansion to an existing auto dealership in a Pedestrian Oriented Area, which is a use that is otherwise not permitted. b. It CITY PLANNING COMMISSION 7 MAY 23, 2013 is generally bounded by the Los Angeles City boundary line on the northwest, the Interstate (I-5) and Interstate (I-405) on the east, and Devonshire and Lassen Streets on the south. Proposed Project: Granada Hills-Knollwood Community Plan Update: The Granada Hills-Knollwood Community Plan Update (Proposed Plan) revises and updates the Granada Hills-Knollwood Community Plan text and Land Use Diagram to reflect shifts in existing conditions since the last Plan Update in 1996. The Proposed Plan includes new goals, policies, and implementation programs; revisions to the Citywide General Plan Framework Element, and General Plan Land Use designations; Zone and Height District changes; changes to the existing Equinekeeping “K” District and the Granada Hills Specific Plan; and establishment of the Old Granada Hills Residential Floor Area (RFA) District. Requested Actions: 1. Pursuant to procedures set forth in Section 11.5.6 of the Municipal Code and City Charter Sections 555 and 558, amend the Granada Hills-Knollwood Community Plan as part of the General Plan of the City of Los Angeles, as modified in the Granada Hills-Knollwood Community Plan Resolution, the Granada Hills-Knollwood Community Plan text, Land Use and Zone Change Map, and Additional Plan Map Symbol, Footnote, Land Use Designations and Corresponding Zones. 2. Pursuant to Section 12.32 of the Municipal Code, rezoning actions to effect changes of zone as identified on the Land Use and Zone Change Map, Land Use and Zone Change Matrix, amendments to the Equinekeeping “K” District and the Granada Hills Specific Plan boundaries and regulations, and establishment of the Old Granada Hills Residential Floor Area (RFA) District. 3. Pursuant to procedures set forth in Section 11.5.6 of the Municipal Code and City Charter Sections 555 and 558, amend the Long Range Land Use Diagram of the Citywide General Plan Framework Element to reflect changes and modifications to the geography of neighborhood districts, community centers, and mixed use boulevards as shown on the Proposed Long Range Land Use Diagram Framework Map. 4. Review and consideration of Environmental Impact Report No. ENV-2006-5623-EIR (State Clearing House No. 2008021061). Applicant: City of Los Angeles Recommended Actions: 1. Approve the Staff Report as the Commission’s Report. 2. Approve and Recommend that the Mayor approve and the City Council adopt the Granada Hills-Knollwood Community Plan Resolution, the Granada Hills-Knollwood Community Plan text, Land Use and Zone Change Map, and Additional Plan Map Symbol, Footnote, Land Use Designations and Corresponding Zones amending the Granada Hills-Knollwood Community Plan as part of the General Plan of the City of Los Angeles, as modified. 3. Approve and Recommend that the City Council adopt the requested rezoning actions to effect changes of zone as identified in the Land Use and Zone Change Map, Land Use and Zone Change Matrix, amendments to Equinekeeping “K” District and the Granada Hills Specific Plan boundaries and regulations, and establishment of the Old Granada Hills Residential Floor Area (RFA) District. 4. Instruct the Department of City Planning to finalize the necessary zone change ordinances and findings to be presented to City Council, and make other technical corrections as necessary. 5. Amend the Long Range Land Use Diagram of the Citywide General Plan Framework Element to reflect changes and modifications to the geography of neighborhood districts, community CITY PLANNING COMMISSION 8 MAY 23, 2013 centers, and mixed use boulevards as shown on the Proposed Long Range Land Use Diagram Framework Map. 6. Authorize the Director of Planning to present the resolution, Community Plan text and Plan amendments to the Mayor and City Council, in accordance with Sections 555 and 558 of the City Charter. 7. Find, in accordance with Los Angeles Municipal Code Sections 13.05 B and 13.05 C.3, that the boundaries of the Equinekeeping “K” District and the additional lot conditions are necessary to implement the programs, policies, and design guidelines of the Granada Hills- Knollwood Community Plan. 8. Approve the amendments to the Granada Hills Specific Plan, including revised boundaries, and Recommend that the City Council adopt the amendments. 9. Find that in accordance with Los Angeles Municipal Code Section 13.13, the proposed boundaries and supplemental development regulations of the Old Granada Hills Residential Floor Area (RFA) District are consistent with, and necessary to implement, the programs and policies of the Granada Hills-Knollwood Community Plan. 10. Approve and Recommend that the City Council adopt the proposed Old Granada Hills Residential Floor Area (RFA) District and requirements. 11.
