Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. EVERY PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT TO THE COMMISSION STAFF. Written submissions are governed by Rule 10 of the Los Angeles City Planning Commission Rules and Operating Procedures, a copy of which is posted online at http://cityplanning.lacity.org/Forms Procedures/CpcPolicy.pdf. Equity = Opportunity Day: Embedding Equity in Priorities and Policy to Promote Growth The Los Angeles City Planning Commission is organizing this public forum to gather academic and professional experts in the field of planning and equitable policies. Panelists include research academics from the USC Program for Environmental and Regional Equity (PERE) and other professional experts from philanthropic foundations that focus on policy research and promoting equitable development. Amend the General Plan to incorporate the new plan, recommend adoption of the Resolution and the draft Plan for a Healthy Los Angeles, a Health and Wellness Element of the General Plan. 2. Review and consideration of the Addendum to the Environmental Impact Report ENV-1994-212- EIR-ADD2 in its determination recommending approval of the Proposed Plan.
