Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking
times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances,
however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the
Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. EVERY PERSON
WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT TO
THE COMMISSION STAFF.
Written submissions are governed by Rule 10 of the Los Angeles City Planning Commission Rules and Operating

units and the construction of a five-story, 56-feet in height, multiple-family residential building

An appeal of the Director of Planning’s Conditional Approval of the following two Density Bonus
Incentives, for a Floor Area (FAR) Increase and Height Increase pursuant to Los Angeles Municipal
Code (LAMC) Section 12.22 A.25 for a project that is reserving five (5) dwelling units for Very-Low
Income Household Occupancy for a period of 30 years and an appeal of Mitigated Negative ENV-2013-

Proposed Project:
The Project Site has a total lot area of 65,271 square feet and is zoned [Q]R5-4D-O. The Project Site
presently contains a five-story, 72,000-square-foot office building in the northwest corner of the Site, a
two-story, 15,000 square-foot warehouse at the southwest corner of the Site, and a surface parking lot
with 98 spaces. The existing office building would be retained as a component of the Project and would
continue to function as an office building. The surface parking lot and the warehouse to the south of the
Site would be demolished in conjunction with the Project. The Project proposes a mixed-use
development consisting of two high-rise residential apartment towers with associated support spaces
such as parking, resident amenity facilities, storage rooms, bicycle storage, and lobby circulation. The
Project proposes a 40-story residential tower (12th Street Tower) on the corner of Hope Street and 12th
Street, and a 31-story residential tower (Flower Street Tower) fronting on Flower Street. The Project will
have a maximum height of 529 feet for the 12th Street Tower and 421 feet for the Flower Street Tower.
The Project would include 730 residential units and 7,873 square feet of ground floor commercial/retail
space. A total of 843 vehicle parking spaces and 811 bicycle parking spaces would be provided in four
subterranean and seven podium levels. The proposed Project consists of 644,000 square feet of new
floor area and a total of 716,000 square feet of floor area inclusive of the existing office building. The
Project would export approximately 89,500 cubic yards of dirt.
Requested Actions:
1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, Find the previously
adopted Mitigated Negative Declaration (ENV-2013-4126-MND) adequately serves as the
environmental clearance.
2. Pursuant to Sections 14.5.6 of the Municipal Code, a Transfer of Floor Area Rights from the Los
Angeles Convention Center (Donor Site) at 1201 S. Figueroa Street, a City-owned property, for the
approximate amount of 324,374 square feet, to the Project Site (Receiver Site) permitting a Floor
Area Ratio (FAR) of 10.97:1 or 716,000 square feet of floor area in lieu of a 6:1 FAR which permits
390,054 square feet of floor area.
3. Pursuant to LAMC Section 12.24 W.1, a Master Conditional Use Permit for the sale of a full-line of
alcoholic beverages for on-site consumption within up to three premises for approximately 7,873
square feet.
4. Pursuant to Section 12.27 of the Municipal Code, a Variance to deviate from LAMC Section 12.21
G.2 open space requirements to allow a 17 percent reduction in open space (68,138 square feet in
lieu of 81,950 square feet).
5. Pursuant to Section 12.27 of the Municipal Code, a Variance to deviate from LAMC Section 12.21
G.2(a)(3) to provide one tree per 8.49 dwelling units in lieu of one tree per four dwelling units (79
trees in lieu of 183 trees).

Proposed Project:
The Project Site has a total lot area of 39,921 square feet and is zoned [Q]R5-4D. The Project Site
currently contains a surface parking lot, which would be removed in order to accommodate the Project.
The Project proposes a mixed-use development consisting of a 50-story, 636-foot tall, high-rise

residential tower with associated support spaces such as parking, resident amenity facilities, storage
rooms, bicycle storage, lobby circulation, and service spaces. The Project would include 522 residential
units and 4,500 square feet of commercial/retail space located at the ground level. A total of 533
parking spaces will be provided in two subterranean and five podium levels. The proposed Project
consists of a total of 529,083 square feet of floor area. The Project would export approximately 65,000
cubic yards of dirt.
Requested Actions:
1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, find the previously
adopted Mitigated Negative Declaration (ENV-2013-4135-MND) adequately serves as the
environmental clearance.
2. Pursuant to Sections 14.5.6 of the Municipal Code, a Transfer of Floor Area Rights from the Los
Angeles Convention Center (Donor Site) at 1201 S. Figueroa Street for the approximate amount of
266,928 square feet and from a private transfer (Donor Site) at 830 S. Olive Street for the

Location: 11800 W. OLYMPIC BOULEVARD
Proposed Project:
The construction, use and maintenance of a new four-story, 63,442 square-foot private middle and high
school complex consisting of 25,791 square feet of classroom space (37 rooms), 8,802 square feet of
gym/auditorium space, 14,906 square feet of administrative office space, 14,753 square feet of
common area/corridors, and 124 parking spaces on a 31,530 square-foot site in the M2-1 Zone.
The school will operate Monday-Friday from 8:30 a.m. to 4:00 p.m., during the school year and for a
limited summer school program. After school activities (performances, athletic events, etc) will end on
or before 10 p.m. The school will have a proposed maximum capacity of 500 students, 61 faculty
members, and 40 administrative personnel. The school will provide 124 vehicular parking spaces, 152
bicycle parking stalls and an on-site drop-off location. The existing private middle and high school is
located at 11811 Olympic Boulevard (across the street from the project site) and has a maximum
approved enrollment of 408 students. An existing 28,608 square-foot light industrial building and
asphalt surface parking will be demolished and cleared.
Requested Actions:
1. Pursuant to L.A.M.C. Section 12.24-U,24 and a Section 12.24-F, a Conditional Use to permit the
construction, use and operation of a private middle and high school in the M2-1 Zone with a Floor
Area Ratio (FAR) of 2.1:1.

2. Pursuant to L.A.M.C. Section 12.24-X,17(a) a Zoning Administrator's Determination to permit a

The proposed ordinance (Appendix A) amends Sections 12.03, 12.04, 17.02, and 17.05 and adds new
Section 12.04.10 to the Los Angeles Municipal Code to establish the Master Planned Development
(MPD) Zone as a new zone classification to facilitate the entitlement of master planned campus-like or
otherwise unified and integrated development projects in the City of Los Angeles.
