POLICY FOR DESIGNATED PUBLIC HEARING ITEMS No(s) 4, 5, 6, and 8.
Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking
times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances,
however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the
Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. EVERY PERSON
WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT TO
THE COMMISSION STAFF.
Written submissions are governed by Rule 10 of the Los Angeles City Planning Commission Rules and Operating
Procedures, a copy of which is posted online at http://cityplanning.lacity.org/Forms Procedures/CpcPolicy.pdf. Day
of hearing submissions (20 copies must be provided) are limited to 2 pages plus accompanying photographs.

The Commission shall provide an opportunity in open meetings for the public to address it, for a
cumulative total of up to thirty (30) minutes, on items of interest to the public that are within the subject
matter jurisdiction of the Commission. (This requirement is in addition to any other hearing required or

Proposed Project:
An Amendment to the Los Angeles Sports and Entertainment District (LASED) Specific Plan, increasing
the total number of permitted alcohol use approvals for on-site alcohol consumption from 30 to 35 (an
increase of 5); and a requested modification to Condition #11 in Table 1 of the Specific Plan
(Conditions Volunteered in the Development Agreement for On-Site Alcohol Consumption) to allow the
service of alcohol to commence at 8:00 a.m. instead of at 10:00 a.m. for up to eight establishments that
are allowed on-site alcohol use approvals, including at each permitted hotel. The purpose of this
request is to facilitate the service of traditional alcoholic beverages as breakfast and brunch
components.
The five Alcohol Use Approvals for on-site consumption requested would be for the following uses:
1. Beer and wine only, at the Cinema permitted in Specific Plan Subarea 1.
2. A full line of alcoholic beverages in Specific Plan Subarea 12 to accommodate the
development of an additional hotel on that site.
3. A full line of alcoholic beverages for meeting and ballroom uses in Specific Plan Subarea 1a.
4. A full line of alcoholic beverages for a restaurant use in Specific Plan Subarea 1a.
5. A full line of alcoholic beverages for one additional establishment, to be determined.
Requested Actions:
1. Find that the previously adopted Environmental Impact Report, ENV-2000-3577-EIR, certified
on September 4, 2001 and subsequently adopted Addenda to the Final Impact Report,
together with the Addendum, as the project’s environmental clearance pursuant to the
California Environmental Quality Act and Section 21082.1(c)(3) of the California Public
Resources Code is adequate environmental clearance and complies with the California
Environmental Quality Act.
2. Pursuant to Section 11.5.7 of the Los Angeles Municipal Code (LAMC) an Amendment to the
Los Angeles Sports and Entertainment District (LASED) Specific Plan to allow the following:
a. An increase in the allowed number of permitted Alcohol Use Approvals for on-site consumption
from 30 to 35.
b. Allow the service of alcohol to commence at 8:00 a.m. instead of at 10:00 a.m. for up to eight
establishments that are allowed on-site Alcohol Use Approvals.
c. Incorporate related modifications and clarifications into the Specific Plan.
Recommended Actions:
1. Adopt the attached findings, including the related environmental finding that the Addendum
prepared to ENV-2000-3577-EIR for this action is adequate environmental clearance for the
subject requests.
2. Advise the applicant that, pursuant to California State Public Resources Code Section 21081.6, the
City shall monitor or require evidence that mitigation conditions are implemented and maintained
throughout the life of the project and the City may require any necessary fees to cover the cost of
such monitoring.

the 49 total “base” dwelling units permitted on the site for Very Low Income tenants/owners for a period
of 30 years, for a project that proposes the construction of 65 total dwelling units, subject to the
attached conditions of approval:
a. Yard/Setback. A 20 percent decrease in the required rear yard setback, requesting a 15 foot rear
yard setback in lieu of 18 feet.
b. Open Space. A 20 percent reduction in the required open space requirement to provide 6,480

Proposed Project:
The project involves the expansion of an existing elementary/middle school and the establishment of an
Early Childhood Center (ECC) serving children ages 2 ½ to 5½ within an existing building located at
12901 West Coral Tree Place. The proposed project involves a change of use of an existing light
industrial building to an educational use that is operated by Westside Neighborhood School (WNS), an
existing independent private school. The subject building is an approximately 26,414 square-foot, two-
story, 21-foot high building, with the second floor (mezzanine) located above the south portion of the
building only. The subject property is located on the northwest corner of Coral Tree Place and
Beethoven Street.
The applicant, Westside Neighborhood School, serves students in grades Pre-Kindergarten through 8th
grade and currently operates across the street from the proposed project site, out of two buildings
(previously entitled) located at the northeast and southeast corners of Beethoven Street and Coral Tree
Place. The school’s main campus building, 5401 Beethoven Street (the southeast corner), has been in
operation at its location for over nine years.
The applicant proposes to remodel the subject building and construct an Early Childhood Center that
will enroll a maximum of 68 students ages 2 ½ to 5 ½ and employ six (6) full-time and eight (8) part
time employees. The subject building will also be remodeled to provide an additional instructional
space, a full size gymnasium, and office space for students and faculty of the existing Westside
Neighborhood School that will continue to serve Kindergarten through 8th grade students. The height,
size, and bulk of the existing building will not change.
Requested Actions:
1. Pursuant to Los Angeles Municipal Code (LAMC) Section 12.24-W,51, a Conditional Use to permit
a pre-school/nursery school with a maximum enrollment of 68 children in the M2-1 Zone.
2. Pursuant to LAMC Section 12.24-U,24(b), a Conditional Use to permit the addition of a classroom,
laboratory, project room, seminar room, performance studio, gymnasium, and office space for an
existing K through 8th grade private school in the M2-1 Zone.
3. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, adopt the Mitigated

The proposed Project involves the demolition of a portion of an existing surface parking lot for the
construction of a new 13-story, 172-foot 8-inch tall, 249,500 square-foot commercial office building on
proposed Lot B. The Project will also include a 162,768 square-foot addition to an existing five-story
parking building located on proposed Lot A. The two-level addition would add a sixth level and rooftop
level to the existing parking building. The Project will result in a net total of a minimum 1,843 parking
stalls.
Requested Actions:
1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, the Certification of the
Environmental Impact Report (EIR), ENV-2013-0194-EIR, SCH No. 2013051027, for the above-
referenced project, and the following:
a. Adoption of the Statement of Overriding Considerations setting forth the reason and benefits of
adopting the EIR with full knowledge that significant impacts may remain.
b. Adoption of the proposed Mitigation Monitoring Program and the required Findings for the
adoption of the EIR.
2. Pursuant to Section 12.32.F of the Los Angeles Municipal Code (L.A.M.C.), a Zone Change from
QPB-2 to (T)(Q)C4-2.
