POLICY FOR DESIGNATED PUBLIC HEARING ITEM Nos. 4, 5, 6 and 8.
Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking
times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances,
however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the
Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. EVERY PERSON
WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT TO
THE COMMISSION STAFF.
Written submissions are governed by Rule 10 of the Los Angeles City Planning Commission Rules and Operating
Procedures, a copy of which is posted online at http://cityplanning.lacity.org/Forms Procedures/CpcPolicy.pdf. Day
of hearing submissions (20 copies must be provided) are limited to 2 pages plus accompanying photographs.
Submissions that do not comply with these rules will be stamped “File Copy. Non-Complying Submission.” Non-
complying submissions will be placed into the official case file, but they will not be delivered to or considered by the
CPC, and will not be included in the official administrative record for the item at issue.
The Commission may ADJOURN FOR LUNCH at approximately 12:00 Noon. Any cases not acted upon during the morning
session will be considered after lunch. TIME SEGMENTS noted * herein are approximate. Some items may be delayed due to
length of discussion of previous items.
The Commission may RECONSIDER and alter its action taken on items listed herein at any time during this meeting or during
the next regular meeting, in accordance with the Commission Policies and Procedures and provided that the Commission
retains jurisdiction over the case. In the case of a Commission meeting cancellation, all items shall be continued to the
next regular meeting date or beyond, as long as the continuance is within the legal time limits of the case or cases.

Section 1094.5, the petition for writ of mandate pursuant to that section must be filed no later than the 90th day
following the date on which the City's decision became final pursuant to California Code of Civil Procedure Section
1094.6. There may be other time limits which also affect your ability to seek judicial review.

3. PUBLIC COMMENT PERIOD
The Commission shall provide an opportunity in open meetings for the public to address it, for a
cumulative total of up to thirty (30) minutes, on items of interest to the public that are within the subject
matter jurisdiction of the Commission. (This requirement is in addition to any other hearing required or
imposed by law.)

Proposed Project:
Mobility Plan 2035. The proposed Plan is an update to the 1999 City of Los Angeles Transportation
Element of the General Plan and incorporates complete street policies to guide mobility decisions in the
City through 2035. The Plan lays the policy foundation to design streets that meet multiple purposes and
implement a full range of mobility options including transit, walking, bicycling, driving, and carsharing.
The Plan and its accompanying supporting documents include:
1. Goals, Objectives, Policies, and Programs that support a balanced transportation system.
2. Enhanced Complete Street Networks concept that prioritize selected roadway potential for future
pedestrian, bicycle, transit, or vehicle enhancements.
3. A Complete Street Design Guide that serves as a living document to guide City departments in
identifying and implementing street standards and experimental design configurations that promote
complete streets.
4. Revisions to the S-470-1 Street Standards Plan.
5. Technical Amendments to Los Angeles Municipal Code Sections.
6. Five Year Implementation Strategy.

Recommended Actions:
1. Approve and recommend that the City Council adopt a resolution certifying the Final Environmental
Impact Report No. ENV-2013-911-EIR, including: adopting the Findings of Fact; adopting the
Mitigation Monitoring Plan; and, adopting the Statement of Overriding Considerations.
2. Pursuant to procedures set forth in Section 11.5.6 of the Municipal Code and City Charter Sections
555, amend the General Plan to update the Transportation Element by adopting the Mobility Plan
2035 and by adopting the Resolution.
3. Take related actions to implement the Mobility Plan 2035, including among other actions, making
amendments to the Land Use Element (35 Community Plans), adopting an ordinance to implement
the new street standards and complete street principles, and adopt Complete Street Design

Proposed Project:
In May 2013, the City Planning Commission approved case CPC-2011-2157-ZV-SPR under the
Hollywood Community Plan Update (HCPU) that was adopted by City Council in 2012. The approval
granted development of the site for a maximum Floor Area Ratio (FAR) of 3.6:1, above the 3:1 FAR per
the “D” Limitation established for the subject parcels. The 2012 Hollywood Community Plan had
changed the “D” Limitation on the subject site for both zones, increasing the maximum FAR from 2:1 to
3:1. A Mitigated Negative Declaration (MND) ENV-2011-2158-MND was also adopted.
During the entitlement process for the approved project, the adopted HCPU was challenged in Court
and on April 2, 2014 the City Council took action to rescind the HCPU and its associated zoning
Ordinance (No. 182,173). As a result of the action, the City reverted by operation of law to the
Hollywood Community Plan and zoning regulations that existed immediately prior to June 19, 2012, (the
date of the adoption of the HCPU and ordinance) thereby changing the “D” Limitation back to 2:1 FAR
(per Ordinance No. 165,662, effective May 7, 1990).
As the Project is entitled pursuant to the adopted approvals described above, the zone/height district
change to remove the “D” Limitation is requested by the applicant to address this inconsistency. There is
no project being proposed with this entitlement. The purpose of the request is to address the
inconsistency in the approval under CPC-2011-2157-ZV-SPR as it relates to the current Hollywood
Community Plan. The applicant is seeking a Zone/Height District Change to remove the existing “D”
Limitation on the subject lots, which would change the zone from C4-2D and C4-2D-SN, to C4-2 and
C4-2-SN. The site consists of 15 total parcels totaling 1.74 acres on three separate blocks. Existing
uses on the site include surface parking lots. A separate public hearing has not been held for the
subject request. The Commission Meeting being held on May 28, 2015 will serve as the public hearing.
Requested Actions:
1. Pursuant to Section 21082.1(c)(3) of the California Public Resources Code, find that the previously
adopted Mitigated Negative Declaration ENV-2011-2158-MND is adequate environmental
clearance.
2. Pursuant to Section 12.32. F of the LAMC, a Zone/Height District change to remove the “D”
Limitation, changing the zone from C4-2D and C4-2D-SN, to C4-2 and C4-2-SN.

total “base” dwelling units permitted on the site for Very Low Income tenants/owners for a period of 55
years, for a project that proposes the construction of 21 total dwelling units, subject to the attached
conditions of approval:
a. Floor Area Ratio Increase. A 27.7 percent increase in Floor Area Ratio (FAR) from 3:1, or 27,000
square feet, to 3.83:1, or 34,459 square feet.
b. Height. An increase in allowable maximum height from 45 feet to 56 feet.

Appeal of the Director of Planning’s Approval of two on-menu Density Bonus Affordable Housing

1. Pursuant to Section 21082.1 of the California Public Resources Code, a Mitigated Negative
Declaration (ENV-2015-394-MND) for the above referenced project.
2. Pursuant to Section 11.5.6 of the Municipal Code, a General Plan Amendment from Low Residential

Proposed Project:
The construction of a seven-story mixed-use building consisting of 82 rental units and 1,000
square feet of commercial space with a total of 92 parking spaces and 152 bicycle stalls on a
25,497 square-foot site in the C4-1 Zone. The project includes a 30% density bonus request to
provide 19 additional units, of which 7 units will be set aside for Very Low Income Households.
The applicant is requesting one On-Menu Affordable Housing Incentive to allow an increase in
the FAR to 3:1; and one Off-Menu Affordable Housing Incentive to waive the required
Transitional Height requirement.
Requested Actions:
1. Pursuant to the Los Angeles Municipal Code Section 12.22-A,25(c), a 30% density bonus to provide
19 additional units, of which 11% (7 units) will be set aside for Very Low Income Households. The
applicant is requesting one On-Menu Affordable Housing Incentive and one Off-Menu Affordable
Housing Incentive as follows:
a. Pursuant to LAMC Section 12.22-A,25(f), an on-menu incentive to allow an increase in the FAR
to 3:1 in lieu of the maximum 1.5:1 FAR as required in LAMC Section 12.21.1-A,1.
b. Pursuant to LAMC Section 12.22-A,25(g)(3), an off-menu incentive to waive the required
Transitional Height requirement as otherwise required in LAMC Section 12.21.1-A,10.
2. Pursuant to LAMC Section 16.05, a Site Plan Review for a project creating more than 50 residential
dwelling units.
3. Pursuant to Section 21082.1(c)(3) of the California Public resources Code, adopt the Mitigated

dwellings in the proposed RE11-1 Zone, 32 single-family two- story dwellings in the proposed R1-1
Zone, 47 two-story small lot homes with 94 garage parking spaces and 18 guest parking spaces
pursuant to Ordinance No. 176,354 (small lot subdivision) in the proposed RD3-1 Zone, and one public
park lot in the proposed OS Zone for public park purposes. The subject property is a net 13.76 acre
site.
Requested Actions:
1. Pursuant to Section 11.5.6 of the Municipal Code, a General Plan Amendment to the Chatsworth-
Porter Ranch Community Plan for a portion of the site from Very Low II Residential to Low II
