Pursuant to the Commission=s general operating procedures, the Commission at times must necessarily limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission on public hearing items must be submitted prior to the Commission=s consideration of the item. EVERY PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER=S REQUEST FORM AND SUBMIT IT TO THE COMMISSION STAFF. Written submissions are governed by Rule 10 of the Los Angeles City Planning Commission Rules and Operating Procedures, a copy of which is posted online at http://cityplanning.lacity.org/Forms Procedures/CpcPolicy.pdf. Day of hearing submissions (20 copies must be provided) are limited to 2 pages plus accompanying photographs. Submissions that do not comply with these rules will be stamped “File Copy. Proposed Project: The Historic Broadway Sign Supplemental Use District and related amendments to the Broadway Theater and Entertainment District Design Guide (Broadway CDO), associated [Q] “Qualified” Conditions, and the Broadway Streetscape Master Plan. Requested Actions: 1. Pursuant to Section 13.11 of the Municipal Code, the creation of a Sign Supplemental Use District. 2. Pursuant to Section 13.08 of the Municipal Code, an amendment to the design guidelines and development standards of the Broadway Theater and Entertainment District Design Guide (Broadway CDO). 3. Pursuant to the Section 12.32 of the Municipal Code, a Zone Change to modify existing [Q] “Qualified” Conditions to remove those related to signage. 4. Approval of an expansion of the Broadway Streetscape Master Plan area to include the blocks between 1st Street and 2nd Street on the north and from Olympic Boulevard to 12th Street on the south. 5. CPC-2015-1938-CA Council Districts: All CEQA: ENV-2015-1939-CE Expiration Date: N/A Plan Areas: All Appeal Status: N/A PUBLIC HEARING Location: CITYWIDE Proposed Project: The proposed Hybrid Industrial Live/Work (“HI”) Zone amends Sections 12.03, 12.04.A and 12.04.C, and adds Section 12.04.06 to the Los Angeles Municipal Code (LAMC) for the purpose of establishing the HI Zone to enable the regulation of a new mix of land uses, including light industrial, live/work, hotel, and other commercial uses, in areas of the City with a General Plan land use designation of Hybrid Industrial. There is no development, change in land use, intensity or density proposed as part of this ordinance. Recommended Actions: 1. Pursuant to Section 12.32.E of the Los Angeles Municipal Code (LAMC), amendments to the following sections of the LAMC: Section 12.03 Definitions: add a definition for a “Live/Work Unit”. Section 12.04.A Zones-Districts-Symbols: Amend list of Zones to include the “Hybrid Industrial Live/Work Zone”. Section 12.04.C Zones-Districts-Symbols: Add language to clarify that a height district designation shall not be required for a “Hybrid Industrial Live/Work Zone”. Section 12.04.06 “HI” Hybrid Industrial Live/Work Zone: Add a new Section, 12.04.06, to establish the Hybrid Industrial Live/Work Zone. 2. Pursuant to Section 21080(b) of the California Public Resources Code, the adoption of the State California Environmental Quality Act (CEQA) Exemption No. ENV-2015-1939-CE for the proposed ordinance. Applicant: City of Los Angeles Recommended Actions: 1. Approve and recommend that the City Council adopt the proposed ordinance. 2. Establish new set of Q Conditions for selected Los Angeles River adjacent parcels with a designated General Plan Land Use of Commercial Manufacturing that put in place additional development standards and restrictions for new residential and commercial uses, in addition to a decrease of the height district. Pursuant to LAMC Section 12.32-G, Update [Q] Qualified Conditions established for properties within Subarea 33A in Ordinance No.176,825, and Q Conditions established for properties within portions of Subarea 33B and all of Subarea C in Ordinance No. 180,154. 2.
