NEIGHBORHOOD COUNCIL POSITION STATEMENTS ON AGENDA ITEMS Presentations by Neighborhood Council representatives on any Neighborhood Council resolution, or community impact statement filed with the City Clerk, which relates to any agenda item listed or being considered on this agenda. The Neighborhood Council representative shall provide the Board or Commission with a copy of the Neighborhood Council's resolution or community impact statement by email to cpc@lacity.org. CPC-2023-3247-DB-COA-HCA Council District: 1 – Hernandez CEQA: ENV-2023-3248-CE Last Day to Act: 07-09-26 Plan Area: Northeast Los Angeles PUBLIC HEARING – Completed April 24, 2026 PROJECT SITE: 217 North Avenue 55 PROPOSED PROJECT: Construction, use, and maintenance of a new three-story, seven unit apartment building with one unit set aside for a low-income household, and one unit set aside for a very low-income household towards the rear of an existing historic duplex. The Project site is a 9,825.5 square foot lot that is zoned RD2-1-HPOZ and contains an existing historic duplex built in 1907 which is a Contributing Feature to the Highland Park – Garvanza Historic Preservation Overlay Zone (HPOZ). No changes to the existing historic duplex are proposed; all new construction will be located at the rear of the lot. The unit mix ranges from one studio, two units consisting of one bedroom, two units consisting of two bedrooms, and two units consisting of three bedrooms and the floor area of each dwelling unit will range from 437 to 1,187 square feet. The Project proposes seven long term bicycle parking stalls, and two short term bicycle parking stalls. The Project proposes to grade approximately 570 cubic yards of cut and approximately 100 cubic yards of fill. REQUESTED ACTIONS: 1. Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15332, Class 32 (In-fill Development), an exemption from CEQA and there is no substantial evidence demonstrating that an exception to a categorical exemption pursuant to CEQA Guidelines, Section 15300.2 applies; 2. Pursuant to Chapter 1 Section 12.22 A.25 of the Los Angeles Municipal Code (LAMC), a Density Bonus for a housing development project consisting of a new three-story, seven-unit apartment building with one unit set aside for a low-income household, and one unit set aside for a very low-income household towards the rear of an existing historic duplex and requesting the following off-on menu incentives: a. An Off-Menu Incentive to allow a front access passageway reduction to eight feet in lieu of the 10- foot requirement per LAMC Chapter 1 Section 12.21 C.2(b); b. An On-Menu Incentive for a reduction in the rear yard setback to 12 feet in lieu of the 15-foot requirement per LAMC Chapter 1 Section 12.22 C.10; and c. An On-Menu Incentive to permit a 20 percent decrease in the required east side yard setback to allow a five foot side yard setback in lieu of the six feet required by the RD2-1 Zone pursuant to LAMC Chapter 1 Section 12.09.1; and 3. Pursuant to LAMC Chapter 1 Section 12.20.3 K, a Certificate of Appropriateness for the construction of a new three-story, seven-unit residential building. CPC-2025-5194-HD-CU2-PR-ZC Council District: 10 – Hutt CEQA: ENV-2025-5195-MND Last Day to Act: 07-26-26 Plan Area: Wilshire PUBLIC HEARING – Completed May 12, 2026 PROJECT SITE: 4802 – 4828 West San Vicente Boulevard PROPOSED PROJECT: Demolition and removal of the existing one-story warehouse building and two surface parking lots for the construction, use, and maintenance of a seven-story self-storage facility for household goods encompassing a floor area of 161,645 square feet. The self-storage facility would feature storage units across each floor level, a 954-square-foot office area, a 608-square-foot lobby, a 376-square-foot community room/multi- purpose room, five vehicular parking spaces, 36 bicycle parking spaces, and two loading spaces and would operate between 7:00 a.m. to 10:00 p.m., daily. REQUESTED ACTIONS: 1. Pursuant to CEQA Guidelines Section 15074(b), consideration of the whole of the administrative record, including the Mitigated Negative Declaration, No. ENV-2025-5195-MND (“Mitigated Negative Declaration”), all comments received, the imposition of mitigation measures and the Mitigation Monitoring Program prepared for the Mitigated Negative Declaration; 2. Pursuant to Chapter 1A Section 13B.1.4 of the Los Angeles Municipal Code (LAMC), a Vesting Zone Change and Height District Change from the C2-1-O Zone to (Q)(T)C2-2D-O Zone in order to permit additional floor area up to a maximum Floor Area Ratio of 6:1 in lieu of 1.5:1; including the following: a. A waiver of the requirement to dedicate and/or improve an additional 2.5 feet of the existing public alley 3. Pursuant to LAMC Chapter 1A Section 13B.2.2, a Class 2 Conditional Use Permit to permit storage uses with 500 feet of a R Zone; and 4. Pursuant to LAMC Chapter 1A Section 13B.2.4, a Project Review for a proposed development project that results in an increase of 50,000 gross square feet of non-residential floor area. Telecommunication Relay Services Telephone communication is one of the most important forms of communication in society today. Due to advancements in technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing, and individuals with a speech disability are following these trends and are rapidly migrating to more advanced telecommunications methods, both for peer-to-peer and third-party telecommunications relay service (TRS) communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories for local and/or long distance calls. TRS providers - generally telephone companies - are compensated for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user. What forms of TRS are available? There are several forms of TRS, depending on the particular needs of the user and the equipment available: TRS includes: Text to Voice TIY-Based TRS; Speech-to-Speech Relay Service; Shared Non-English Language Relay Service; Captioned Telephone Relay Service; Internet Protocol Relay Service; and Video Relay Service.
