The meeting was called to order by the Commission President, Mary Klaus Martin at 10:20 a.m. Commissioners Richard Barron, Alma Carlisle, Carlos Singer and Stanley Stalford were present. 1. DIRECTOR=S REPORT / STAFF REPORT A. Other items of interest. Deputy Director Bob Sutton gave a Director’s Report. Lambert Giessinger, of the Planning Department’s Historic Resources Office updated the Cultural Heritage Commission on items of interest. 2. COMMISSION BUSINESS A. Old Business 1) Holiday Bowl/Coliseum Center, 3730 S. Crenshaw Boulevard, CHC-2005-2228-HCM, C.D. 10. Project Status Update. Request to Refer Final Review and Approval of Historic Pontiac Sign Adaptive Use to Staff. Discussion: Francesca Smith of Chattel Architecture, gave a Project Status Update stating that two outstanding issues are the sign design and obtaining of the permit. 2) Morris Landau House, 638 N. Faring Road, CPC-2001-3472-VCU-SPR, C.D. 5. Update on status of January 7, 2004 Commission action and proposed relocation project. Discussion: The representative for the Harvard Westlake School, William Delvac of Latham and Watkins, gave an overview of the proposed relocation of the Morris Landau House to the City of Pasadena. Two speakers, Portia Lee and Caroline Labiner, commented about the proposed relocation. The Cultural Heritage Commission and the representative discussed the security of the house at its temporary location until the proposed site is Minutes of the Cultural Heritage Commission 1 February 2, 2006  ready. B. New Business 1) Advance Calendar 2) Minutes of January 5, 2006. Motion Required. Commissioner Stalford moved to adopt the minutes; Commissioner Barron seconded. Vote: 3-0 (Commissioners Carlisle and Singer were not present at the January 5, 2006 meeting and did not vote) C. Commission Announcements/Requests 3. HOW HOUSE, 2422 N. SILVER RIDGE AVENUE, C.D. 13, CHC-2006-111-HCM. Review of Historic-Cultural Monument Application. Motion Required. Applicant: Greg Cullen Discussion: The President opened the public hearing. Applicant, Greg Cullen, gave background on the house. Two speakers, Jay Platt, of the Los Angeles Conservancy, and Charles Fisher, commented in support of the application. The President closed the public hearing. The Cultural Heritage Commission requested the How House and the Purviance Residence be placed on the same calendar since both residences were designed by the same architect, R. M. Schindler. Commissioner Stalford moved to take the application under consideration; Commissioner Singer seconded. Vote: 5-0 4. WOLFORD HOUSE, HCM 614, 4260 SEA VIEW LANE, C.D. 14, CHC-1994-137-HCM-CC1. Review of alterations to historic-cultural monument site (adjacent new construction of a single-family dwelling on a portion of the historic-cultural monument site and adjacent lot). Motion Required. Discussion: The President opened the public hearing. Four speakers, including the owner, Zara Scoville, the representative Ben Reznick, Anna Marie Brooks, historian and Ivan Kady, the architect, testified in support of the new construction. Their testimony included, but was not limited to the following: new construction is designed to compliment the design of the Wolford House; new construction will comply with the Secretary of Interior Standards, particularly with Standard 9, and will have no impacts to the Historic-Cultural Monument (Wolford House); view sheds will be protected; new construction will comply with the Mount Washington Specific Plan and, the lot line adjustment was done to add more land to the Minutes of the Cultural Heritage Commission 2 February 2, 2006  Wolford House site. Six speakers, Ace Mast, Roy and Olga Walden, Peter Lucy, Dr. Lauren Weiss Bricker and Robin Scherr testified in opposition. Their testimony included, but was not limited to: incomplete CEQA review; incomplete and incorrect administrative process; and impacts of the new construction to the Wolford House, including the patio. Peter Lucy and Dr. Bricker gave a power point presentation showing the layout of the new construction and its impacts to the Wolford House and demonstrating how the new construction does not meet the Secretary of Interior’s Standards, particularly Standard 9, new construction impacts to Historic Cultural Monuments. Two speakers, Charles Fisher and Jay Platt, Los Angeles Conservancy, gave general comments. The President closed the public hearing. The Cultural Heritage Commission deliberated the matter. Commissioner Stalford moved to adopt the staff recommendation to not object to the issuance of a building permit for the proposed project; and to adopt the findings that the proposed project is consistent with the Secretary of Interior Standards for Rehabilitation. Commissioner Barron proposed an amendment recommending that the owner make a further adjustment to the lot line to recognize the patio on the historical home. Commissioner Stalford amended the motion to include this recommendation; Commissioner Carlisle seconded. Vote: 5-0 5. PUBLIC COMMENT PERIOD No speaker cards submitted. 6.
