POLICY FOR PUBLIC HEARINGS. The Board at times must necessarily limit the speaking times of those presenting testimony on either side of an issue. In all instances, however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Board must be submitted prior to the Board=s consideration of the item. EVERY PERSON WISHING TO ADDRESS THE BOARD MUST COMPLETE A SPEAKER=S REQUEST FORM, WHICH IS MADE AVAILABLE AT THE HEARING, AND SUBMIT IT TO STAFF. To ensure that the Board has ample opportunity to review written materials, all concerned parties who wish to submit written materials on agendized items should submit them to the Planning Department, Mulholland Specific Plan staff, 6262 Van Nuys Blvd., Suite 351, Van Nuys, CA 91401, as far in advance of the meeting date as possible. DIR 2007-4751-DRB-SPP, 14702 Deervale Place [CD 5] - Construction of a new, 7,711 square-foot (including an attached, three-car garage), two-story, single-family residence, on a 106,152 square-foot lot. The maximum proposed building height is 31 feet and 6 inches. The project requires 2,455 cubic yards of cut, 1,210 cubic yards of fill and 1,245 cubic yards of export. The project is in the Outer Corridor, downslope, visible from Mulholland Drive and subject to the requirements of the Hillside Ordinance. [City Planning Staff - ON] B. New - i. DIR 2009-1892-DRB-SPP, 2961 Briar Knoll Drive [CD 4] - Construction of a new, 3,425 square-foot (including an attached, three-car garage), two-story, single-family residence, on a 8,733 square-foot lot. The maximum proposed building height is 28 feet and 9 inches. The project requires 315 cubic yards of cut and 315 cubic yards of export. The project is in the Inner Corridor, upslope, visible from Mulholland Drive and subject to the requirements of the Hillside Ordinance. [City Planning Staff - ON] ii. DIR 2009-1883-DRB-SPP, 14701 Deervale Place [CD 5] - Construction of a new, 14,881 square-foot (including an attached, six-car garage), two-story, single-family residence, on a 703,844 square-foot lot. The maximum proposed building height is 37 feet. The project requires 19,900 cubic yards of cut and 19,900 cubic yards of export. The project is in the Outer Corridor, downslope, visible from Mulholland Drive and subject to the requirements of the Hillside Ordinance. [City Planning Staff - ON] 8. Public Hearing: Non-Visible Cases A. Continued - i. DIR 2009-1381-DRB-SPP-MSP, 3636 Dellvale Place [CD 5] - Demolition of an existing, 2,842 square-foot, two-story, single-family residence and the construction of a new, 9,287 square-foot, three-story, single-family residence (including an attached, three-car garage), on a 67,607 square-foot lot. The maximum proposed building height is 36 feet. The project requires 1,256 cubic yards of cut, 400 cubic yards of fill and 856 cubic yards of export. The project is in the Outer Corridor, not visible from Mulholland Drive and subject to the requirements of the Hillside Ordinance. [City Planning Staff - ON] ii. DIR 2008-2205-DRB-SPP, 4277 Ensenada Drive [CD 3] - Construction of a new, three-story, 2,784 square-foot, single-family residence (including an attached, three-car garage), on a 6,158 square-foot lot. The maximum proposed building height is 36 feet. The project requires 1,201 cubic yards of cut and 1,201 cubic yards of export. The project is in the Outer Corridor, not visible from Mulholland Drive and subject to the requirements of the Hillside Ordinance and the Girard Tract. [City Planning Staff - ON] B. New - i. DIR 2009-1659-DRB-SPP, 9010 Briarcrest Lane [CD 5] - Construction of a new, 3,972 square- foot accessory structure, to an existing 3,100 square-foot, two-story, single-family residence, for a total of 7,472 square feet (including an attached, two-car garage), on a 45,581 square-foot lot. The maximum proposed building height is 35 feet, 6 inches. The project is in the Outer Corridor, not visible from Mulholland Drive, and is subject to the requirements of the Hillside Ordinance. Adjourn * The DRB shall provide an opportunity in open meetings for the public to address items of interest to the public that are within the subject matter jurisdiction of the DRB. The Chair of the DRB may allocate the number of speakers per subject, the time allotted on each subject, and the time allotted to each speaker. Under the provisions of the Brown Act (Gov. Code Sec. 54959-54960), the Mulholland Scenic Parkway Specific Plan Design Review Board is a "legislative body" and must: 1. Conduct all quorum meetings in public; and 2. Post all agenda items or issues considered for discussion seventy-two (72) hours before public meetings.
