EXPANSION OF THE HIGHLAND PARK HISTORIC PRESERVATION OVERLAY ZONE (HPOZ) AND RE-NAMING TO “HIGHLAND PARK-GARVANZA HPOZ.” Motion Required. Commission will consider a request to: CERTIFY the Historic Resources Survey for Garvanza as to accuracy and completeness; CERTIFY the establishment of boundaries for the area containing the existing Highland Park HPOZ and the Garvanza expansion area as a merged area; ADOPT the re-naming of the Highland Park HPOZ, to include the expansion area, merged boundaries, and associated HPOZ Board to “Highland Park-Garvanza HPOZ”; FIND that the project is categorically exempt under the State CEQA Guidelines Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 (City Planning Case No. ENV-2010-0944-CE); FIND that the proposed historic preservation overlay zone meets one or more of the required criteria per Los Angeles Municipal Code Section 12.20.3 because the proposed district has a high concentration of contributing structures of the period of significance (1876-1941), and therefore find that the structures within the preservation zone meet one or more of the following criteria: CULTURAL HERITAGE COMMISSION 2 JULY 15, 2010 • Adds to the historic architectural qualities of Historic association for which a property is significant because it was present during the period of significance, and possesses historic integrity reflecting its character at that time; or • Owing to its unique location or singular physical characteristics, represents an established feature of the neighborhood, community or city; or • Retaining the building, structure would contribute to the preservation and protection of a historic place or area of historic interest in the city. RECOMMEND that the City Planning Commission approve the establishment of the boundaries for the area containing the existing Highland Park HPOZ and the Garvanza expansion area as a merged area. 4.
