POLICY FOR DESIGNATED PUBLIC HEARING ITEM NOS. 3, 4, and 5:
Pursuant to the Commission’s general operating procedures, the Commission at times must
necessarily limit the speaking times of those presenting testimony on either side of an issue that is
designated as a public hearing item. All requests to address the Commission on public hearing
items must be submitted prior to the Commission’s consideration of the item.
TIME SEGMENTS noted * herein are approximate. Some items may be delayed due to length of
discussion of previous items. Commission meetings may be heard on Council Phone by
dialing (213) 621-2489 or (818) 904-9450.
Members of the public who wish to submit written materials on agendized items should
submit them prior to the meeting to the Commission Office, 200 North Spring Street, Room

As a covered entity under Title II of the Americans with Disabilities Act, the City of Los Angeles does

FINALIZATION OF COMMISSION ACTIONS: In accordance with City Charter Section 32.3, actions
of the Cultural Heritage Commission shall become final at expiration of next five meeting days of the
Los Angeles City Council during which the Council has convened in regular session.

3. WINDSOR VILLAGE HISTORIC PRESERVATION OVERLAY ZONE (HPOZ) AND
PRESERVATION PLAN, CPC-2010-996-HPOZ-MSC/ENV-2010-997-CE, CD 10.
(Continued from August 19, 2010) Generally bounded by Wilshire Boulevard on the north,
Olympic Boulevard on the south, Crenshaw Boulevard on the east, and both sides of
Lucerne Boulevard to the west.
Applicant: City of Los Angeles
Find that the project is categorically exempt under the State CEQA Guidelines, Article 19,
Section 15308, Class 8 and Article 19, Section 15331, Class 31 for the Windsor Village
Historic Resources Survey, Historic Preservation Overlay Zone, and Preservation Plan;
Certify the Historic Resources Survey as to its accuracy and completeness;
Certify the establishment of the proposed Windsor Village HPOZ boundaries with proposed
modifications; and
Find that the structures, landscaping and natural features within the preservation zone meet
one or more of the following criteria:
• Add to the historic architectural qualities or historic associations for which a property is
significant because it was present during the period of significance, and possesses
historic integrity reflecting its character at that time; or

• Owing to its unique location or singular physical characteristics, represents an
established feature of the neighborhood, community or city; or
• Retaining the building, structure, landscaping, or natural feature, would contribute to
the preservation and protection of an historic place or area of historic interest in the
City.
Recommend that the City Planning Commission approve the establishment of the
boundaries for the proposed Windsor Village HPOZ.
Recommend that the City Planning Commission approve the proposed Preservation Plan for
the proposed Windsor Village HPOZ.
