POLICY FOR DESIGNATED PUBLIC HEARING ITEM NOS. 3 AND 4:
Pursuant to the Commission’s general operating procedures, the Commission at times must
necessarily limit the speaking times of those presenting testimony on either side of an issue that is
designated as a public hearing item. All requests to address the Commission on public hearing
items must be submitted prior to the Commission’s consideration of the item.

discussion of previous items. Commission meetings may be heard on Council Phone by

Members of the public who wish to submit written materials on agendized items should

FINALIZATION OF COMMISSION ACTIONS: In accordance with City Charter Section 32.3, actions
of the Cultural Heritage Commission shall become final at expiration of next five meeting days of the
Los Angeles City Council during which the Council has convened in regular session.

Generally bounded by 22ND Street to the north, Vermont Avenue to the west, 29th
Street to the south, and Normandie Avenue to the east.

B. BALBOA HIGHLANDS HISTORIC PRESERVATION OVERLAY ZONE (HPOZ)
AND PRESERVATION PLAN, CPC-2010-2399-MSC, ENV-2010-2400-CE
Generally bounded by properties that front Nanette Street and Lisette Street between
Jolette Avenue and Jimeno Avenue, properties that front the east side of Jimeno
Avenue between Lisette Street and Westbury Drive, and properties that front the
northernmost portion of Darla Avenue.

C. BANNING PARK HISTORIC PRESERVATION OVERLAY ZONE (HPOZ) AND

Generally bounded by properties that front Lakme Avenue, Banning Boulevard and
Cary Avenue between “M” Street and “L” Street.

Generally bounded by properties fronting the east side of Beethoven Street, and
both side of Moore Street and Meier Street between Palms Boulevard to the north
and Marco Place to the south.

Generally bounded by Pico Boulevard to the north, Normandie Avenue to the east,
the Santa Monica Freeway to the south and Western Avenue to the west.

G. HIGHLAND PARK-GARVANZA HISTORIC PRESERVATION OVERLAY ZONE
(HPOZ) AND PRESERVATION PLAN, CPC-2010-2399-MSC, ENV-2010-2400-CE
Generally comprised of two non-contiguous geographic areas. The first area, is
generally bounded by York boulevard to the north, the Pasadena Freeway and
Berenice Avenue to the east, Avenue 35 to the south and Glenalbyn Drive, Marmion
Way and Avenue 56 to the west; the second area, comprising the rest of the existing
Highland Park HPOZ and properties in Garvanza, is generally bounded by the City of
Pasadena to the north, the eastern side of Avenue 66 to the east, East Ave 64 to the
south and Avenue 63 to the west. The boundaries of both non-contiguous area are
irregular at all parameters.

H. MIRACLE MILE NORTH HISTORIC PRESERVATION OVERLAY ZONE (HPOZ)

Generally bounded by the Beverly Boulevard alley to the north, the La Brea Avenue
alley to the east, the Third Street alley to the south, and properties fronting the west
side of Gardner Avenue to the west.

I. SOUTH CARTHAY HISTORIC PRESERVATION OVERLAY ZONE (HPOZ) AND
PRESERVATION PLAN, CPC-2010-2399-MSC, ENV-2010-2400-CE
Generally bounded by Olympic Boulevard to the north, the easterly Crescent Heights
Boulevard alley to the east, the northerly Pico Boulevard alley to the south, and
properties fronting the west side of Alfred Street to the west.

Generally bounded by Sunset Boulevard to the north, properties fronting the east
side of Spaulding Avenue to the east, Fountain Avenue to the south, and properties
fronting the west side of Orange Grove Avenue to the west.

K. STONEHURST HISTORIC PRESERVATION OVERLAY ZONE (HPOZ) AND

Generally bounded by properties fronting the north and south sides of Sheldon
Avenue between Wealtha Avenue and Stonehurst Avenue, the south side of
Sheldon Avenue between Wealtha Avenue and Dronefield Avenue, both sides of
Thelma Street between Wealtha Avenue and Stonehurst Avenue, both sides of
Allegheny Street between Dronefield Avenue and Stonehurst Avenue, and the north
side of Wicks Street between Dronefield Avenue and Wealtha Avenue, both sides of
Wealtha Avenue, between Sheldon Avenue and Allegheny Street, as well as
Stonehurst Park.

Generally bounded by properties fronting both sides of Vesper Avenue between
Vanowen Street, Kittridge Street and Hayes Street and Hamlin Street between
Cedros Avenue and Vesper Avenue, Archwood Street, Lemay Street, Kittridge
Street, and Haynes Street between Tyrone Avenue and Hazeltine Avenue, Tyrone
Avenue between Vanowen Street and Kittridge Street and Katherine Avenue
between Vanowen Street and Lemay Street.

Generally bounded by the Santa Monica Freeway between 13th Avenue and
Gramercy Place, and 24th Street between Gramercy Place and Western Avenue to
the north, Gramercy Place between the Santa Monica Freeway and 24th Street and
Western Avenue between 24th Street and Adams Boulevard to the east, Adams
Boulevard to the south and properties fronting 13th Avenue to the west.

Generally bounded by properties fronting the northerly side of 20th Street to the north,
Manhattan Place to the east, the Santa Monica Freeway to the south, and Western

Terrace, Whitley Avenue, Grace Avenue, Cerritos Place, Hollyhill Drive, Wedgewood
Place, Milner Road, Iris Drive, Iris circle and the easterly side of Las Palmas Avenue
between Milner Road and Emmet Terrace.
