MINUTES Cultural Heritage Commission Thursday, November 17, 2016 200 North Spring Street Room 1010, City Hall Los Angeles, Ca 90012 MINUTES OF CULTURAL HERITAGE COMMISSION HEREIN ARE REPORTED IN ACTION FORMAT. COMPLETE DETAILS, INCLUDING THE DISCUSSION, RELATIGN TO EACH ITEM ARE CONTAINED IN THE HEARING RECORDING FOR THIS MEETING. Commission President Commission President Richard Barron called the meeting to order at 9:15 a.m. with Vice President Gail Kennard and Commissioners, Pilar Buelna, Jeremy Irvine and Barry Milofsky in attendance. Also in attendance was Ken Bernstein; Principal Planner, Lambert Giessinger; Architect, Judie Clarke; Commission Executive Assistant I, and Harold Arrivillaga. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT A. Items of interest Ken Bernstein; Principal Planner, Manager of the Office of Historic Resources, reported Measures M; HHH, and JJJ passed in the November 8, 2016 election. B. Council/Committee Actions and Schedules Ken Bernstein, Manager of Office of Historic Resources, reported the following: 1. Lytton Savings application will be heard in Planning and Land Use Management Committee November 22, 2016 2. Charlotte and Robert Disney House will be heard before the City Council next week. ___________________________________ ITEM NO. 2 COMMISSION BUSINESS A. Old Business 1. Update on Los Angeles Unified School District Historic Schools Investment Fund Board. Commissioner Barron advised there is nothing to report. 2. Review and Advisory Concurrence of Proposed Historic-Cultural Monument Plaque Artwork Lambert Giessinger, Preservation Architect for the Department advised there is nothing to present. B. New Business 1. Advance Calendar No changes. 2. Commission Announcements/Request None ___________________________________ ITEM NO. 3 NEIGHBORHOOD COUNCIL PRESENTATION Presentation by Neighborhood Council representatives on any Neighborhood Council resolution, or community impact statement filed with the City Clerk, which relates to any agenda item listed or being considered on this agenda. None ___________________________________ ITEM NO. 4 PROPOSED MONUMENT: BOB AND DOLORES HOPE ESTATE PROPERTY ADDRESS: 10350 Moorpark Street CHC-2016-3581-HCM CEQA: ENV-2016-3582-CE Council District: 4 – Ryu Last Day to Act: 11-30-16 IN ATTENDANCE Lambert Giessinger, Preservation Architect, Paige Potter; Intern with Office of Historical Resources, Linda Hope, Dolores Hope, Glaser Weil and Timothy McOsker. Lambert Giessinger, Preservation Architect, introduced the agenda item. Paige Potter, Intern with Office of Historical Resources, was given five (5) minutes to present a PowerPoint on the property. The owner, Linda Hope, COTR, Dolores Hope Decd Trust, represented by Glaser Weil, was given 20 minutes to speak. Five speakers poke against the application, which included Linda Hope, daughter of Bob and Dolores Hope and CEO of the Foundation. A letter from Bob Hope’s grandson was read into the record. Three (3) speakers were in support the proposed monument. Timothy McOsker was given five (5) minutes to rebut. Seeing no more speakers, the public hearing was closed. Commissioner Barron conveyed he was not in support of the staff report. Ken Bernstein provided further information. Lambert Giessinger added that the procedure was initiated by the Council Office. Commissioner Barron read a letter from Planning Deputy, Ryu’s Office stating to limit the historic property to include only two (2) acres. CULTURAL HERITAGE COMMISSION 2 NOVEMBER 17, 2016 MOTION: Commissioner Milofsky put forth the following: Moved: Milofsky Seconded: Barron Ayes: Kennard, Buelna Absent: Irvine Vote: 4-0 Commissioner Barron adjourned the meeting at 10:12am and stated the meeting would reconvene at 10:45 a.m. at 640 South Main Street, Hotel Cecil. ___________________________________ ITEM NO. 5 PROPOSED MONUMENT: HOTEL CECIL CHC-2016-3644-HCM CEQA: ENV-2016-3645-CE PROPERTY ADDRESS: 640 South Main Street Council District: 14 – Huizar Last Day to Act: 1-3-17 IN ATTENDANCE: Lambert Giessinger, Preservation Architect, Melissa Jones; Planning Assistant, Richard Born, Matthew M. Baron and Tara J. Hamacher. Commissioners Present: Kennard, Buelna, Milofsky, Irvine Commissioner Absent: Barron A tour of the project site took place and was lead by Tara J. Hamacher, Historic Consultants After the tour Public Comment was opened. No public comments. Public Comment was closed. Meeting adjourned at 11:20 a.m. It reconvened at 11:40 a.m. at 443 North San Pedro Street, Catalina Swimwear Building. Commissioner Barron was not in attendance. Hamacher, Historic Consultants After the tour Public Comment was opened. No public comments. Public Comment was closed .
