Commissioner Barron called the meeting to order at 10:15 a.m. with Commissioners Kennard, Irvine, Milofsky and Buelna present. Also in attendance were Ken Bernstein, Principal City Planner representing the Director of Planning; Lambert Giessinger, Architect and Melissa Jones, Planning Assistant with the Office of Historic Resources; Kimberly Huangfu, Deputy City Attorney; Etta Armstrong, Commission Executive Assistant and Cecilia Lamas, Senior Administrative Clerk, Commission Office Staff. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT Ken Bernstein, Principal City Planner updated the Commission on various items of interest related to the Planning Department. __________________________________ ITEM NO. 2 COMMISSION BUSINESS Old Business: • There were no updates related to the Los Angeles Unified School District Historic Schools Investment Fund Board. • There was no Proposed Historic-Cultural Monument Plaque Artwork to review. New Business: Advanced Calendar: There were no changes to the advanced calendar. Commission Announcements/Request: There were no requests from the Commission. Meeting Minutes March 2, 2017 Cultural Heritage Commission Meeting Minutes: Commissioner Kennard moved to approve the meeting minutes of October 20, 2016 and November 17, 2016 with a minor correction as stated on the record. The motion was seconded by Commissioner Milofsky and the vote proceeded as follows: Moved: Kennard Seconded: Milofsky Ayes: Barron, Buelna, Irvine Vote: 5-0 MOTION PASSED Informational Presentation on the Proposed Los Angeles Memorial Coliseum Renovation Project and Coliseum District Specific Plan Amendments: A presentation was given by Brian League, representative for the University of Southern California, and Peyton Hall, Historic Resources Group, related to the proposed Los Angeles Memorial Coliseum Renovation Project and the Coliseum District Specific Plan Amendments. Informational Presentation on the Proposed Civic Center Master Plan: A presentation was given by Stephanie Magnien Rockwell from the office of the City Administrative Officer Asset Management Division, and Kirk Shimazu from IBI Group, related to the proposed Civic Center Master Plan. ___________________________________ ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representatives. ____________________________________ ITEM NO. 4 CULTURAL HERITAGE COMMISSION RESOLUTION Resolution delegating input on the correction of technical errors and omissions in a previously certified historic resource survey defined in Los Angeles Municipal Code Section 12.20.3.F.3.d.3 “HP” Historic Preservation Overlay Zone (HPOZ) Ordinance, (No. 175891, Eff. 5/12/04) to the Cultural Heritage Commission designee MOTION: Commissioner Kennard moved to adopt the proposed resolution to delegate corrections of technical errors and omissions in a previously certified historic resource survey defined in Los Angeles Municipal Code Section 12.20.3.F.3.d.3 “HP” Historic Preservation Overlay Zone (HPOZ) Ordinance, (No. 175891, Eff. 5/12/04) to the Cultural Heritage Commission designee. President Barron announced that the presentation would be postponed to a future meeting. ___________________________________ ITEM NO. 6 PROPOSED MONUMENT: ORTIZ TAYLOR HOUSE CHC-2017-4772-HCM ENV-2017-4773-CE Council District: 13 – O’Farrell PROPERTY ADDRESS: 2650-2656 North Lake View Avenue Last Day to Act: 04-04-17 MOTION: Commissioner Kennard put forth the actions below and moved to include the Ortiz Taylor House in the list of Historic-Cultural Monuments. 1. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2. Recommend that the City Council consider and designate the subject property a Historic-Cultural Monument; 3. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA),pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; and 4. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2. Recommend that the City Council consider and designate the subject property a Historic-Cultural Monument; 3. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA),pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; and 4. Adopt the staff report findings. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2. Recommend that the City Council consider and designate the subject property a Historic-Cultural Monument; 3. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA),pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; and 4. Adopt the staff report findings as amended by the Commission.
