Commissioner Barron called the meeting to order at 10:13 a.m. with Commissioners Kennard, Irvine, Milofsky and Buelna present. Also in attendance were Ken Bernstein, Principal City Planner representing the Director of Planning; Lambert Giessinger, Architect and Melissa Jones, Planning Assistant with the Office of Historic Resources; Kimberly Huangfu, Deputy City Attorney; Etta Armstrong, Commission Executive Assistant and Jason Wong, Senior Administrative Clerk, Commission Office Staff. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT Ken Bernstein, Principal City Planner updated the Commission on various items of interest related to the Planning Department. __________________________________ ITEM NO. 2 COMMISSION BUSINESS Old Business: • There were no updates related to the Los Angeles Unified School District Historic Schools Investment Fund Board. • There was no Proposed Historic-Cultural Monument Plaque Artwork to review. New Business: Advanced Calendar: Commissioner Irvine noted he would be absent from the Cultural Heritage Commission meeting of May 4, 2017. Commission Announcements/Request: • The Commission requested an update on the Charles Fletcher Lummis Residence. Meeting Minutes April 20, 2017 Cultural Heritage Commission ___________________________________ ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representative. ____________________________________ ITEM NO. 4 MONUMENT NAME: CHASE KNOLLS GARDEN APARTMENTS, HCM 683 PROPERTY ADDRESS: 13401 Riverside Drive Council District: 4 - Ryu Continued from 03-16-17 Commission review and recommendation to the Deputy Advisory Agency on the comprehensive landscaping and irrigation plan for the property. MOTION: Commission Barron moved to address the following comments to the Deputy Advisory Agency concerning the Chase Knolls Garden Apartments: 1. Mia Lehrer of Mia Lehrer + Associates Urban Design and Landscape Architecture, is well known and respected. 2. The Commission is pleased to see that Mia Lehrer's Office is associated with the project. 3. The Commission requests that there be more on-site oversight and input during construction on the project and tree protection. 4. The Commission requests follow-up reports on the progress of the work be provided to the Office of Historic Resources on a regular basis. 5. The Commission requests that the owner and landscape architect return to the Commission in one year to present a tree succession plan for the property. The motion was seconded by Commissioner Milofsky and the vote proceeded as follows: Moved: Barron Seconded: Milofsky Ayes: Buelna, Irvine, Kennard Vote: 5-0 MOTION PASSED 2 Meeting Minutes April 20, 2017 Cultural Heritage Commission ______________________________________ President Barron took Item No. 6 out of order ______________________________________ ITEM NO. 6 PROPOSED MONUMENT: CHATEAU CHAUMONT PROPERTY ADDRESS: 855 South Serrano Avenue CHC-2017-1351-HCM ENV-2017-1352-CE Council District: 10 – Wesson MOTION: Commissioner Barron put forth the actions below and moved to include Chateau Chaumont in the list of Historic- Cultural Monuments. 1. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2. Recommend that the City Council consider and designate the subject property a Historic-Cultural Monument; 3. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA),pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; and 4. Adopt the staff report findings. The motion was seconded by Commissioner Buelna and the vote proceeded as follows: Moved: Barron Seconded: Buelna Ayes: Irvine, Kennard, Milofsky Vote: 5-0 MOTION PASSED ___________________________________ ITEM NO. 5 6151 BARROWS DRIVE, CONTRIBUTOR TO CARTHAY CIRCLE HISTORIC PRESERVATION OVERLAY ZONE CHC-2017-907-MA-1A Council District - 5 – Koretz MOTION: Commissioner Barron moved to grant the appeal and overturn the Staff Determination of Ineligibility of the 2017 Mills Act Historical Property Contract Application for 6151 West Barrows Drive, a Contributor to the Carthay Circle Historical Preservation Overlay Zone (HPOZ) and adopted the findings. APARTMENTS PROPERTY ADDRESS: 1342-1344 ½ North Formosa Avenue CHC-2017-1349-HCM ENV-2017-1350-CE Council District: 4 – Ryu MOTION: Commissioner Milofsky moved to deny the application for the James Newlands Jr. and Audet-Ingersoll Inc. Apartments for the proposed designation as a Historic-Cultural Monument.
