Commissioner Barron called the meeting to order at 10:15 a.m. with Commissioners Kanner, Kennard and Milofsky were present. Commissioner Buelna was absent. Also in attendance were Ken Bernstein, Principal City Planner representing the Director of Planning; Lambert Giessinger, Architect and Melissa Jones, Planning Assistant with the Office of Historic Resources; Kimberly Huangfu, Deputy City Attorney; Rocky Wiles, Commission Office Manager (for Etta Armstrong, Commission Executive Assistant) and Jason Wong, Senior Administrative Clerk, Commission Office Staff. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT Ken Bernstein, Principal City Planner updated the Commission on the following: • A fire destroyed two adjacent Historic-Cultural Monument properties in Highland Park. The Reeves House, HCM 380, a 1905 Colonial Revival home designated in 1988, located at 219 North Avenue 53 was a total loss. The Morrell House, HCM 379 also designated in 1988, located at 215 North Avenue 53, may be salvageable; • The Schaefer House in West Hills was approved by the Planning and Land Use Management (PLUM) Committee this week. It will be going to the City Council for final designation; • Consideration of the Hollywood Reporter Building by PLUM was continued until October 24, 2017; • Janet Hansen and I were in San Francisco last Friday to accept the California Preservation Foundation President’s Award recognizing SurveyLA; and • Congratulations to Christy McAvoyon her Lifetime Achievement Award from the California Preservation Foundation. __________________________________ ITEM NO. 2 COMMISSION BUSINESS Old Business – There was no old business to discuss New Business – There was no new business for discussion Meeting Minutes October 19, 2017 Cultural Heritage Commission Advanced Calendar – There were no planned absences for future meetings Commission Announcements/Request – There were no requests from any Commissioner. Approval of the Minutes Commissioner Barron moved to approve the minutes of January 19, 2017, February 2, 2017, March 2, 2017, March 16, 2017, April 20, 2017 and May 4, 2017. The motion was seconded by Commissioner Kennard and the vote proceeded as follows: Moved: Barron Seconded: Kennard Ayes: Kanner, Milofsky Absent: Buelna Vote: 4-0 MOTION PASSED ___________________________________ ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representative. ___________________________________ President Barron took Item No. 7 out of order. ___________________________________ ITEM NO. 7 PROPOSED MONUMENT: VILLAGE COURT PROPERTY ADDRESS: 1328-1330-1/2 North Formosa Avenue CHC-2017-3331-HCM CEQA: ENV-2017-3332-CE Council District: 4 – Ryu Last Day to Act: 11-21-17 IN ATTENDANCE: Christy McAvoy and John Girodo, applicants with Hollywood Heritage. MOTION: Commissioner Milofsky put forth the actions below and moved to include the Village Court in the list of Historic-Cultural Monuments. 1. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2 Meeting Minutes October 19, 2017 Cultural Heritage Commission 2. Recommend that the City Council consider and designate the subject property a Historic- Cultural Monument; 3. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA),pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; and 4. Adopt the staff report findings as the findings of the Commission. GRAND SILVER STORE BUILDING PROPERTY ADDRESS: 537 South Broadway CHC-2017-3967-HCM CEQA: ENV-2017-3968-CE Council District: 14 – Huizar IN ATTENDANCE: Elizabeth Peterson-Gower and Liz Optholt, Elizabeth Peterson Group, Inc., representing the owner, 537 Broadway Associates LP. MOTION: Commissioner Kanner moved to take the proposed designation of the F. & W. Grand Silver Store Building under consideration and adopt staff findings. The motion was seconded by Commissioner Milofsky, and the vote proceeded as follows: Moved: Kanner Seconded: Milofsky Ayes: Barron, Kennard Absent: Buelna Vote: 4-0 MOTION PASSED 3 Meeting Minutes October 19, 2017 Cultural Heritage Commission ______________________________________ ITEM NO. 5 PROPOSED MONUMENT: AIDLIN-REES APARTMENTS PROPERTY ADDRESS: 106-108-1/2 South Kings Road CHC-2017-2886-HCM CEQA: ENV-2017-2887-CE Council District: 5 – Koretz Last Day to Act: 10-31-17 IN ATTENDANCE: Steven Luftman, applicant; Daniel Freedman, Jeffer Mangels Butler & Mitchell LLP, representing the owner, Rimini LP; Margarita Jerabek, ESA. MOTION: Commissioner Kennard put forth the actions below and moved to include the Aidlin-Rees Apartments in the list of Historic-Cultural Monuments. 1. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2. Recommend that the City Council consider and designate the subject property a Historic- Cultural Monument; 3. Recommend that the City Council change the proposed monument name to “Aidlin-Rees Apartments/ Rudolf Ising Residence”; 4. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA),pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; and 5. Adopt the findings by the Commission as stated on the record: The property “is identified with historic personages or with important events in the main currents of national, state, or local history” for its association with Rudolf Ising (1903-1992), an animator who made significant contributions to the animated film industry in Hollywood. MOTION: Commissioner Milofsky put forth the actions below and moved to include the Hogan Residence in the list of Historic-Cultural Monuments. 1. Determine that the property, conforms with the definition of a Monument pursuant to Los Angeles Administrative Code (LAAC) Section 22.171.7; 2. Recommend that the City Council consider and designate the subject property a Historic- Cultural Monument; 3. Determine that the proposed designation is categorically exempt from the California Environmental Quality Act (CEQA),pursuant to Article 19, Section 15308, Class 8 and Article 19, Section 15331, Class 31 of the State CEQA Guidelines; and 4. Adopt the staff report findings as the findings of the Commission.
