OFFICIAL CITY OF LOS ANGELES Cultural Heritage Commission Minutes November 16, 2017 200 North Spring Street, City Hall Los Angeles, California 90012 MINUTES OF THE CULTURAL HERITAGE COMMISSION HEREIN ARE REPORTED IN ACTION FORMAT. COMPLETE DETAILS, INCLUDING THE ENTIRE DISCUSSION, RELATING TO EACH ITEM ARE CONTAINED IN THE AUDIO RECORDING FOR THIS MEETING. Commissioner Barron called the meeting to order at 10:10 a.m. with Commissioners Buelna, Kanner, Kennard and Milofsky present. Also in attendance were Lambert Giessinger, Architect, representing the Director of Planning and Melissa Jones, Planning Assistant with the Office of Historic Resources; Lucy Atwood, Deputy City Attorney; Renee Glasco (for Etta Armstrong, Commission Executive Assistant), Jason Wong, Senior Administrative Clerk and Rocky Wiles, Commission Office Manager. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT Lambert Giessinger, Architect, updated the Commission on the following: • Staff visited the two Historic-Cultural Monuments in Highland Park that caught fire in October. It appears that the Reeves House (HCM #380) at 219 North Avenue 53 is a complete loss and the owners will work with the Historic Preservation Overlay Zone Board and staff to construct a new, compatible residence on the site. The Morrell House (HCM #379), next door, has significant damage, but the owner is planning to salvage as much as he can and rehabilitate the existing residence. • On November 7, 2017, Councilmembers Paul Koretz and Bob Blumenfield introduced a motion to initiate consideration of the property at 10236 Charring Cross Road, in recent times referred to as the Playboy Mansion, in the Holmby Hills neighborhood as an Historic-Cultural Monument. The building was designed by architect Arthur R. Kelly for Arthur Letts, Jr. The motion is pending to be heard before the Planning and Land Use Management Committee and will then move on to full City Council for approval. • The amendments to the Cultural Heritage Ordinance are scheduled to be heard before the Planning and Land Use Management Committee on November 21, 2017. The City Council date is still pending. Meeting Minutes November 16, 2017 Cultural Heritage Commission __________________________________ ITEM NO. 2 COMMISSION BUSINESS A. Old Business 1. There was no update on the Los Angeles Unified School District Historic Schools Investment Fund Board. 2. The Commission reviewed and concurred on the following proposed Historic-Cultural Monument Plaque Artwork: • Garment Capitol Building, HCM No. 930 (Gothic Revival Style) • Maxfield Building, HCM No. 1092 (Art Deco Style) • Jules Salkin Residence, HCM No. 1111 (Mid-Century Modern Style) • Emma Wood House, HCM No. 1032 (Craftsman Style) B. New Business 1. Advance Calendar – Commissioner Kanner announced that she would not be able to attend the meeting of January 18, 2018. 2. Commission Announcements/Requests – There were no announcements or requests from the Commission 3. Approval of Minutes Commissioner Barron moved to approve the minutes of October 19, 2017. The motion was seconded by Commissioner Buelna and the vote proceeded as follows: Moved: Barron Seconded: Buelna Ayes: Kanner, Kennard, Milofsky Vote: 5-0 MOTION PASSED Approval of the minutes for the meetings of May 18, 2017, June 1, 2017, June 15, 2017 and July 20, 2017 was postponed. ___________________________________ ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations given by any Neighborhood Council representative. 2 Meeting Minutes November 16, 2017 Cultural Heritage Commission ___________________________________ ITEM NO. 4 APPOINTMENT OF AMY AQUINO AS THE MEMBER-AT-LARGE TO THE SPAULDING SQUARE/SUNSET SQUARE HISTORIC PRESERVATION OVERLAY ZONE BOARD FOR A FOUR YEAR TERM FROM NOVEMBER 16, 2017 TO NOVEMBER 16, 2021. Commissioner Barron moved to approve the appointment of Amy Aquino as the Member-At-Large to the Spaulding Square/Sunset Square Historic Preservation Overlay Zone Board for a four year term beginning November 16, 2017 until November 16, 2021. The motion was seconded by Commissioner Buelna and the vote proceeded as follows: Moved: Barron Seconded: Buelna Ayes: Kanner, Kennard, Milofsky Vote: 5-0 MOTION PASSED ___________________________________ ITEM NO. 5 PROPOSED MONUMENT: THE POTTER CHC-2017-4328-HCM CEQA: ENV-2017-4329-CE Council District: 11 – Bonin PROPERTY ADDRESS: 1305 Ocean Front Walk IN ATTENDANCE: Andy Layman, owner/applicant. MOTION: Commissioner Kanner moved to take the proposed designation of The Potter under consideration and adopt staff findings. The motion was seconded by Commissioner Milofsky and the vote proceeded as follows: Moved: Kanner Seconded: Milofsky Ayes: Barron, Buelna, Kennard Vote: 5-0 MOTION PASSED ____________________________________ The Commission took a brief recess at 11:19 a.m. and reconvened at 11:30 a.m. with all Commissioners present. ____________________________________ 3 Meeting Minutes November 16, 2017 Cultural Heritage Commission ____________________________________ ITEM NO. 6 PROPOSED MONUMENT: MUSICIANS UNION OF HOLLYWOOD CHC-2017-4331-HCM CEQA: ENV-2017-4332-CE Council District: 13-O’Farrell PROPERTY ADDRESS: 807 – 831 North Vine Street; 808 – 820 North Lillian Way; 5901 West Waring Avenue IN ATTENDANCE: Matthew Howell, Lincoln Property Company, owner’s representative; Andrew Eisenlohr and John Girodo, Hollywood Heritage, Inc. MOTION: Commissioner Milofsky moved to take the proposed designation of the Musicians Union of Hollywood under consideration with some flexibility to allow permits that do not impact the area directly adjacent to the subject property to move forward and adopt staff findings.
