Commissioner Barron called the meeting to order at 10:12 a.m. with Commissioners Buelna, Kanner, Kennard and Milofsky present. Also in attendance were Ken Bernstein, Principal City Planner, representing the Director of Planning; Lambert Giessinger and Melissa Jones, Planning Assistant from the Office of Historic Resources; Kimberly Huangfu, Deputy City Attorney; Rocky Wiles, City Planner, Commission Office Staff and Cecilia Lamas, Senior Administrative Clerk. ___________________________________ ITEM NO. 1 DIRECTOR’S REPORT AND COMMISSION BUSINESS Ken Bernstein, Principal City Planner reported the following: • Last week, the Office of Historic Resources deemed completed the application for the Times Mirror Square, which is the LA Times Complex, at a moment when the LA Times is moving out from its historic home in Los Angeles to new headquarters in El Segundo. The property owner, Onni Development, has been notified of the nomination. The matter has been scheduled for Commission consideration on the meeting of July 19, 2018. Deeming the application complete puts in place the temporary stay on demolition or substantial alterations of the buildings. • Several Historic-Cultural Monuments received their final City Council approval last week: o Corbin Palms Model H-3 House in Woodland Hills o Rancho El Escorpion Lime Kiln in West Hills o The Benjamin Carre Residence in Hollywoodland o The Sabsay House in Silver Lake o Cordary Family Residence and Pacific Ready Cut Cottage, 1828 S Gramercy Place o CBS Television City • On October 13, 2018, the Conference for the Los Angeles Historic Neighborhoods will be held co-sponsored by the Office of Historic Resources and the Los Angeles Conservancy. This year’s conference will have a special focus on the intersection of housing issues and historic preservation. Citywide HPOZ Awards will be presented recognizing exemplary projects or community engagement efforts within the City’s 35 historic districts. The nomination form for those awards will be posted on the Department’s web site within the next few days. The submission deadline is August 6, 2018. Meeting Minutes July 5, 2018 Cultural Heritage Commission The conference will be held at Lincoln High School in Lincoln Heights. Lincoln High School was one of the LAUSD schools that was part of the 1968 East Los Angeles “Blowouts” – the walkouts that became a catalytic event for the Chicano Civil Rights Movement. The National Trust for Historic Preservation recently announced its annual “11 Most Endangered Places National” list, and the Blowout schools made the list. In response to a Commission request for additional information on the subject, Rosalind Sagara of the Los Angeles Conservancy was present and gave a brief presentation on the subject. Old Business • There was no update on the Los Angeles Unified School District Historic Schools Investment Fund Board. • There was no Proposed Historic-Cultural Monument Plaque Artwork to review. New Business • Advance Calendar – There were no planned absences. • Commission Announcements/Requests – The Commission informed the public of a documentary on the life of John Parkinson on PBS this evening. • Approval of Minutes. Commissioner Kennard moved to approve the minutes of June 7, 2018 with corrections as stated on the record. MOTION: Commissioner Kanner moved to approve the appointment of Peter Merlin as the Member-At- Large to the Carthay Historic Preservation Overlay Zone Board for a four year term from July 5, 2018 to July 5, 2022. MOTION: Commissioner Kennard moved to deny the application and not declare the Stokes’ Angelus Vista Tract Residence an Historic-Cultural Monument pursuant to LAAC Section 22.171.7, and adopt the staff report findings as the findings of the Commission.
