Commissioner Barron called the meeting to order at 10:20 a.m. with Commissioners, Kanner,
Kennard and Milofsky present. Commissioner Buelna was absent.
Also in attendance were Ken Bernstein, Principal City Planner, representing the Director of
Planning; Lambert Giessinger, Preservation Architect, and Melissa Jones, Planning Assistant
from the Office of Historic Resources; Kimberly Huangfu, Deputy City Attorney; Etta Armstrong,
Commission Executive Assistant; Rafael Vega, Senior Administrative Clerk.

ITEM NO. 1
DIRECTOR’S REPORT AND COMMISSION BUSINESS
Ken Bernstein, Principal City Planner reported the following:
• Last night, the Office of Historic Resources hosted its annual Mills Act public workshop,
at the Barnsdall Gallery Theater in Hollywood, aimed at demystifying our most
significant incentive program for owners of locally designated historic properties. We
had about 150 attendees at the event, and were joined by Councilmember Mitch
O’Farrell, who offered welcoming remarks.
• In December, the City Planning Commission approved an ordinance, which has now
been forwarded on to Council, that would effectuate a transfer to the City of land use
authority in the City’s 20 remaining Redevelopment Project Areas. The successor
agency to the former Community Redevelopment Agency has been making these land
use conformity findings over the past several years. Once this transfer of authority
occurs later this year, the Office of Historic Resources would be conducting review of
historic resource impacts in these geographies of the city, which include Hollywood and
Downtown.
• The City Council has been on recess over the past few weeks, so I don’t have new
Council actions to report. However, we did want to report that, due to a clerical error,
the time for the Council to act on the Agfa Ansco HCM nomination in Hollywood expired
just before Christmas. To rectify this error, the Director of Planning has re-initiated this
nomination, which will return to this Commission at its March 7th meeting.

Old Business
• The Commission reviewed and concurred with the proposed Plaque Artwork for the
following Historic-Cultural Monument:
• Security Building, Beaux Arts Style, HCM No. 741
• Update to the Commission on the progress of the preservation of Lytton Savings, Historic-
Cultural Monument #1137.
Richard Lichtenstein, Marathon Communications, and Dick Gee, Spectra Company, gave
an update on behalf of the property owner on the progress of the preservation of Lytton
Savings, located at 8150 Sunset Boulevard, Historic-Cultural Monument #1137. Mr.
Lichtenstein informed the Commission that they are studying the feasibility of relocating the
building and have advertised its availability on several historic preservation websites.
New Business
• Advance Calendar – There were no planned absences.
• Commission Announcements/Request – The Commission received a two previously-
declined nominations for the Collins Hacienda located at 5689 Holly Oak Drive and the
Hunter Ranch House located at 1309 North Killarney Avenue. Lambert Giessinger,
Preservation Architect from the Office of Historic Resources, requested that the
Commission form a subcommittee to review the applications. Commissioners Barron and
Kennard will be the Commission subcommittee.
• Approval of the Minutes - Commissioner Kennard moved to approve the minutes of
September 6, 2018, September 20, 2018 and October 4, 2018. Commissioner Milofsky
seconded the motion and the vote proceeded as follows:

Pursuant to the Commission’s operating procedures, the Commission at times must necessarily limit the speaking times of
those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however,
equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission
on public hearing items must be submitted prior to the Commission’s consideration of the item. EVERY PERSON WISHING
TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER’S REQUEST FORM AND SUBMIT IT TO THE
COMMISSION STAFF.
Written submissions are governed by Rule 4.3 of the Cultural Heritage Commission Rules and Operating Procedures which
are posted online at https://planning.lacity.org, by selecting “Commissions & Hearings”, “Cultural Heritage Commission”, and
“Operating Procedures”. Initial Submissions not limited as to volume, must be received by the Commission Secretary no later than
by 4:00 p.m. on the Thursday prior to the week of the Commission meeting. Materials must be delivered electronically to
chc@lacity.org and three (3) copies must be delivered or mailed to the Commission Secretary at 200 North Spring Street,
Room 272, Los Angeles, 90012. Secondary Submissions in response to a Staff Recommendation Report or additional
comments must be received electronically no later than 24-hours before the Commission meeting. Submissions shall not exceed
ten (10) pages, including exhibits, and must be submitted electronically to chc@lacity.org. Photographs do not count toward
the page limitation. Day of Hearing Submissions within 24 hours of the meeting, up to and including the day of the meeting
are limited to 2 pages plus accompanying photographs. 12 hard copies must be submitted the day of the meeting.
Submissions that do not comply with these rules will be stamped “File Copy. Non-Complying Submission.” Non-complying
submissions will be placed into the official case file, but they will not be delivered to or considered by the Commission, and
will not be included in the official administrative record for the item at issue.
The Commission may ADJOURN FOR LUNCH at approximately 12:00 Noon. Any cases not acted upon during the morning
session will be considered after lunch.
Sign language, interpreters, assistive listening devices, or other auxiliary aids and/or other services may be provided upon
request. To ensure availability of services, please make your request no later than 7 days prior to the meeting by calling the
Commission Executive Assistant at (213) 978-1300 or by e-mail at CHC@lacity.org.
If you challenge these agenda items in court, you may be limited to raising only those issues you or someone else raised at
the public hearing agenized here, or in written correspondence on these matters delivered to this agency at or prior to the
public hearing. If you seek judicial review of any decision of the City pursuant to California Code of Civil Procedure Section
1094.5, the petition for writ of mandate pursuant to that section must be filed no later than the 90th day following the date on
which the City's decision became final pursuant to California Code of Civil Procedure Section 1094.6. There may be other
time limits which also affect your ability to seek judicial review.
