Commissioner Barron called the meeting to order at 10:10 a.m. with Commissioners Buelna,
Kanner, Kennard, and Milofsky present.
Also in attendance were Ken Bernstein, Principal City Planner, representing the Director of
Planning; Lambert Giessinger, Preservation Architect, and Melissa Jones, Planning Assistant
from the Office of Historic Resources; Lucy Atwood, Deputy City Attorney; Cecilia Lamas,
Commission Executive Assistant; Rafael Vega, Commission Support Staff.

ITEM NO. 1
DIRECTOR’S REPORT AND COMMISSION BUSINESS
Ken Bernstein, Principal City Planner reported the following:
• The Office of Historic Resources’ deadline for submissions to the Mills Act Historical Property
Contract program was this past week, and we received 34 applications for our 2019 program.
Staff will be evaluating these applications this month against our Priority Consideration
Criteria, identifying those properties with the greatest need for this incentive to complete
substantial rehabilitation work. And the Commission will have an opportunity later this year
to hear any appeals to those determinations, as well as any exemption applications to exceed
the Mills Act Ordinance’s property valuation limits.
• I am very dismayed to report that there have been two additional fires over the past two weeks
at the Pierce Brothers Mortuary, HCM #574, at 720 W. Washington Blvd, in University Park.
Our office has been in regular communication with the developer of the property and with
Council District 1, which has been coordinating with the leadership of the Code Enforcement
Bureau of the Department of Building and Safety on enforcement efforts and options to secure
the site more effectively. We brought this to the University Park HPOZ Board meeting on
Tuesday evening. We will be having a more detailed discussion of the current state of the
property, including plans for reconstruction of the damaged portions, at an upcoming
Commission meeting, most likely on March 21.
• On a happier note, you may recall that the Office of Historic Resources received a National
Park Service Underrepresented Communities grant to prepare a comprehensive historic
context statement for Los Angeles’ Asian American communities. That context, a Multiple
Property Submission that includes a preservation framework for the City’s Japanese
American, Chinese American, Korean American, Filipino American and Thai American

communities, has now been officially listed in the National Register of Historic Places. In
addition, our office’s nomination of the Filipino Christian Church (now known as Filipino
Disciples Christian Church) at 301 N. Union Avenue in Los Angeles has also now been listed
in the National Register.
• On Tuesday, the Planning and Land Use Management Committee voted to approve a motion
that directs City Planning to prepare a report analyzing California Senate Bill (SB) 50. The
motion, co-authored by Councilmembers Koretz and Harris-Dawson, includes a request that
City Planning detail the bill’s potential impacts, including potential impacts to Historic
Preservation Overlay Zones. As a part of its action, the Committee asked Planning to return
within 30 days of Council’s adoption of the motion. Councilmember Koretz has also
introduced a separate resolution requesting that the City take a formal position opposing the
bill.
• The Council last week approved the HCM nomination for the Apeta Momonga Mission Trail
in Chatsworth. The PLUM Committee put into the record additional information, based on
consultations with the Department of Water and Power, acknowledging the necessity of future
upgrades to water conveyance infrastructure underneath and along the trail right-of-way.
• The Council this week approved the HCM nomination for the AP Carter Residence, the
American Colonial Revival home in Los Feliz.
Old Business
• There was no Proposed Historic-Cultural Monument Plaque Artwork to review.
• Edgar Khalatian, Mayer Brown, owner’s representative, and Keith Nakata and Steven
Luftman, Friends of Lytton Savings, gave an update to the Commission on the progress
of the preservation of Lytton Savings, Historic-Cultural Monument #1137, located at 8150
Sunset Boulevard.
New Business
• Advance Calendar – Commissioner Kennard announced she will be absent from the June
6, 2019 Commission meeting. Commissioner Milofsky announced he will be absent from
the May 16, 2019 Commission meeting. Commissioner Buelna announced she will be
absent from the April 4, 2019 Commission meeting.
• Commission Announcements/Request – Commissioner Milofsky requested that the
Planning Department provide an update to the Commission on re:code LA.
o Commissioners Barron and Kennard, the subcommittee that reviewed the new
Historic-Cultural Monument application for the previously-declined nomination
of the Collins Hacienda located at 5689 West Holly Oak Drive, Council District
4, reported that there was substantial new information that warranted
reconsideration and recommended that the application be placed on a future
agenda before the full Commission.
o Commissioners Barron and Kennard, the subcommittee that reviewed the new
Historic-Cultural Monument application for the previously-declined nomination
of the Hunter Ranch House located at 1309 North Killarney Avenue, Council
District 1, reported that there was substantial new information that warranted
reconsideration and recommended that the application be placed on a future

Pursuant to the Commission’s operating procedures, the Commission at times must necessarily limit the speaking times of
those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances, however,
equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address the Commission
on public hearing items must be submitted prior to the Commission’s consideration of the item. EVERY PERSON WISHING
TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER’S REQUEST FORM AND SUBMIT IT TO THE
COMMISSION STAFF.
Written submissions are governed by Rule 4.3 of the Cultural Heritage Commission Rules and Operating Procedures which
are posted online at https://planning.lacity.org, by selecting “Commissions & Hearings”, “Cultural Heritage Commission”, and
“Operating Procedures”. Initial Submissions not limited as to volume, must be received by the Commission Secretary no later than
by 4:00 p.m. on the Thursday prior to the week of the Commission meeting. Materials must be delivered electronically to
chc@lacity.org and three (3) copies must be delivered or mailed to the Commission Secretary at 200 North Spring Street, Room
272, Los Angeles, 90012. Secondary Submissions in response to a Staff Recommendation Report or additional comments
must be received electronically no later than 24-hours before the Commission meeting. Submissions shall not exceed ten (10)
pages, including exhibits, and must be submitted electronically to chc@lacity.org. Photographs do not count toward the page
limitation. Day of Hearing Submissions within 24 hours of the meeting, up to and including the day of the meeting are limited
to 2 pages plus accompanying photographs. 12 hard copies must be submitted the day of the meeting. Submissions that do
not comply with these rules will be stamped “File Copy. Non-Complying Submission.” Non-complying submissions will be

The Commission may ADJOURN FOR LUNCH at approximately 12:00 Noon. Any cases not acted upon during the morning
session will be considered after lunch.
