Commission President Richard Barron called the regular meeting to order at 10:15 a.m. with
Commission Vice President Gail Kennard and Commissioners Pilar Buelna, Diane Kanner and
Barry Milofsky in attendance.
Also in attendance were Ken Bernstein, Principal City Planner, representing the Director of
Planning; Lambert Giessinger, Preservation Architect, and Melissa Jones, City Planning
Associate representing the Office of Historic Resources; Lucy Atwood, Deputy City Attorney;
James Williams, Commission Executive Assistant II and Rafael Vega, Senior Administrative
Clerk.

ITEM NO. 1
DIRECTOR’S REPORT AND COMMISSION BUSINESS
Ken Bernstein, Principal City Planner reported the following:
• A fire damaged Maverick’s Flat, Historic-Cultural Monument #679, located on Crenshaw
Boulevard. Maverick’s Flat was designated in 2000 for its significance as the preeminent
music venue in Los Angeles for soul, R & B and jazz, featuring the Temptations on its opening
night and showcasing acts including Earth Wind and Fire, Ike and Tina Turner, and the
Commodores. A Fire Department investigation indicates that the fire was caused by arson –
an incendiary device left in a mailbox. The building is not red-tagged, so the damage may be
repairable. Councilmember Harris-Dawson’s office has been notified and the Office of Historic
Resources will be following up with them and other City agencies in the coming days.
• Governor Newsom last week signed SB 451, which establishes California’s first State Historic
Tax Credit, providing an additional incentive for rehabilitation of properties listed in the
National or California Registers. The bill provides for a 20 percent rehabilitation credit, with a
5 percent bonus for certain projects, including affordable housing or Transit-Oriented
Development Areas. Unlike the Federal credit, the state credit may be used for not only
income producing properties, but also owner occupied residences. An annual cap of $50
million was established for the program, with $10 million set aside for residential project and
smaller projects valued under $1 million. The bill becomes effective in January 2021, to
provide time to set up the administrative provisions for the new program, and currently sunsets
five years later. But this is an important legislative achievement spearheaded by the California
Preservation Foundation, as California joins 35 other states that already have a state tax
credit.

Cultural Heritage Commission
• A panel at PastForward, the National Trust for Historic Preservation’s annual National
Preservation Conference, addressed the topic of “Climate Heritage” – the intersection of
climate change and cultural heritage. Ken Bernstein was joined on the panel by counterparts
from the cities of San Antonio and Boston. He spoke this week at a Local Initiatives Support
Corporation (LISC) event on Preserving Cultural Neighborhood Gems in Los Angeles.
• Last Saturday, Commissioner Kennard gave a presentation at Docomomo SoCal’s event,
“Under/Represented: A Conversation About Diversity in Modernism.”
• Last week, the City Council gave final approval to four new Historic-Cultural Monuments: the
two Gateway Chateau buildings on Orange Street, the Parry Residence on Camarosa Drive
in Pacific Palisades, and the Miller Residence in Los Feliz. The New Temple Missionary
Baptist Church was recommended for final approval by the Planning and Land Use
Management (PLUM) Committee, and is scheduled for final Council action next week.
Old Business
• Review and Advisory Concurrence of Proposed Historic-Cultural Monument Plaque Artwork.
• There were no plaque artworks to present.

• Advance Calendar – There were no additions to the calendar.
• There were no Commission Announcements/Request.

Environmental Quality Act (CEQA) pursuant to Article 19, Section 15308, Class 8 and Article
19, Section 15331, Class 31 of the State CEQA Guidelines;
2. Determine that the property conforms with the definition of a Monument pursuant to LAAC
Section 22.171.7; and
3. Recommend that the City Council consider and declare the subject property a Historic-
Cultural Monument; and
4. Adopt the staff report findings as the findings of the Commission.

Pursuant to the Commission’s operating procedures, the Commission at times must necessarily limit the speaking times
of those presenting testimony on either side of an issue that is designated as a public hearing item. In all instances,
however, equal time is allowed for presentation of pros and cons of matters to be acted upon. All requests to address
the Commission on public hearing items must be submitted prior to the Commission’s consideration of the item. EVERY
PERSON WISHING TO ADDRESS THE COMMISSION MUST COMPLETE A SPEAKER’S REQUEST FORM AND SUBMIT
IT TO THE COMMISSION STAFF.
Written submissions are governed by Rule 4.3 of the Cultural Heritage Commission Rules and Operating Procedures
which are posted online at https://planning.lacity.org, by selecting “Commissions & Hearings”, “Cultural Heritage
Commission”, and “Operating Procedures”. Initial Submissions, not limited as to volume, must be received by the
Commission Secretary no later than by 4:00 p.m. on the Thursday prior to the week of the Commission meeting.
Materials must be delivered electronically to chc@lacity.org and three (3) copies must be delivered or mailed to the
Commission Secretary at 200 North Spring Street, Room 272, Los Angeles, 90012. Secondary Submissions in
response to a Staff Recommendation Report or additional comments must be received electronically no later than 24-
hours before the Commission meeting. Submissions shall not exceed ten (10) pages, including exhibits, and must be
submitted electronically to chc@lacity.org. Photographs do not count toward the page limitation. Day of Hearing
Submissions within 24 hours of the meeting, up to and including the day of the meeting are limited to 2 pages plus
accompanying photographs. 12 hard copies must be submitted the day of the meeting. Submissions that do not comply
with these rules will be stamped “File Copy. Non-Complying Submission.” Non-complying submissions will be placed
into the official case file, but they will not be delivered to or considered by the Commission, and will not be included in
the official administrative record for the item at issue.
The Commission may ADJOURN FOR LUNCH at approximately 12:00 Noon. Any cases not acted upon during the
morning session will be considered after lunch.
Sign language, interpreters, assistive listening devices, or other auxiliary aids and/or other services may be provided
upon request. To ensure availability of services, please make your request no later than seven (7) working days prior
to the meeting by calling the Commission Executive Assistant at (213) 978-1295 or by e-mail at CHC@lacity.org.
If you challenge these agenda items in court, you may be limited to raising only those issues you or someone else
raised at the public hearing agenized here, or in written correspondence on these matters delivered to this agency at
or prior to the public hearing. If you seek judicial review of any decision of the City pursuant to California Code of Civil
Procedure Section 1094.5, the petition for writ of mandate pursuant to that section must be filed no later than the 90th
day following the date on which the City's decision became final pursuant to California Code of Civil Procedure Section
1094.6. There may be other time limits which also affect your ability to seek judicial review.
