In accordance with Government Code Section 54953, subsections (e)(1) and (e)(3), and in light
of the State of Emergency proclaimed by the Governor on March 4, 2020 relating to COVID-19
and ongoing concerns that meeting in person would present imminent risks to the health or safety
of attendees and/or that the State of Emergency continues to directly impact the ability of
members to meet safely in person, the Cultural Heritage Commission’s October 21, 2021 meeting
was conducted via telephone and/or videoconferencing.
Commission President Barry Milofsky called the regular meeting to order at 10:02 a.m. with
Commission Vice President Gail Kennard and Commissioners Richard Barron, Pilar Buelna, and
Diane Kanner in attendance.
Also in attendance were Ken Bernstein, Principal City Planner, representing the Director of
Planning; Lambert Giessinger, Preservation Architect; Shannon Ryan, Senior City Planner;
Melissa Jones, City Planning Associate; and Micaela Torres-Gil, Planning Assistant, representing
the Office of Historic Resources; Kimberly Huangfu, Deputy City Attorney; James K. Williams,

ITEM NO. 1
DETERMINATION TO CONTINUE HOLDING MEETINGS VIA TELECONFERENCE
Motion Required. Pursuant to Government Code Section 54953(e)(1)(B)-(C), and (e)(3)(A) and
(B)(i), determination that COVID-19 State of Emergency continues to directly impact the ability of
members to meet safely in person and possible Commission action.
Commissioner Kennard moved to adopt the resolution under which the Commission finds that
holding meetings in person would present imminent risks to the health or safety of attendees due
to the COVID-19 pandemic.
Commissioner Barron seconded the motion and the vote proceeded as follows:

ITEM NO. 2
DIRECTOR’S REPORT AND COMMISSION BUSINESS
Ken Bernstein, Principal City Planner reported the following:
- An update on the Los Angeles African American Historic Places Project which is a joint project
between the Office of Historic Resources and the Getty Conservation Institute (GCI). The
Project will work with local communities and cultural institutions to fully recognize and
understand the African American experiences in Los Angeles. The work will include several
components including preparation of Historic-Cultural Monument nominations for African
American heritage sites, and to address broader cultural preservation strategies, including the
preparation of cultural preservation strategies in three historically African American
neighborhoods, updates to the Citywide African American Historic Context prepared for
SurveyLA, and an examination of all of our City’s existing historic preservation practices and
processes through an anti-racist lens; Earlier this year, the Getty released a call for
expressions of interest for consultants to lead the Project forward on behalf of the GCI and
the Office of Historic Resources. After an extensive recruitment and interview process it was
decided that the Getty would hire a full-time paid staff position. The job description has been
posted. The application deadline is November 12, 2021;
- Next month, the National Trust for Historic Preservation is offering its Past Forward virtual
conference. This is a great opportunity for the Commissioners to fulfill certified local
government training obligations. There is also a training opportunity with the National Alliance
of Preservation Commissions. Their Camp training begins this week and there are another
two sessions next week; and
- Finally, the Planning and Land Use Management (PLUM) Committee had been scheduled to
take up several historic nominations but this week’s meeting was cancelled due to a lack of
quorum. The nominations for the Fairfax Theater, the John and Myra Van Pelt Estate, the
Nishiyama Residence/Otomisan Japanese Restaurant, and the Crenshaw Women’s Center
will hold over to a future meeting.

● Advance Calendar – Commissioner Kanner stated that she will be traveling during the
November 4, 2021 meeting but she will attend via Zoom.

1. Determine that the proposed designation is categorically exempt from the California

2. Determine whether the property conforms with the definition of a Monument
pursuant to LAAC Section 22.171.7; and
3. Recommend that the City Council consider and declare the subject property a
Historic-Cultural Monument.

Telecommunication Relay Services
Telephone communication is one of the most important forms of communication in society today. Due to
advancements in technology, telephone devices have evolved with new services and capabilities.
Individuals who are deaf and hard of hearing, and individuals with a speech disability are following these
trends and are rapidly migrating to more advanced telecommunications methods, both for peer-to-peer
and third-party telecommunications relay service (TRS) communications.
Telecommunications Relay Service is a telephone service that allows persons with hearing or speech
disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia,
Puerto Rico and the U.S. territories for local and/or long distance calls. TRS providers - generally
telephone companies - are compensated for the costs of providing TRS from either a state or a federal
fund. There is no cost to the TRS user.
What forms of TRS are available? There are several forms of TRS, depending on the particular needs
of the user and the equipment available: TRS includes: Text to Voice TIY-Based TRS; Speech-to-Speech
Relay Service; Shared Non-English Language Relay Service; Captioned Telephone Relay Service;

Don't hang up! Some people hang up on TRS calls because they think the CA is a telemarketer. If you
hear, "Hello. This is the relay service... " when you pick up the phone, please don't hang up! You are
about to talk, through a TRS provider, to a person who is deaf, hard-of-hearing, or has a speech disability.
