CITY OF LOS BANOS ADJOURNED CITY COUNCIL MEETING MINUTES JULY 25, 2016 ACTION MINUTES – These minutes are prepared to depict action taken for agenda items presented to the City Council. CALL TO ORDER: Mayor Villalta called the City Council Meeting to order at the hour of 4:05 P.M. PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Police Chief Brizzee. ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Council Members Deborah Lewis, Scott Silveira, Elizabeth Stonegrove, Mayor Michael Villalta; Absent: Tom Faria. STAFF MEMBERS PRESENT: Assistant City Clerk/HR Technician Sousa, City Manager Terrazas, Police Chief Brizzee, City Treasurer/Accountant I Brazil, Finance Director Williams, Fire Chief Marrison, Information Technology Director Spalding, Assistant Public Works Director Pimentel, Senior Planner Elms. CONSIDERATION OF APPROVAL OF AGENDA: Motion by Lewis, seconded by Silveira to approve the agenda as submitted. The motion carried by the affirmative action of all City Council Members present; Faria absent. PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL MEMBERS ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON THE COUNCIL CHAMBER INFORMATIONAL TABLE. Mayor Villalta opened the public forum. No one came forward to speak and the public forum was closed. PUBLIC HEARING – TO RECEIVE PUBLIC COMMENT AND CONSIDER A GENERAL PLAN AMENDMENT THAT WOULD UPDATE THE HOUSING ELEMENT OF THE LOS BANOS GENERAL PLAN PURSUANT TO STATE LAW. THE PURPOSE OF THE HOUSING ELEMENT IS TO ESTABLISH SPECIFIC GOALS, POLICIES AND OBJECTIVES RELATIVE TO THE PROVISION OF HOUSING AND ADOPT AN ACTION PLAN; CITY COUNCIL RESOLUTION NO. 5776 – ADOPTING THE 2014-2023 HOUSING ELEMENT AND NEGATIVE DECLARATION (SCH #2016041070) AND AUTHORIZING ITS SUBMISSION TO THE STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT. Senior Planner Elms presented the staff report, which included a PowerPoint presentation. Elms noted that one comment letter from CalTrans was received. There was Council Member and staff discussion regarding if the intent of the document was in regards to location of low-income housing. Senior Planner Elms spoke briefly stating that the State of California only intends for the City to not overlook these types of special needs, this is really a vision of where the City wants to be and is intended for the City to use tools to designate these types of zones by providing viable neighborhoods and not overburdening existing areas within the City. Mayor Villalta opened the public hearing. No one came forward to speak and the public hearing was closed. Motion by Silveira, seconded by Stonegrove to adopt City Council Resolution No. 5776 – Adopting the 2014-2023 Housing Element and Negative Declaration (SCH #2016041070) and Authorizing its Submission to the State Department of Housing and Community Development. The motion carried by the affirmative action of all Council Members present; Faria absent. ADJOURNMENT. The meeting was adjourned at the hour of 4:18 P.M.
