ADJOURNED CITY COUNCIL MEETING MINUTES
MAY 30, 2017
ACTION MINUTES – These minutes are prepared to depict action
taken for agenda items presented to the City Council. For greater
detail of this meeting refer to the electronic media (CD and/or audio)
kept as a permanent record.
CALL TO ORDER: Mayor Villalta called the City Council Meeting to order at the hour
of 5:01 p.m.
PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Police Chief Brizzee.
ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Council Members
Tom Faria, Deborah Lewis, Scott Silveira (5:03 p.m.), Mayor Michael Villalta; Absent:
Daronica Johnson-Santos.
STAFF MEMBERS PRESENT: City Clerk/Human Resources Director Mallonee, City
Manager Terrazas, Police Chief Brizzee, Finance Director Williams, City
Treasurer/Accountant II Tomas, Fire Chief Marrison, Information Technology Director
Spalding, Public Works Director/City Engineer Fachin, Community & Economic
Development Director Elms, Accountant I Souto, Accountant I Orozco.
CONSIDERATION OF APPROVAL OF AGENDA: Motion by Lewis, seconded by
Faria to approve the agenda as submitted. The motion carried by the affirmative action
of all City Council Members present, Johnson-Santos absent.
PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL
MEMBERS ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE
JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS.
NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE
LIMITED TO A FIVE (5) MINUTE PRESENTATION. DETAILED GUIDELINES ARE
POSTED ON THE COUNCIL CHAMBER INFORMATIONAL TABLE. Mayor Villalta
opened the public forum. TOMMY FLYNN, Los Banos, considers it a privilege to be
able to be an employee of the City of Los Banos, wanted to speak to Council about
salary and benefits, is there representing his department and fellow employees, he and
his fellow employees want to be treated with respect and with fairness when it comes to
salary and benefits, they would like to be recognized for their experience, knowledge
and commitment to this organization, would like to give two solid business reasons to
consider promotions and equitable salary raises for the miscellaneous employees of the
City for the 2017/2018 fiscal year, the first one being that these employees respond to
critical situations such as low water pressure, fallen trees, or hazards in the roadway,
notes that education doesn’t always come from a formal institution, the second reason
is that these employees offer commitment and loyalty to the City, during the economic
downturn these employees experienced cutbacks and layoffs in order to preserve the
fiscal stability of the City, spoke to the fact that in recent previous years, the Police and
Fire Departments have received COLAs (cost of living adjustments) and givebacks but
that the miscellaneous employees either received nothing or amounts less than those
employees of the Police and Fire Departments, additionally spoke to the fact that only
two miscellaneous employees received promotions. RANDY WILLIAMSON, resides in
Madera but is an employee of the City of Los Banos, also considers it a privilege to
work for the City, here to petition the elected officials on equitable benefits and salary
adjustments as well, for the 2017/2018 fiscal year the Police Department employees will
again receive a 4% COLA and a 1% giveback and the Fire Department employees will
receive a 3% COLA and a 1% giveback, and if approved the miscellaneous employees
will receive a 2.5% COLA and a 0% giveback, there will only be three miscellaneous
promotions if approved, no Public Works promotions are being recommended, spoke to
the fact that the cost of living isn’t any different between employees and that many
Public Works employees have been stalled in their positions for over ten (10) years
without promotions, Public Works employees are willing to go above and beyond their
position, he reminds that there is a revolving door for miscellaneous employees just as
there is one for public safety personnel, loyalty, commitment, knowledge and
experience should be valued by the City, asked for consideration and a reasonable
response to these requests, he reiterated the requests being that the miscellaneous
employees be treated with respect and fairness in regards to salaries and benefits, a
5% COLA for miscellaneous employees, and promotions for Public Works employees
based on merit and recent planning, thanked Council for their time and consideration;
STAN SILVA, Los Banos, he came to observe but after hearing what was said he
wanted to speak, he was an employee of the City of Los Banos from 1982 until 2012, he
went to the Transparency California and it was an eye-opener, the cost of living is going
to hit everyone with the same impact, spoke to the fact that these miscellaneous
employees are dedicated workers, reminded that the Council can’t control some things
but they are in a position of power to help these guys out and believes that Council
should really listen to what they’re saying, thanked Council for their time. No one else
came forward to speak and the public forum was closed.
2017-2018 FISCAL YEAR BUDGET WORKSHOP. Finance Director Williams
conducted the workshop, which included a PowerPoint presentation.
ADJOURNMENT. The meeting was adjourned at the hour of 6:30 p.m.
