ADJOURNED CITY COUNCIL MEETING MINUTES
JANUARY 14, 2021
ACTION MINUTES – These minutes are prepared to depict action
taken for agenda items presented to the City Council. For greater
detail of this meeting refer to the electronic media (CD and/or audio)
kept as a permanent record.
SPECIAL NOTE: This meeting was also held by teleconference due
to the COVID-19 Pandemic.
CALL TO ORDER: Mayor Faria called the City Council Meeting to order at the hour of
4:07 p.m.
PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Council Member
Lambert.
ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Council Members Brett
Jones, Ken Lambert, Deborah Lewis, Mayor Tom Faria; Absent: None.
STAFF MEMBERS PRESENT: City Clerk/Human Resources Director Mallonee, City
Manager Terrazas, Finance Director Williams, City Attorney Vaughn
CONSIDERATION OF APPROVAL OF AGENDA: Motion by Lewis, seconded by
Lambert to approve the agenda as submitted. The motion carried by the affirmative action
of all City Council Members present. The motion carried by the following roll call vote:
AYES: Jones, Lambert, Lewis, Mayor Faria; NOES: None; ABSENT: None.
PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL
MEMBERS ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE
JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO
ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO
A FIVE (5) MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON
THE COUNCIL CHAMBER INFORMATIONAL TABLE. Mayor Faria opened the public
forum. City Clerk Mallonee stated that no public comment was received by email,
therefore the public forum was closed.
CONDUCT INTERVIEWS FOR THE CITY COUNCIL MEMBER – DISTRICT 2
VACANCY AND MAKE A SELECTION TO FILL THE VACANCY; CITY COUNCIL
RESOLUTION NO. 6307 – APPROVING AN APPOINTEE TO THE LOS BANOS CITY
COUNCIL TO SERVE THE REMAINING TERM OF THE DISTRICT 2 SEAT ON THE
LOS BANOS CITY COUNCIL. City Attorney Vaughn presented the staff report which
included an overview of the interview process and the voting process. City Attorney
Vaughn noted that two candidates had recently dropped out: Clarence “Rob” Robinson
and Sonia Vasquez, which left the following four candidates: Gene Lieb, Refugio M.
LLamas, Elias Reyes Jr. and Eric F. Ramirez. The City Council by consensus agreed to
the interview and voting process as presented by the City Attorney.
City Clerk Mallonee put each of the four names in a “hat” and the interviews were
conducted in this order: Gene Lieb, Eric Ramirez, Refugio M. LLamas, Elias Reyes.
After the interviews each Council Member submitted their two choices as follows:
Council Member Jones – Refugio M. LLamas & Elias Reyes Jr.
Council Member Lambert – Refugio M. LLamas & Elias Reyes Jr.
Council Member Lewis – Refugio M. LLamas & Elias Reyes Jr.
Mayor Faria – Refugio M. LLamas & Elias Reyes Jr.
The results put forth Refugio M. LLamas & Elias Reyes Jr. through to the second round
of voting as follows:
Council Member Jones – Refugio M. LLamas
Council Member Lambert – Refugio M. LLamas
Council Member Lewis – Refugio M. LLamas
Mayor Faria – Elias Reyes Jr.
The vote determined that Refugio M. LLamas had the majority of the votes.
Motion by Jones, seconded by Lewis to adopt City Council Resolution No. 6307 –
Approving an Appointee, Refugio M. LLamas, to the Los Banos City Council to Serve the
Remaining Term of the District 2 Seat on the Los Banos City Council. The motion carried
by the following roll call vote: AYES: Jones, Lambert, Lewis, Mayor Faria; NOES: None;
ABSENT: None.
ADJOURNMENT. Motion by Lewis, seconded by Jones, the meeting was adjourned at
5:31 PM. The motion carried by the following roll call vote: AYES: Jones, Lambert,
Lewis, Mayor Faria; NOES: None; ABSENT: None.

City Council Meeting of January 14, 2021 – emails must be received by 4:00 PM:
The City has established a temporary email address citizens can use to email public
comments on any agenda item, limited to 250 words or less. Any public comments
received by January 14, 2021 prior to 4:00 PM will be read aloud during the
appropriate time and agenda item.

Public comment during Public Hearings will be taken in real time via email.
Once the Public Hearing is opened, the City Council will pause the meeting in order to
receive emails directed at the Public Hearing (up to 250 words) and will read
comments into the record after resuming the meeting, as time permits.
Please indicate that comments are for a particular Public Hearing by putting
“Public Hearing” in the subject line of the email and the title of the Public Hearing.

A. City Council Resolution No. 6307 – Approving an Appointee to the Los Banos
City Council to Serve the Remaining Term of the District 2 Seat on the Los
Banos City Council.
Recommendation: Receive the staff report, approve the interview and voting process, and select
an applicant to fill the vacancy by adopting the resolution.
