ADJOURNED CITY COUNCIL MEETING MINUTES
MARCH 30, 2021
ACTION MINUTES – These minutes are prepared to depict action
taken for agenda items presented to the City Council. For greater
detail of this meeting refer to the electronic media (CD and/or audio)
kept as a permanent record.
SPECIAL NOTE: This meeting was also held by teleconference due
to the COVID-19 Pandemic.
CALL TO ORDER: Mayor Faria called the City Council Meeting to order at the hour of
4:06 p.m.
PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Acting City Manager
Brizzee.
ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Council Members Brett
Jones, Ken Lambert, Deborah Lewis, Mayor Tom Faria; Absent: None.
STAFF MEMBERS PRESENT: City Clerk/Human Resources Director Mallonee, Acting
City Manager Brizzee, City Attorney Vaughn, Community & Economic Development
Director Elms
CONSIDERATION OF APPROVAL OF AGENDA: Motion by Lewis, seconded by
Lambert to approve the agenda as submitted. The motion carried by the affirmative action
of all City Council Members present. The motion carried by the following roll call vote:
AYES: Jones, Lambert, Lewis, Mayor Faria; NOES: None; ABSENT: None.
PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL
MEMBERS ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE
JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO
ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO
A FIVE (5) MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON
THE COUNCIL CHAMBER INFORMATIONAL TABLE. Mayor Faria opened the public
forum. City Clerk Mallonee stated that she received two emails as follows: MARIA
FATIMA SEQUEIRA, Assessor for Central California Irrigation District (CCID) noting that
CCID was not mentioned on the item to be discussed, this proposed project will affect
CCID and the please keep in mind that these are issues that will need to be resolved
continuously with the annexations and detaching from CCID at appropriate times; RIC
ORTEGA, General Manager with Grassland Water & Resource Conservation Districts,
stating their concerns about impacts to the Grassland Ecologic Area from expanding the
sphere of influence and adopting annexation policies. No additional comments were
received and the public forum was closed.
WORKSHOP REGARDING THE GENERAL PLAN UPDATE GROWTH
BOUNDARY/SPHERE OF INFLUENCE (SOI) AND ANNEXATION POLICIES.
Community & Economic Development Director Elms present the staff report, which
included a PowerPoint presentation. She introduced Joanna Jansen, Principal with
Placeworks who spoke in more detail to the proposed Sphere of Influence
recommendations and Annexation Policies.
Direction given to staff only with no reportable action.
ADJOURNMENT. Motion by Lewis, seconded by Jones, the meeting was adjourned at
7:06 PM to 4:00 p.m., Monday, April 5, 2021 to hold a City Council Priority Workshop,
which will be held virtually. The motion carried by the following roll call vote: AYES:
Jones, Lambert, Lewis, Mayor Faria; NOES: None; ABSENT: None.

Recommendation: Receive the staff report, consider options for changes to the SOl and proposed
new policies, and provide direction on how to proceed.
