CITY OF LOS BANOS ADJOURNED CITY COUNCIL MEETING MINUTES APRIL 26, 2021 ACTION MINUTES – These minutes are prepared to depict action taken for agenda items presented to the City Council. For greater detail of this meeting refer to the electronic media (CD and/or audio) kept as a permanent record. SPECIAL NOTE: This meeting was also held by teleconference due to the COVID-19 Pandemic. CALL TO ORDER: Mayor Faria called the City Council Meeting to order at the hour of 4:00 p.m. PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Council Member LLamas. ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Council Members Brett Jones, Ken Lambert, Deborah Lewis, Mayor Tom Faria; Absent: None. STAFF MEMBERS PRESENT: City Clerk/Human Resources Director Mallonee, Acting City Manager Brizzee, City Attorney Vaughn CONSIDERATION OF APPROVAL OF AGENDA: Motion by Lambert, seconded by Lewis to approve the agenda as submitted. The motion carried by the affirmative action of all City Council Members present. The motion carried by the following roll call vote: AYES: Jones, Lambert, Lewis, Mayor Faria; NOES: None; ABSENT: None. PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL MEMBERS ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON THE COUNCIL CHAMBER INFORMATIONAL TABLE. Mayor Faria opened the public forum. City Clerk Mallonee stated that she received no public comment and the public forum was closed. CONDUCT INTERVIEWS FOR THE SELECTION OF AN EXECUTIVE SEARCH FIRM TO ASSIST THE CITY COUNCIL IN THE RECRUITMENT OF A NEW CITY MANAGER; CITY COUNCIL RESOLUTION NO. 6360 – AUTHORIZING THE MAYOR TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT FOR CITY MANAGER RECRUITMENT SERVICES. City Clerk/Human Resources Director presented the staff report and then introduced each firm: Bob Murray & Associates, CPS HR Consulting, and WBCP who in turn introduced themselves, followed by pre-determined questions from each Council Member. It was noted that Alliance Resource and Consulting, LLC had withdrawn from consideration and the interview process prior to the meeting. Council Member Jones ranked each firm in the following order of preference: Bob Murray & Associates, WBCP, CPS HR Consulting; Council Member Lambert ranked each firm in the following order of preference: Bob Murray & Associates, WBCP, CPS HR Consulting; Council Member Lewis ranked each firm in the following order of preference: Bob Murray & Associates, WBCP, CPS HR Consulting; Council Member LLamas ranked each firm in the following order of preference: Bob Murray & Associates, WBCP, CPS HR Consulting; Mayor Faria ranked each firm in the following order of preference: Bob Murray & Associates, WBCP, CPS HR Consulting. Mayor Faria stated that after hearing each Council Members preference order, the whole City Council was in support of selecting Bob Murray & Associates to conduct the City Manager recruitment. Motion by Lewis, seconded by LLamas to adopt City Council Resolution No. 6360 – Authorizing the Mayor to Execute a Professional Services Agreement for City Manager Recruitment Services to Bob Murray & Associates in the amount not to exceed $25,000. The motion carried by the following roll call vote: AYES: Jones, Lambert, Lewis, Mayor Faria; NOES: None; ABSENT: None. ADJOURNMENT. Motion by Lewis, seconded by Lambert, the meeting was adjourned at 6:00 PM to 5:30 PM, Tuesday, April 27, 2021 to conduct a Joint Study Session with the Planning Commission regarding the General Plan Land Use Element and Business Park Master Plan, which will be held virtually and presented by the City’s Consultant, Placeworks. The motion carried by the following roll call vote: AYES: Jones, Lambert, Lewis, Mayor Faria; NOES: None; ABSENT: None.
