AIRPORT ADVISORY COMMISSION MEETING MINUTES
MARCH 17, 2015
ACTION MINUTES - These minutes are prepared to depict
action taken for agenda items presented to the Airport
Advisory Commission.
CALL TO ORDER: Vice Chairperson Stichel called the Airport Advisory Commission
Meeting to order at 5:01 p.m.
PLEDGE OF ALLEGIANCE: Vice Chairperson Stichelled the pledge of allegiance.
ROLL CALL - MEMBERS OF THE AIRPORT ADVISORY COMMISSION PRESENT:
Anderson, Schifano, Stichel; Wilber absent.
STAFF MEMBERS PRESENT: Public Works Director/City Engineer Fachin, Parks and
Recreation Operations Manager Cardoza, Administrative Coordinator de Melo.
CONSIDERATION OF APPROVAL OF AGENDA: Motion by Anderson, seconded by
Schifano to approve the agenda as submitted. The motion carried by the affirmative
vote of all Airport Advisory Commission Members present; Wilber absent.
CONSIDERATION OF APPROVAL OF THE ACTION MINUTES FOR THE REGULAR
MEETING OF JANUARY 20, 2015: Motion by Schifano, seconded by Anderson to
approve the minutes as submitted. The motion carried by the affirmative vote of all
Airport Advisory Commission Members present; Wilber absent.
PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COUNCIL ON
ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE
CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE
TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5\
MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON THE
COUNCIL CHAMBER INFORMATIONAL TABLE. No one came forward to speak and
the public forum was closed.
STATUS OF INDUSTRIAL PARK PROJECT. Public Works Director/City Engineer
Fachin stated Airport Consultant Bob Wadell gave a presentation at the last City Council
Meeting regarding the Airport relocation. There are four different sites being
considered. The City Council meeting was recorded and is available for viewing on the
City's website. The Community Development Department will be looking into starting
the studies needed, and find the funding needed to build the Industrial Park.
Commissioner Schifano asked if the noise factor will be included in the environmental
studies; he had experienced noise issues with large cargo planes up to 15 miles away
in a previous City. Director/City Engineer Fachin stated that noise will be studied,
however, this runway will be much smaller; it has been scaled down from 10,000 feet to
6,000 feet. They will also be looking at the cost of closing the existing Airport, which
may be very difficult. The economic stimulus for this plan, is to open up that land within
city limits to medical complex type facilities and other economic development. The goal
of this administration is to find an equivalent or better location for the Airport. Vice
Chairperson Stichel stated that he hopes everyone is agreeable that there might be
better sites for the Airport, and that we do end up with a new Airport at the end of this
process. He asked if there is a timeline to selecting the replacement site; is concerned
for the present condition of the current Airport's runway. Director/City Engineer Fachin
believes we have about a year before we can wait no longer to repave the runway.
Commissioner Anderson asked what the cost will be for the studies. Director/City
Engineer Fachin stated that we do not have a cost yet, but it will not be paid by the
Airport enterprise account.
AIRPORT 2013/2014 ANNUAL FUEL SALES PROFILE REVIEW. Operations Manager
Cardoza reported the current prices for fuel are $4.899 100LL and $4.009 Jet A fuel.
We sold 100 gallons more of 100LL in February than was sold in January. The 3,000
gallons of Jet A fuel was sold in February, was slightly less than the gallons sold in
January. We are 4th on the list of fuel prices of all Airports within 50 miles of Los
Banos. We try to keep our prices as competitive as we can.
AIRPORT 2014/2015 REVENUE/EXPENDITURE UPDATE. Director/City Engineer
Fachin reported we are positive $75,000 on revenues vs. expenditures. The budget
projects the Airport to be at $42,000 at the end of the fiscal year. We are definitely
going to meet our budget this year. In the revenue reports, fuel revenues were posted
incorrectly to tie-down fees, but will be adjusted by journal entry.
AIRPORT FACILITY MAINTENANCE REPORT. Operations Manager Cardoza
reported we are having trouble with our AWOS system. All Weather, Inc is trying to
repair the system. They have replaced parts twice, however, it keeps breaking down.
This system is no longer produced and has become obsolete. The AWOS will need to
have parts manufactured, or we will need to invest in a new system. The mowing of the
lawns has been an ongoing task, as previously reported.
PUBLIC WORKS DIRECTOR/CITY ENGINEER REPORT. Director/City Engineer
Director reported Commissioner Leonardo has resigned from the Commission due to
scheduling conflicts. We will be advertising to fill the vacancy as soon as possible.
COMMISSION MEMBER REPORTS.
ANDERSON: Wished everyone a Happy St. Paddy's Day.
SCHIFANO: There is a radio-controlled fly in at the San Luis Reservoir April 18-19 from
10am-4pm. Encouraged everyone who is interested in aviation to attend, especially
those with children ages 10-14 years old. The only fee is the park entrance fee. The
Planes of Fame in Chino, CA is having an air show on May 2-3. This is another event
well worth attending.
STICHEL: Would like to thank Larry for his service on the Commission, who had been
a Commissioner since 2008. The AWOS seems to not work most of the time. In this
season it is important to have the winds and the temperature reported correctly. It may
be time to look at a new system. The asphalt around that old underground tanks use to
have a yellow border around them as a caution sign, which has faded and needs to be
repainted. The 3-2 Alpha light is not working.
WILBER: Absent
