CITY OF LOS BANOS AIRPORT ADVISORY COMMISSION MEETING MINUTES AUGUST 21, 2018 ACTION MINUTES – These minutes are prepared to depict action taken for agenda items presented to the Airport Advisory Commission. CALL TO ORDER: Chairperson Reed called the Airport Advisory Commission Meeting to order at 5:01 p.m. PLEDGE OF ALLEGIANCE: Commissioner Axibal led the pledge of allegiance. ROLL CALL – MEMBERS OF THE AIRPORT ADVISORY COMMISSION PRESENT: Anderson, Axibal, Reed; Stichel absent. STAFF MEMBERS PRESENT: Public Works Director/City Engineer Fachin, Administrative Coordinator de Melo. CONSIDERATION OF APPROVAL OF AGENDA: Motion by Axibal, seconded by Anderson to approve the agenda as submitted. The motion carried by the affirmative vote of all Airport Advisory Commission Members present; Stichel absent. CONSIDERATION OF APPROVAL OF THE ACTION MINUTES FOR THE REGULAR MEETING OF JULY 17, 2018: Motion by Axibal, seconded by Anderson to approve the minutes as submitted. The motion carried by the affirmative vote of all Airport Advisory Commission Members present; Stichel absent. PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COUNCIL ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON THE COUNCIL CHAMBER INFORMATIONAL TABLE. No one came forward to speak and the public forum was closed. AIRPORT 2017/2018 ANNUAL FUEL SALES PROFILE REVIEW. Director/City Engineer Fachin reported the fuel sales for 10LL remains steady. JetA fuel sales have dropped a bit from last year, but our JetA fuel price per gallon is the lowest price in the area at this time. AIRPORT 2018/2019 REVENUE/EXPENDITURE UPDATE. Director/City Engineer Fachin stated the reports only reflect one month into the fiscal year. Very hard to see any trends this early into the fiscal year. PUBLIC WORKS DIRECTOR/CITY ENGINEER REPORT. Director/City Engineer Fachin stated we have hired an Operations Manager to replace Royal Lloyd. We have a candidate selected for the Parks & Recreation Operations Manager position, and they will start on September 10th. The Airport division will be moving from the Parks & Recreation Operations supervision, over to Public Works Operations. The abandoned trailers were removed from the Airport and Colorado Ball Park. The current Animal Shelter sits on Airport land, which was a “Grandfathered in” use, and was allowed by FAA, due to its prior existence. We are hiring a company to create a Police Department Needs Assessment for a new Police Station, and needs for a new Animal Shelter, and where it should be placed, will be determined by this study. COMMISSION MEMBER REPORTS. ANDERSON: Keep up the good work, see you next month. STICHEL: Absent. AXIBAL: No report. REED: No report.
