CONSIDERATION OF APPROVAL OF CONSENT AGENDA. City Council Resolution No. 6707 - Authorizing the City Manager to Execute a Professional Service Agreement with Imagine Way More, LLC for Social Media Content Services not to Exceed $7,500 a Month. Recommendation: Adopt the resolution as submitted. C. City Council Resolution No. 6708 - Approving and Adopting Final Tract Map No. 2015-01 Southpointe at Regency Park, Phase 10 and Accompanying Subdivision Improvement Agreement (Stonefield Home, Inc.). Recommendation: Adopt the resolution as submitted. D. City Council Resolution No. 6709 - Ratifying the City Manager's Approval of the Employment Agreement with Parks & Recreation Director Joseph R. A. Public Hearing - To Receive Public Comment and Consideration of an Update to the Los Banos Zoning Map in Accordance with the Los Banos General Plan Update 2042 that was Adopted October 19, 2022. The Zoning Map Update is Exempt from CEQA Pursuant to CEQA Guidelines Section 15162, 15168, 15183, and 15061(b)(3). The Proposed Update is Entirely Consistent with and Implements the General Plan Land Uses Established in the General Plan, for which an Environmental Impact Report (EIR) (SCH #2022010254) was Prepared and Certified. 1) Ordinance No. 1203 -Amending the Official Zoning Map in Accordance with the Los Banos General Plan Update 2042. (Second Readin g & Adoption ) Recommendation: Receive staff report, open public hearing, receive public comment, close the public hearing and adopt the ordinance as submitted. 9. CONSIDERATION OF A PROPOSED MEASURE CONVERTING THE OFFICES OF CITY CLERK AND CITY TREASURER FROM ELECTED TO APPOINTED POSTS PURSUANT TO CALIFORNIA GOVERNMENT CODE§§ 36508-36510. A. City Council Resolution No. 6710 - Calling and Giving Notice of a Special Municipal Election to be Held on Tuesday, March 5, 2024 for the Submission to the Qualified Voters of the City a Measure to Convert the Offices of City Clerk and City Treasurer from Elected to Appointed Offices, and Requesting the Board of Supervisors of the County of Merced, California, to Provide for the Consolidation of the Special Ballot Measure Election with the Statewide Direct Primary Election to be Held on March 5, 2024, Pursuant to Section 10403 of the Elections Code; and Setting Rules for Arguments and Rebuttals For and Against Said Measure. Recommendation: Receive staff report and adopt the resolution as submitted. 10. CONSIDERATION OF A PROPOSED MEASURE CHANGING THE TERM OF OFFICE OF MAYOR FROM TWO (2) YEARS TO FOUR (4) YEARS PURSUANT TO CALIFORNIA GOVERNMENT CODE§ 34900. A. City Council Resolution No. 6711 - Calling and Giving Notice of a Special Municipal Election to be Held on Tuesday, March 5, 2024 for the Submission to the Qualified Voters of the City a Measure to Extend the Term of the Mayor from Two (2) Years to Four (4) Years, and Requesting the Board of Supervisors of the County of Merced, California, to Provide for the Consolidation of the Special Ballot Measure Election with the Statewide Direct Primary Election to be Held on March 5, 2024, Pursuant to Section 10403 of the Elections Code; and Setting Rules for Arguments and Rebuttals For and Against Said Measure.
