The meeting was called to order at 4:06 p.m. Call to Order
Present: LBUSD: Superintendent Steve Tietjen, Board Member Dennis Areias, Roll Call
City Manager Steve Carrigan, Mayor Mike Villalta, Council Member Tom
Faria
Absent: Board Member John Mueller, Board Member Marlene Smith
On Motion by Member Tietjen, seconded by Member Areias, the Committee Approval of
approved the agenda as submitted. Ayes: Areias, Carrigan, Faria, Tietjen, Agenda
Villalta; Noes 0, Absent: Mueller, Smith. Motion carried.
No one came forward and the public forum was closed at 4:07 p.m. Public Forum
On Motion by Member Areias, seconded by Member Faria, the Committee Approval of
approved the minutes from the August 18, 2015 meeting. Ayes: Areias, Carrigan, Minutes
Faria, Tietjen, Villalta; Noes 0, Absent: Mueller, Smith. Motion carried.
Mr. Carrigan introduced Mr. Mark Fachin, City of Los Banos Public Works Water
Director. Mr. Fachin reported on the current water conservation in Los Banos. Conservation
The State's mandated water use reduction is 28%. In the last three months, the
city fell short of the target with a 25% reduction and will be subject to fines.
Mr. Fachin asked for more effort from the District. The District savings
compared to 2013 is 0%. Mr. Fachin stated that the biggest user of water in
town, excluding local industries, is Pacheco High School. He stated that every
school site meets their goals except PHS, which uses 230% on only one on site
meter. He suggested the District contact Randy at City Hall to schedule a leak
audit on the site water meter. There was discussion on how to meet the state
goal when we are adding schools, parks and homes. Mr. Fachin stated that the
state compares current usage to that of 2013. It does not take into consideration
that the town has grown or schools have been built. Mr. Fachin said the City has
informed the community through fliers and signs throughout the city in hopes
that everyone will help in the effort to conserve water. Starting December 1,
2015 new homes will be restricted to drought resistant landscaping in the front
yard.
Dr. Tietjen gave an update on the test well that Ranchwood has volunteered to Other:
drill at Pacheco High School. He said the District and Ranchwood have
completed the permit and it was submitted to the city. He said that the District is
hopeful the water will be good, but as a precaution the District is looking into
other options. He stated that the district is considering artificial turf. There was
discussion on how much water is required to cool artificial turf. There was also
discussion in regards to the implementation of fines and if the District would be
responsible for paying them. Mr. Fachin stated that domestic users are asked to
conserve water, industrial users are not asked to conserve, only on their
landscaping. Mayor Villalta suggested that once facts and figures are in we will
make a decision in regards to the Districts water usage.
Mayor Villalta provided an update regarding the increase sales tax on the June
ballot. MCAG has discussed a ½ % sales tax increase to be used for public
transportation/roads. Mr. Villalta expressed concern on how this would benefit
Los Banos, stating he does not support a sales tax that does not directly support
Los Banos. He stated that he is proposing a consortium between Los Banos,
Dos Palos and Gustine. He feels the money on the Westside should stay on the
Westside. Mr. Carrigan stated ½% sales tax will not pass without the Los Banos
vote. He stated that if Los Banos does not support the increase it will not pass.

On Motion by Member Smith, seconded by Member Carrigan, the Committee Approval of
approved the minutes from the June 16, 2015 meeting. Ayes: Areias, Carrigan, Minutes
Faria, Smith, Tietjen, Villalta; Noes 0, Absent: Mueller. Motion carried.
Dr. Tietjen provided an update on the District’s current student enrollment Discussion/Update:
numbers and gave a brief history on how enrollment fluctuates the first few New School
months of the school year. He expressed concern over the impact enrollment has Projects
on the current schools. He presented the expansion plans for Merecy Springs
Elementary and the building of a new San Luis High School. He stated that once
the new SLHS project is complete, the existing San Luis High School would
need to be upgraded and could be possibly be used as a Transitional
Kindergarten or Charter School. Dr. Tietjen said there will be a study session at
the September Board meeting regarding bidding alternatives for these projects.
He stated that the District would like to install a concrete pipe and cover the
existing ditch on the north side of the new SLHS property line. He asked if a
traffic study might be needed. Mr. Carrigan stated that he sees the need for more
schools and supports the project. He would like to set up a meeting to discuss
building plans with Dr. Tietjen and the Los Banos Fire Chief, Chief of Police and
Public Works Director. Dr. Tietjen gave a brief update on the progress being
made on the building of the new junior high.
Mr. Carrigan provided an update on the painting of crosswalks at school sites. Discussion/Update:
He said he would talk with the Chief of Police regarding police presence at Added Police
school sites during start and release time. Mr. Areias complimented the Presence/Painted
Principals for helping direct traffic before and after school. Dr. Tietjen Crosswalks
complimented the two new SRO’s stating that the Principals are pleased with the
work they are doing.
Mr. Areias asked if the new homes on Mercey Springs are pre-sold. There was Discussion/Update:
discussion regarding the impact the building of new homes would have on the Building and
community and student enrollment. Developer Fees
Mr. Carrigan would like to invite Mark Fachin, Public Workers Director, to Other:
the next meeting to discuss the cities water conservation plan. He also
distributed Los Banos Fire Department Celebrates 125 Years flyer and
encouraged everyone to purchase a cancer awareness t-shirt. Mr. Villalta
stated that, if we receive adequate rainfall, he would like to discuss the
building of a new swimming pool at a future meeting. He stated that
implementing a sales tax and agreeing on a site would need to be determined.
He would like to see the City and District work together on this project.
