Los Banos Unified School District/City of Los Banos 2x3 Meeting Minutes Tuesday, May 29,2018 3:00p.m. District Office The meeting was called to order at 3:10 p.m. Call to Order Present: LBUSD: Superintendent Mark Marshall, Board Member Dennis Areias, Roll Call Board Member Ray Martinez City Manager Alex Terrazas, Mayor Mike Villalta, Council Member Tom Faria. Absent: Board Member Megan Gain. On Motion by Member Areias, seconded by Superintendent Marshall, the Approval of Committee approved the agenda as submitted. Ayes: Areias, Faria, Marshall, Agenda Martinez, Terrazas, Villalta; Noes 0, Absent: Goin, Motion carried. No one came forward during the public forum. Public Forum On Motion by Superintendent Marshall, seconded by Board Member Areias the Approval of Committee approved the minutes as submitted. Ayes: Areias, Faria, Marshall, Minutes Martinez, Terrazas, Villalta; Noes 0, Absent: Goin, Motion carried. Superintendent Marshall reported that Caltrans has said that a H.A. W.K. system Caltrans Update was going to be installed in 4-6 months but are hopeful to have it installed before school starts or shortly after. A stop light is still warranted. The visit to Sacramento by Mark Marshall, Mike Villalta and Alex Terrazas to meet with Assemblyman Adam Gray expedited the process. Both sides are to monitor on a monthly basis. Superintendent Marshall stated that the Measure X campaign is in its last stages New Elementary and when it passes it will help us build a new school. City Manager Alex Terrazas School Update said the traffic study is complete. Start times for the school may need to be adjusted. Superintendent Marshall stated that the campaign for Measure X is going well. Bond Measure New mailers went out and he was positive that if people voted, it will pass. Update Precinct walks were getting a positive sampling consistent with the phone banking. The public knows that schools are overcrowded. The City is considering putting a measure on the November ballot that will increase the sales tax by one-half cent. Funds raised from this increase would assist in the funding of public safety, fire and other locally controlled funds. The need for a public swimming pool was discussed. Many factors were discussed such as costs, competition pool vs. recreation pool. Board Member Martinez asked about plans for Los Banos High School to have a pool and what the cost would be, it is estimated around 3.5 million. It was suggested by the city to do a joint effort to build a swimming pool for public access and school use. The upkeep alone for a pool is 20-30 thousand dollars per year. The city has to be cautious about ongoing expenses. Three million was requested from Assemblyman Adam Gray. There are currently no sites in mind for a new pool. The cost of cleaning up and demolishing the old pool/structure will be looked into. The current situation with the pool at Pacheco High School and not one at Los Banos High School causes parity. Superintendent Marshall stated that the first priority for Los Banos Unified is a new elementary school. Currently in Merced County there is an average of 725 births per year. The current plan is to build the new school and update the current school facilities. The district is currently putting together a plan to work with the city. Mayor Mike Villalta stated that we are increasing the town population by 1100-1200 per year. As soon as the town hits 50 thousand money kicks in from the Federal government and larger retail companies will start coming in. Superintendent Marshall said the priorities for the District are academics, building, School District's and updating sites that need help. The District is trying to be proactive. Council Strategic Plan Member Faria said that Place Road needs to be expanded. Superintendent Marshall said that the meeting with members of the community regarding the Pacheco High School Ag barn went well and everyone was supportive. He said he would like there to be an active partnership and wants to work closely with the City. Superintendent Marshall said that he has not been contacted to use the pool for this Coordination! summer. The pool at Pacheco High School is not appropriate for recreational use. Schedules for the There are currently fifty participants signed up for the Boys and Girls Club. Boys and Girls Club The cost is thirty to forty thousand dollars. Board Member Areias suggested that Traffic Study developers absorb this cost. City Manager Terrazas said we should look into an impact fee program for future projects. Impact fees need to be adjusted. Fees are based on new projects. The City is in the process of updating the impact fee. Every February mitigation fees are adjusted. City will look into future studies being paid for by developers. Master Plans/General Plan Updates were discussed as well as maps with future City Master schools. City Manager Alex Terrazas will conduct a general plan process, strategic Plan Map/with plans feed in to general plans. The hope is for more neighborhood schools Future Schools The District would like to have a third SRO that was dedicated to the Elementary School sites. This Officer would be conducting a more proactive approach such as Resource building relationships. Superintendent Marshall said that in conversations with Officer Police Chief Brizzee he thought there was someone who may be interested in the position. Other security measures were discussed such as more fencing and cameras. There will be a threat assessment done at every site to establish what measures are recommended to improve school safety. The meeting was adjourned at 4:30 P.M.
