Los Banos Unified School District/City of Los Banos 2x3 Meeting Minutes Monday, July 30,2018 3:00p.m. District Office The meeting was called to order at 3: 10 p.m Call to Order Present: LBUSD: Superintendent Mark Marshall, Board Member Dennis Areias, Roll Call City Manager Alex Terrazas, Mayor Mike Villalta, Council Member Tom Faria. Absent: Board Member Megan Goin, Board Member Ray Martinez On Motion by Member Areias, seconded by Superintendent Marshall, the Approval of Committee approved the agenda as submitted. Ayes: Areias, Faria, Marshall, Agenda Terrazas, Villalta; Noes 0, Absent: Goin, Martinez. Motion carried. No one came forward during the public forum. Public Forum On Motion by Board Member Areias, seconded by Council Member Faria the Approval of Committee approved the minutes as submitted. Ayes: Areias, Faria, Marshall, Minutes Terrazas, Villalta; Noes 0, Absent: Goin, Martinez. Motion carried. City Mangager Terrazas reported that Caltrans has said that a H.A.W.K. system Caltrans Update was going to be installed at the intersection of 11 th St. and 152 in mid to late September. The District is currently working with city Traffic Engineer and Mark Fachin to New Elementary follow up on the traffic study results surrounding the site for the new elementary School Update school. The Bond financing meeting with Adam Bauer was held earlier today and it was Bond Measure discussed that the district would probably have access to $23,400,000.00 a new Update elementary school would probably cost between 25-30 million. Board Member Areias stated that 6 years ago we could have had it built for 16 million. The District is hoping to have the money in September and to start building in December. Board Member Areias asked the question why developers weren't paying for the Traffic Study traffic study since the homes being built were what was impacting student growth and the need for new schools. It was asked again why the District is responsible for the cost of impact fees, City Manager Terrazas said their consultant said that would not be an appropriate to ask developers to pay for these fees and it was discussed that the district should be using developer fees from mitigation agreements to pay these costs. It was suggested to write these fees in to new mitigation agreements. The city has multiple years of home inventory that is already annexed. There is a traffic light that will need to be installed at Band Place Rd that the district will have to pay for up front and be reimbursed by the developers based on occupancy. The old traffic study has expired and that is the reason for the need for a new one. Many things have changed since the first study was completed (growth in different areas of the city than expected, Overland Ave has not punched through yet, etc.). Original CEQUA done in 2004. City has since negotiated a better agreement for revenue sharing. The city and district will follow up after a new traffic study is complete. Master Plans/General Plan Updates were discussed as well as maps with future City Master schools. The current map is not exact and it is being updated with the new Plan Map/with developments included. The discussion was centered on traffic impact around new Future Schools schools. Board Member Areias mentioned that even with neighborhood schools there is always a couple of times per day for 20-30 minutes of traffic congestion. Superintendent Marshall said that they may need to look at properties on the north and south side of town for possible sites for future schools. The District would like to have a third SRO that would be dedicated to the School Elementary sites. This Officer would be conducting a more proactive approach Resource such as building relationships. At the current time because of capacity/staffing Officer issues the city would not be able to hire an officer for this purpose. It is hoped that if the sales tax measure in November passes, they plan to fund 10 new positions which would include 7 police officers, 2 firemen and 1 dispatcher. Superintendent Marshall thanked the city for their participation in active school shooting drills that were held at school sites over the summer. He said that the public is aware that these drills are taking place and that the feedback has been positive and people were happy to see that the city and school district are working together to make the schools safer for all students.
