Los Banos Unified School District/City of Los Banos 2x3 Meeting Minutes Tuesday, November 13,2018 4:30p.m. District Office The meeting was called to order at 4:35 p.m Call to Order Present: LBUSD: Superintendent Mark Marshall, Board Member Dennis Areias, Roll Call City Manager Alex Terrazas, Mayor Mike Villalta, Board Member Anthony Parreira. Absent: Board Member Megan Goin, Board Member Ray Martinez Also in Attendance: Asst. Superintendent of Administrative Services, Don Laursen On Motion by Member Areias, seconded by Mayor Villalta, the Committee Approval of approved the agenda as submitted. Ayes: Areias, Marshall, Parreira, Terrazas, Agenda Villalta; Noes 0, Absent: Goin, Martinez. Motion carried. No one came forward during the public forum. Public Forum On Motion by Board Mayor Villalta, seconded by Member Areias, the Committee Approval of approved the minutes as submitted. Ayes: Areias, Marshall, Parreira, Terrazas, Minutes Villalta; Noes 0, Absent: Goin, Martinez. Motion carried. Board Member Areias asked about widening of the road and if the district would Traffic Light at B be responsible for the cost. City Manager Terrazas said he would find out. Board and Place Rd. Member Areias stated that the developers should pay because the increased housing is what is causing the need for a new school. The widening of the road is part of the project and is included in the costs. The District will be reimbursed for part ofthe cost ofthe lights by Traffic Fees. Asst Superintendent Laursen said that the pre-qualification process has started and New Elementary whether the District chooses to go with Lease-Lease Back or Design Bid Build School Update contractors have to go through a pre-qualification process. At the regular Board Meeting on November 8, 2018 the Board approved the ability to use Lease-Lease back. Superintendent Marshall discussed questions about using funds in Lease- Lease Back and explained that you paid the final amount when the project was completely closed out and finished; it was "pay as you go". Change orders are 9-1 as opposed to Design-Bid-Build. Mayor Villalta asked how long it was going to be before the District had all of its bond funds. Assistant Superintendent Laursen explained that it will take 11 years to get the full amount. The District has 22.5 million that was allocated for the new elementary school. The District is currently waiting on matching funds from the state. Mayor Villalta thanked the committee for their support of Measure H which recently passed at the recent election. Board Member Areias encouraged advertising where the money was going. Board Member Areias asked about the current agreement with the city regarding Agreements the crossing guards currently working at the 11 til Street and Pacheco intersection. It with City was discussed that there was an agreement for last year but nothing in place for this year as the HAWK system was originally supposed to be ready at the beginning of the school year. It was suggested that in the future when agreements are made to put in a renewal clause in case a project goes longer than anticipated. It was discussed that the plan was over Thanksgiving break the crossing guards were going to be phased in to other district positions. Assistant Superintendent Laursen said that in order to connect the wells to the city Water at PHS water it would cost the district approximately $400,000 to connect Pacheco High School to the City water and another $300,000 to trench and in order to replace the 6 inch pipes with the 10-12 inch pipes needed to complete the project it would cost well over a million dollars. Mayor Villalta asked if the water could be treated. The water is high in salt; the District can't use the same treatment as farmers do for a school site. Board Member Areias asked if we could incorporate schools fees in the Mitigation agreements that the city makes with developers. He also asked how the district can Agreements be made more aware of the developments being planned for the city. It was suggested that the District attend the Planning Commission meetings, or contacting Stacy Souza Elms at City Hall. The Impact Fees are for water, sewage, parks. The Mitigation agreements are for the building of schools. There is already a process in place. Adjournment The meeting was adjourned at 5:30 P.M.
