CITY OF LOS BANOS ADJOURNED CITY COUNCIL/ SPECIAL PLANNING COMMISSION JOINT MEETING MINUTES NOVEMBER 10, 2020 CALL TO ORDER – CITY COUNCIL: Mayor Villalta called the Adjourned City Council/Special Planning Commission Joint Meeting to order at the hour of 6:09 p.m. CALL TO ORDER – PLANNING COMMISSION: Chairperson Cates called the Adjourned City Council/Special Planning Commission Joint Meeting to order at the hour of 6:09 p.m. PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Commander Reyna. ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Council Members Tom Faria, Daronica Johnson-Santos, Brett Jones, Deborah Lewis and Mayor Mike Villalta. ROLL CALL – MEMBERS OF THE PLANNING COMMISSION PRESENT: Planning Commissioners Tom Higby, Rob Robinson, Katherine Uhley, and Chairperson Cates; Absent: Susan Toscano. STAFF MEMBERS PRESENT: City Manager Alex Terrazas; Public Works Director/City Engineer Fachin, Assistant Public Works Director Fred Pezeshk, Fire Chief Hurley, Community & Economic Development Director Elms, Police Commander Reyna and Deputy City Clerk Blevins. CONSIDERATION OF APPROVAL OF AGENDA – CITY COUNCIL: Motion by Faria, seconded by Johnson-Santos to approve the agenda as submitted. The motion carried by the affirmative action of all City Council Members present. CONSIDERATION OF APPROVAL OF AGENDA – PLANNING COMMISSION: Motion by Uhley, seconded by Robinson to approve the agenda as submitted. The motion carried by the affirmative action of all Planning Commissioners present. PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL AND PLANNING COMMISSION ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY COUNCIL AND PLANNING COMMISSION; INCLUDING AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. Deputy City Clerk Blevins stated that no public comments had been received. JOINT STUDY SESSION TO REGARDING THE COMPLETE STREETS DRAFT SPECIFIC PLANS FOR PACHECO BOULEVARD AND PIONEER ROAD; CONDUCTED BY PLACEWORKS. Community & Economic Development Director Elms spoke to how this item is being presented tonight in hopes of receiving comments and feedback from the City Council, Planning Commission, and the public. Public Works Director/City Engineer Fachin provided a brief history of these two projects and introduced Placeworks staff members who presented the powerpoint presentation. The two different projects were presented and discussed separately. There was discussion amongst the City Council, Planning Commission, City staff and Placeworks staff regarding different aspects of the projects including design elements, traffic measure elements, and the financial plans behind these projects. The City Council and Planning Commission members provided comments, feedback and suggestions to City staff and Placeworks staff about their likes, dislikes, and concerns pertaining to both projects. Comments provided were accepted and noted by City staff and Placeworks staff and will be taken into consideration as these two projects progress.
