Measure P Oversight Committee Meeting Minutes May 25, 2010 The Measure P Oversight Committee Meeting was called to order by Fire Chief Guintini at the hour of 6:00 p.m. at Los Banos Fire Station No. 1, 333 7th Street, Los Banos, CA. Committee Members and staff present: Hoang (Ichabod) Nguyen; Mark Bodley; Alvin Marques; Roger Pruitt; Andrea Brandt; James Valentine; Chet Guintini, Fire Chief; Gary Brizzee, Police Chief; Tim Marrison, Assistant Fire Chief; Kim Tomas, Staff Accountant; Martha Brazil, Staff Accountant; and Brent Kuhn, City of Los Banos Finance Staff. Committee Members Absent: Diana Ingram Agenda Item I Information was presented on the 2009-10 3rd Quarter. Brent Kuhn also advised the committee that several changes to quarterly document would be made for the next report. Change to be addressed will be the removal of Prop 172 fund information being shown on Measure P Quarterly Budget Report. Brief Explanation: Prop 172 funding is not part of Measure P and only was listed on the reports because they were both sales tax related. Prop 172 came into existence through a state wide ballot initiative. And on page two of the report, the table indicating Building Fund projection is no longer valid, and will be readjusted to include Measure A expenditures and projections. A motion to approve the 3rd Quarter Report was made by Mark Bodley, seconded by Andrea Brandt and approved by all members. Agenda Item II A brief update on City funding and sales tax related to Measure P was given by Brent Kuhn. Brent indicated that sales tax for the Fourth Quarter shows signs of some small improvement, but it will take several years to recover from the past two years. He also indicated that the general fund was still $750,000 short of this years projected budget, but believe that gap would be filled. And that the requested expenditures in Measure P would not change as submitted to the committee. Agenda Item III The proposed expenditures in Measure P 2010-2011 budget was reviewed with several questions on the adjustment of police officers funded through Measure A with the reduction from 7 to 4 positions, help the committee to determine that Building Fund for police should last 3 to 4 years. On the Fire side, no positions were added to Measure A funding. An adjustment in personnel will take place with the promotion of one Measure P Firefighter to Engineer position. The cost to Measure P is approximately $6,000. It is projected that building funds should last 3 to 4 years. A motion was made by Roger Pruitt, seconded by Jim Valentine to approve the expenditures in Measure P and Measure A of the Police Department and the Fire Department for the Budget year 2010-2011. The motion was approved by all members. Agenda Item IV All members were informed that the City Council Budget workshops were scheduled for June 1st and June 10th at 4:30 in the Council Chambers and that they were all welcome to attend and listen to the presentations. Agenda Item V Committee Member Reports: Ichabod Nguyen requested that an end of the year report be given to all committee members to review, along with a final report on the fourth quarter. Jim Valentine requested information on the separation of Measure P Funds and the regular sales tax funds, and a final cash balance so he can see that the cash fund are in place as required. Finance will provide that information on the revised Quarterly Reports. And that the Police and Fire do have two separate funds 236 Police and 238 Fire. Agenda Item VI Staff Member Reports Chief Guintini stated that all City employees had taken pay cuts in the amounts of 10½% for non-represented and 11½% for police and fire. City employees are working very hard to help the budget. Finance is doing a very good job working through these very difficult budget times and a thank you goes out to them.
