PARKS AND RECREATION COMMISSION MEETING MINUTES
JULY 20, 2021
ACTION MINUTES – These minutes are prepared to depict
action taken for agenda items presented to the Parks and
Recreation Commission.
Special Note – This meeting was held by teleconference due to the
COVID-19 Pandemic.
CALL TO ORDER: Commissioner Spevak called the Parks and Recreation
Commission Meeting to order at 6:02 p.m.
PLEDGE OF ALLEGIANCE: Commissioner Cortez led the pledge of allegiance.
ROLL CALL – MEMBERS OF THE PARKS AND RECREATION COMMISSION
PRESENT: Flores, Munoz, Spevak; Pierce arrived at 6:10pm.
STAFF MEMBERS PRESENT: Acting Public Works Director/City Engineer Pezeshk,
Parks & Recreation Operations Manager Heim, Administrative Coordinator de Melo.
CONSIDERATION OF APPROVAL OF AGENDA: Motion by Munoz, seconded by
Flores to approve the agenda as submitted. The motion carried by the affirmative vote
of all Parks and Recreation Commission Members present; Pierce absent.
CONSIDERATION OF APPROVAL OF THE ACTION MINUTES FOR THE REGULAR
MEETING OF APRIL 20, 2021: Motion by Munoz, seconded by Flores to approve the
agenda as submitted. The motion carried by the affirmative vote of all Parks and
Recreation Commission Members present; Pierce absent.
NOMINATION AND SELECTION OF CHAIR AND VICE CHAIR FOR 2021:
Commissioner Flores nominated John Spevak for Chairperson. Commissioner Munoz
nominated Commissioner Cortez for Vice Chairperson. Motion by Munoz, seconded by
Pierce to approve the nominations. The motion carried by the affirmative vote of all
Parks and Recreation Commission Members present.
PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COUNCIL ON
ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE
CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE
TAKEN ON NON-AGENDA ITEMS. DETAILED GUIDELINES ARE POSTED ON THE
COUNCIL CHAMBER INFORMATIONAL TABLE. Jessica Moran, Dean of Merced
College introduced herself and spoke on her role in our community; invited everyone to
attend the 50th Anniversary celebration of Merced College on October 5th. Secretary de
Melo stated that no comments were received and the Public Forum was closed.
PARKS & RECREATION 2020/2021 REVENUE/EXPENDITURE REPORT: Parks &
Recreation Operations Manager Heim reported that all recreation programs were shut
down until June 15th, so we are finally catching up. Manager Heim explained how to
read the expenditure reports. Manager Heim replied to a question from Commissioner
Flores from the last meeting regarding the status of the playground at Meadowlands
Park. That playground equipment has been ordered. It was approximately $6,000, and
should be here soon.
MEMORIAL POLICY DISCUSSION. Parks & Recreation Manager Heim gave a brief
review of the Colleen Menefee Memorial that was submitted for approval in March 2021.
This item was also discussed during the April 20, 2021 Parks and Recreation
Commission Meeting. Manager Heim gave a slideshow presentation of the proposed
memorial. Once the Parks and Recreation Commission approves this item, the next
step will be to present to the City Council for approval. Motion by Munoz, seconded by
Cortez to approve the item as submitted. The motion carried by the affirmative vote of
all Parks and Recreation Commission Members present.
PARKS & RECREATION DIVISION UPDATES AND DISC GOLF PRESENTATION.
Parks & Recreation Operations Manager Heim gave an update with included a
slideshow. Manager Heim stated that due to the pandemic, Recreation was slowed
down over the last year, but the Parks Division remained busy. Since the June 15th
State re-opening, we have seen a lot of use in our building facilities. Manager Heim
reviewed other accomplishments, and future projects. Manager Heim stated he
received a slideshow presentation from a member of the community regarding the sport
of disc golf, and possibly installing a course at Meadowlands Basin Park. There was
discussion regarding this sport and location.
COMMISSION MEMBER REPORTS.
CORTEZ: Reported that the water fountain at the Dog Park needs repair. Manager
Heim said that staff is working on repairing the water line.
FLORES: Glad Recreation is back up and running. Welcomed Commissioner Cortez.
MUNOZ: No report.
PIERCE: Noticed that there are new trees at Cresthills Park, which look nice. On the
Nextdoor app, people are complaining that dogs are getting weeds in their ears. Also,
that young dogs are getting sick with possibly parvo. Inquired about adult volleyball.
Manager Heim we can look at possibly providing that sport in the Spring.
SPEVAK: Left the meeting at 7:09 p.m.
ADJOURNMENT: The meeting was adjourned at the hour of 7:38 p.m.
