SPECIAL CITY COUNCIL MEETING MINUTES
JUNE 22, 2022
ACTION MINUTES – These minutes are prepared to depict action
taken for agenda items presented to the City Council. For greater
detail of this meeting refer to the electronic media (CD and/or audio)
kept as a permanent record.
CALL TO ORDER: Mayor Faria called the City Council Meeting to order at the hour of
7:00 p.m.
PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Police Commander
Reyna.
ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Council Members Brett
Jones, Kenneth Lambert, Deborah Lewis, Refugio LLamas, Mayor Tom Faria; Absent:
None.
STAFF MEMBERS PRESENT: City Attorney Vaughn, City Clerk/Human Resources
Director Mallonee, Police Commander/Acting Fire Chief Reyna.
CONSIDERATION OF APPROVAL OF AGENDA: Motion by Lewis, seconded by LLamas to
approve the agenda as submitted. The motion carried by the affirmative action of all Council
Members present.
PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL
MEMBERS ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE
JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO
ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. Mayor Faria opened the public
forum and asked those at the meeting if they would like to speak: ANN McCAULEY, Los
Banos, reading from a prepared letter that is on file with the City Clerk, stating that she
has never been in such shock and disbelief, she knows that we can’t know all the details
but we should at least know at least some of why, concerns with Pioneer Road extension,
so many job vacancies in the City, what’s going on with this City that we are so
dysfunctional, why was the prior City Manager let go when others were allowed to stay,
wasted dollars, she wants to hear from each council member as to why this happened ad
how individual reasons are important, the City now has a reputation for firing city
managers, and the amount of time it will take to recruit a new city manager; PENNY
GLICK, Los Banos, business owner in Downtown Los Banos, stated that she is upset that
this agenda was put out at the last minute, noting the clerical error regarding public
comment, shouldn’t a special meeting been set up the day after terminating the city
manager, disappointed on the Yes votes of Faria, Lewis, LLamas on the vote, she is born
and raised in Los Banos, as is her children, how it is time to start thinking about their
future and their community, understands the need to change, do we not want change, we
deserve a better city council; KATHY BALLARD, Los Banos, she thought this meeting
was just to decide what our next steps were going to be in regards to the vacant city
manager position, she has been on a lot of committees where this has happened, you
take a vote and you move one, when you talk about our next step there is the League of
California Cities that might have a retired city manager that could fill in, you need an
experienced city manager in the interim; GREG WILSON, Los Banos, has lived in Los
Banos 26-27 years, he retired and went into the non-profit world, he has found over the
years that here are times when decisions are made by the board of directors, but for
someone who has only been employed for this city for 9 months and you terminate him,
don’t know him, there is more to this than what most people know, there is something
going on in City Hall with someone who doesn’t like the way the city Manager is
conducting his business, your job is not to get involved in what is going on in City Hall,
you are to give him direction and make sure he does his job, if someone can’t do his job
in 9 months, you guys need to be held accountable to the City, the Police Department is
a revolving door, we can’t hire a deputy fire chief, why, the election is coming up, maybe
it is time for some real changes; SANDY MEDRANO, Los Banos, stated she went to the
opening of the new Los Banos Police Station and everyone bragged about Josh Pinheiro,
no one came to the meeting because they didn’t know they could talk, this city’s the worse
it has ever been; JESS MEDRANO, Los Banos, stated how he went to the opening
ceremony for the new Los Banos Police Department, how other city managers have
started the program and dropped the ball, how he took the ball and ran with it, you put
him up there as what a good job this man has done, next thing you hear you cut the feet
right from under him, your boasting him and then firing him, you guys are going back to
the 40s and 60s and you ought to be ashamed of yourself, you are still back in the 30s,
you need to get up and into this new age, maybe you have been up here too long, the
way you are running this city I am ashamed, why can we not keep people in this City, in
Police and Fire, if it is personal leave it at home. Mayor Faria asked if there were any
written comments received and City Clerk Mallonee stated that she received the following
written comment that is on file with the City Clerk: SHARON WILSON wrote regarding
what she has been told regarding former City Manager and the type of environment he
established and the effect he seem to have on others who may not feel they have a voice,
lack of experience and desire to learn and lead the right way. No one else came forward
to speak and the public forum was closed.
CLOSED SESSION – PUBLIC EMPLOYMENT, TITLE: INTERIM CITY MANAGER,
PURSUANT TO GOVERNMENT CODE SECTION 54957. Direction given to staff.
ADJOURNMENT. The meeting was adjourned at 8:12 p.m.
