LOS BANOS SUCCESSOR AGENCY MEETING MINUTES
JANUARY 15, 2025
ACTION MINUTES – These minutes are prepared to depict action
taken for agenda items presented to the Agency Board. For detail of
this meeting refer to the electronic media (video/or audio) kept as a
permanent record.
CALL TO ORDER: Mayor Amabile called the Agency Meeting to order at the hour of
6:49 p.m.
ROLL CALL – MEMBERS OF THE CITY COUNCIL PRESENT: Agency Board
Members Evan Sanders – District 2, Marcus Chavez – District 3, Deborah Lewis – District
4, Mayor Michael Amabile; District 1 – vacant (Agency Member Lambert resigned earlier
before the City Council Meeting)
STAFF MEMBERS PRESENT: City Attorney Vaughn, City Clerk/Human Resources
Director Mallonee, City Treasurer Lawrence, Acting Police Chief Melden, Community &
Economic Development Director Souza Elms, Parks & Recreation Director Heim, Public
Works Director/City Engineer Bergson, Fire Chief Tualla, Financial Consultant Kuhn
CONSIDERATION OF APPROVAL OF AGENDA: Motion by Chavez, seconded by
Sanders to approve the agenda as submitted. The motion carried by the affirmative action
of all Agency Members present.
PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE AGENCY
BOARD MEMBERS ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE
JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO
ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO
A FIVE (5) MINUTE PRESENTATION. DETAILED GUIDELINES ARE POSTED ON
THE COUNCIL CHAMBER INFORMATIONAL TABLE. Mayor Amabile invited the
public to come forward to speak. No one came forward to speak and the public forum
was closed.
CONSIDERATION OF APPROVAL OF THE LOS BANOS SUCCESSOR AGENCY
MINUTES FOR JANUARY 3, 2024. Motion by Lewis, seconded by Sanders to approve
the January 3, 2024 Los Banos Successor Agency Minutes as submitted. The motion
carried by the affirmative action of all Agency Board Members present.
CONSIDERATION OF APPROVAL OF LOS BANOS SUCCESSOR AGENCY
RESOLUTION NO. 2025-1 – APPROVING A RECOGNIZED OBLIGATION PAYMENT
SCHEDULE (ROPS) FOR FISCAL YEAR 2025-26. Financial Consultant Kuhn
presented the staff report.
Motion by Lewis, seconded by Chavez to adopt Los Banos Successor Agency Resolution
No. 2025-1 – Approving a Recognized Obligation Payment Schedule (ROPS) for Fiscal
Year 2025-26. The motion carried by the affirmative action of all Agency Members
present.
ADJOURNMENT. The meeting was adjourned at 7:03 p.m.

Recommendation: Adopt the minutes as submitted.
7. CONSIDERATION OF APPROVAL OF LOS BANOS SUCCESSOR AGENCY
RESOLUTION NO. 2025-1 - APPROVING A RECOGNIZED OBLIGATION
PAYMENT SCHEDULE (ROPS) AND ADMINISTRATIVE BUDGET FOR FISCAL
YEAR 2025-2026.
Recommendation: Receive staff report and adopt the resolution as submitted.
