CITY OF LOS BANOS TRAFFIC SAFETY COMMITTEE MEETING MINUTES April 1, 2025 ACTION MINUTES - These minutes are prepared to depict action taken for agenda items presented to the Traffic Safety Committee. CALL TO ORDER: Police Chief Reyna called the Traffic Safety Committee Meeting to order at the hour of 2:03 p.m. ROLL CALL - MEMBERS OF THE TRAFFIC SAFETY COMMITTEE PRESENT: Stacy Elms, Community & Economic Development Director (Community & Economic Development Department); Brandon Dorenbush, Assistant Fire Chief (Fire Department), Ray Reyna, Police Chief (Police Department), Charles Bergson (Public Works Director/City Engineer). STAFF MEMBERS PRESENT: Sara Blevins, Assistant City Clerk/Human Resources Analyst, Carlos Granillo, Public Works Operations Manager. APPROVAL OF AGENDA: Motion by Elms, seconded by Bergson to approve the agenda as submitted. The motion carried by the affirmative action of all committee members present. APPROVAL OF MINUTES: Motion by Dorenbush, seconded by Elms to approve the April 2, 2024 Traffic Safety Committee Meeting minutes as submitted. The motion carried by the affirmative action of all committee members present. . PUBLIC FORUM: MEMBERS OF THE PUBLIC MAY ADDRESS THE COMMITTEE ON ANY ITEM OF PUBLIC INTEREST THAT IS WITHIN THE JURISDICTION OF THE CITY; INCLUDES AGENDA AND NON-AGENDA ITEMS. NO ACTION WILL BE TAKEN ON NON-AGENDA ITEMS. SPEAKERS ARE LIMITED TO A FIVE (5) MINUTE PRESENTATION. No one came forward to speak and the public forum was closed. OLD BUSINESS: REVIEW OF SPEED CUSHION REQUEST FOR MADISON AVENUE BETWEEN 1orH AND 11rH STREET. Director Bergson spoke to the item then looked to Operations Manager Granillo for an update for which he stated that staff has been unable to evaluate this request. They will do so and report back at the next Traffic Safety Committee Meeting. Motion by Elms, seconded by Dorenbush to continue this item to a future meeting. The motion carried by the affirmative action of all committee members present. OLD BUSINESS: REVIEW OF SPEED CUSHION REQUEST FOR WEST J STREET BETWEEN COLORADO AVENUE AND PENNSYLVANIA AVENUE. Director Bergson spoke to the item then looked to Operations Manager Granillo for an update for which he stated that this item did not meet the minimum criteria for speed cushions as it relates to traffic volume and speed limits. He further stated that this street is a collector street. Motion by Bergson, seconded by Dorenbush to deny the speed cushion request. The motion carried by the affirmative action of all committee members present. OLD BUSINESS: REVIEW STUDY OF VINEYARSD DRIVE BETWEEN STONEWOOD DRIVE AND NANTES AVENUE FOR ANY APPROPRIATE/NEEDED TRAFFIC SAFETY MEASURES. Police Chief Reyna stated that the Police Department is still currently working on a vendor to conduct the traffic studies necessary for these types of items and that once a vendor is secured, these types of assignments will reconvene. Motion by Elms seconded by Dorenbush to continue this item to a future traffic safety committee meeting. The motion carried by the affirmative action of all committee members present. OLD BUSINESS: CONSIDERATION OF A REQUEST FOR A CROSSWALK AT THE INTERSECTION OF SAN LUIS STREET AND MANCHESTER DRIVE. Police Chief Reyna stated that the Police Department is still currently working on a vendor to conduct the traffic studies necessary for these types of items and that once a vendor is secured, these types of assignments will reconvene. Motion by Elms seconded by Dorenbush to continue this item to a future traffic safety committee meeting. The motion carried by the affirmative action of all committee members present. OLD BUSINESS: CONSIDERATION OF A REQEUST FOR A 3-WAY STOP AT THE INTERSECTION OF PAGE AVENUE AND 5TH STREET. Police Chief Reyna stated that the Police Department is still currently working on a vendor to conduct the traffic studies necessary for these types of items and that once a vendor is secured, these types of assignments will reconvene. Motion by Elms seconded by Dorenbush to continue this item to a future traffic safety committee meeting. The motion carried by the affirmative action of all committee members present. NEW BUSINESS: REQUEST FOR PEDESTRIAN CROSSING SIGN OR A LIGHTED CROSSWALK FROM THE CANAL CROSSING OF PAGE AVENUE TO LOS BANOS HIGH SCHOOL. Police Chief Reyna spoke to the item Police Chief Reyna spoke to the item. Due to the cost of the measure requested, it was suggested to mention this to the school board at the next 2x3 Meeting as this issue is in the realm of the District, however the City is open to the possibility of conducting a study and possibly cost sharing this item. Motion by Tualla, seconded by Elms to direct staff to consult with the school district to discuss traffic safety measures for this area. If needed, staff is directed to contact a traffic safety consultant. The motion carried by the affirmative action of all committee members present. NEW BUSINESS: CONSIDERATION OF SPEED LIMIT SIGNAGE ON CHUKAR STREET. Police Chief Reyna spoke to the item and how the area is an elderly community and feels the need for signage is appropriate. Motion by Elms, seconded by Dorenbush to direct public works staff to install speed limit signage on Chukar Street. The motion carried by the affirmative action of all committee members present. NEW BUSINESS: REQUEST FOR LIGHTED CROSSWALKS AT THE INTERSECTION OF 7TH AND E STREET. Director Bergson spoke to this item and the traffic conditions in the area due to the ballfield. This item is considered a capital improvement project and should be tabled to a future date until budget discussions have concluded and funding options are clear. Motion by Elms, seconded by Dorenbush to continue this item to a future meeting. The motion carried by the affirmative action of all committee members present. COMMITTEE MEMBER COMMENTS: There were no committee member comments. ADJOURNMENT. Consideration of a Request for a Pedestrian Crossing Sign or a Lighted Crosswalk from the Canal Crossing of Page Avenue to Los Banos High School.
