Minutes of the Town Council Policy Committee Meeting
March 22, 2022
The Town Council Policy Committee of the Town of Los Gatos conducted a regular meeting
utilizing teleconference and electronic means consistent with Government Code Section 54953,
as Amended by Assembly Bill 361, in response to the state of emergency relating to COVID-19
and enabling teleconferencing accommodations by suspending or waiving specified provisions
in the Ralph M. Brown Act (Government Code § 54950 et seq.) and Town of Los Gatos
Resolution 2021-044 on Tuesday, March 22, 2022, at 5:00 p.m.
MEETING CALLED TO ORDER AT 5:00 P.M.

Closed Public Comment.
After discussion, the Committee unanimously agreed to postpone this item until after the Draft
2040 General Plan is approved by Council so that the General Plan’s Vision and Guiding
Principles may provide a foundation for the amendments to the Town’s Core Goals and Guiding
Principles.
3. Consider Amendments to the Town Council Late Night Entertainment Policy No. 1-03 to
Clarify the Use of Public Right-of-Way and Semi-Permanent Parklets for Entertainment; and
Forward the Council Policy Committee’s Recommendation to the Town Council.
Monica Renn, Economic Vitality Manager, presented the staff report.
Opened Public Comment.
Los Gatos Chamber of Commerce Executive Director Catherine Somers commented that the
provisions for indoor entertainment should not change, agreed that clarifications are needed
for parklets, and suggested that the Town reduce the application timeframe for Special Event
Permits to 30 days for amplified music in parklets.
Closed Public Comment.
After discussion, the Committee unanimously agreed to forward a recommendation to the
Town Council to approve the proposed amendments.

be physically open to the public and the Council will be teleconferencing from remote locations.

RULES OF DECORUM AND CIVILITY
To conduct the business of the community in an effective and efficient manner, please follow
the meeting guidelines set forth in the Town Code and State law.
The Town does not tolerate disruptive conduct, which includes but is not limited to:
Addressing the Planning Commission without first being recognized;
Interrupting speakers, Planning Commissioners, or Town staff;
Continuing to speak after the allotted time has expired;
Failing to relinquish the microphone when directed to do so;
Repetitiously addressing the same subject.
Town Policy does not allow speakers to cede their commenting time to another
speaker. Disruption of the meeting may result in a violation of Penal Code Section 403.
