TOWN OF LOS GATOS COUNCIL AGENDA REPORT Minutes of the Town Council Meeting Tuesday, March 17, 2026 The Town Council of the Town of Los Gatos conducted a regular meeting in person and via teleconference. MEETING CALLED TO ORDER AT 7:02 P.M. ROLL CALL Present: Mayor Rob Moore, Vice Mayor Maria Ristow, Council Member Mary Badame, Council Member Rob Rennie, Council Member Matthew Hudes. Absent: None. PLEDGE OF ALLEGIANCE Council Hudes led the Pledge of Allegiance. The audience was invited to participate. PRESENTATIONS Mayor Moore presented recognitions to the business of the month, the resident of the month, and read a proclamation for American Red Cross Month. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approve the Minutes of the March 3, 2026, Closed Session Town Council Meeting. 2. Approve the Minutes of the March 3, 2026, Town Council Meeting. 3. Receive the Monthly Financial and Investment Report for January 2026. 4. Accept the Annual Progress Report for the General Plan and Housing Element Implementation. 5. Adopt a Resolution Approving the Final Map for Tract Number 10657 (Solana Project Located at 50 Los Gatos-Saratoga Road), Accepting the Dedications, and Approving and Authorizing the Town Manager to Execute the Subdivision Improvement Agreement, the Landscape Maintenance Agreement, the Stormwater Treatment Facilities Maintenance Agreement, and the Multi-Use Pathway Maintenance Agreement in Substantially the Form Presented. RESOLUTION 2026-010 6. Approve the 2026 Community Health and Senior Services (CHSSC) Work Plan. 7. Adopt a Resolution Confirming Action Only Minutes and Modifying the Minute Format. Lee Quintana (Item 7) Mayor Moore closed public comment. (Video time: 00:22:53) MOTION: Motion by Council Member Badame to approve items one through seven. Seconded by Council Member Hudes. Member of the Public OTHER BUSINESS 8. Review and Provide Input on a Comprehensive Framework and Workplan for the Town’s Multi-Year Capital Improvement Program. Nicolle Burnham, Parks and Public Works Director, and Kristina Alfrao, Administrative Services Director, presented the staff report. Mayor Moore opened public comment. The following individual spoke on this item: 1. Member of the Public Mayor Moore closed public comment. Council discussed the item and asked questions. PAGE 3 OF 4 SUBJECT: Minutes of the Town Council Meeting of March 17, 2026 DATE: April 7, 2026 (Video time: 1:32:17) MOTION: Motion by Council Member Badame to approve the work plan and elements of the Capital Improvement Program, with consideration of the recommendations of the Finance Commission and hiring consultant services if needed and recommended by staff at a later date. Seconded by Council Member Hudes. VOTE: Motion passed unanimously. COUNCIL MATTERS a. Consider the Mayor's Request to Place a Diversity, Equity, and Inclusion (DEI) Commission Recommendation Regarding a Proposed “Hand[Righting] the Constitution” Project on a Future Agenda for Future Action. Council discussed the item. (Video time: 1:53:11) MOTION: Motion by Council Member Rennie to go with staff’s recommendation [listed in the memo, that Commissioner’s involvement in the project should be in their personal capacity and not on behalf of the DEI Commission or Town, that third party leads the project, staff will publicize it and provide Town facilities for the final product to be displayed]. Seconded by Vice Mayor Ristow. AMENDMENT: to include that the final product be checked and is a true transcription and not an interpretation, and that an interpretation will not be displayed. The motion was discussed. Mayor Moore opened public comment for clarification. The following individual spoke: 1. Gordon Yamate Mayor Moore closed public comment. After further discussion, the Town Manager stated that he will proceed with the intent that community members handwrite the Constitution verbatim and consider a location for its display in a public venue to be determined. Motion was withdrawn by Council Member Rennie. Council Matters - Council Member Badame stated she attended the Los Gatos Monte Sereno Police Foundation Ball and participated in the Little League Opening Day Ceremony. PAGE 4 OF 4 SUBJECT: Minutes of the Town Council Meeting of March 17, 2026 DATE: April 7, 2026 - Vice Mayor Ristow stated she attended the Silicon Valley Clean Energy Administration and Finance Committee meeting, the Silicon Valley Clean Energy Board of Directors meeting, the Los Gatos Monte Sereno Police Foundation Ball; judged the American Legion Oratorical Contest; toured the El Camino Los Gatos Hospital; attended the Valley Transit Authority Policy Committee meeting, the Cities Association meeting; and met with residents about the West Valley Muslim Association Conditional Use Permit. - Council Member Hudes stated he participated in the Finance Commission meeting, the Los Gatos Thrives meetings; and met with members of the public regarding the West Valley Muslim Association. - Council Member Rennie stated he attended the Los Gatos Monte Sereno Police Foundation Ball; observed the West Valley Muslim Association Ramadan traffic; participated in a Silicon Valley Clean Energy Board tour of the Diablo Canyon Nuclear Power Plant; and met with Tom Picraux from the Thrives Foundation. - Mayor Moore stated he observed the West Valley Muslim Association Ramadan traffic; spoke with the Los Gatos Interact Club and the Rotary Club; attended a Cal Poly alumni mixer; caught the first pitch at the Los Gatos Cupertino Saratoga Fast Pitch Softball Opening Day; attended Los Gatos Monte Sereno Police Foundation Ball, the Civic Well Policymakers conference; spoke at Compass Realty and at the Campo De Boche St. Patrick’s Day celebration; and hosted community coffee and happy hour events. MANAGER MATTERS - Stated he attended the Los Gatos Monte Sereno Police Foundation Ball, commented on the Los Gatos Monte Sereno Police Foundation contributions, and received an invitation from the Consul General of Greece to attend the Greek Independence in San Francisco. ATTORNEY MATTERS AND CLOSED SESSION REPORT Gabrielle Whelan, Town Attorney - Stated the Town Council met in closed session to discuss the disposition of 4 Tait and discuss real estate negotiations, and Vice Mayor Maria Ristow was recused due to living in proximity to 4 Tait. VERBAL COMMUNICATIONS (Members of the public are welcome to address the Town Council on any matter that is not listed on the agenda and is within the subject matter jurisdiction of the Town Council. The law generally prohibits the Town Council from discussing or taking action on such items. However, the Council may instruct staff accordingly. Town resources may not be used to facilitate audio or visual presentations. To ensure all agenda items are heard, this portion of the agenda is limited to 30 minutes.
