The Village of Los Lunas Council is pleased to have residents of the community take time to attend Village Council Meetings. Attendance and participation is encouraged. Individuals wishing to be heard during Public Hearing proceedings are encouraged to be prepared and will be limited to three (3) minutes in order to allow everyone the opportunity to be heard. PUBLIC COMMENTS ARE EXPECTED TO BE CONSTRUCTIVE AND DEVOID OF CHARACTER ASSASSINATION. Questions raised on non-agenda items may be answered at a later date by letter in order to facilitate proper research. Written comments are welcome and should be given to the Village Administrator prior to the start of the meeting. Written materials will not be accepted during regular agenda items in the interest of time. ERIN CALLAHAN 1. FINAL PLAT APPROVAL FOR SUBD: LAS TERRAZAS AT FIESTA SUBDIVISION UNIT 2 TRACT: A-1 46.25 ACRES. TAB 1. ACTION REQUESTED OF COUNCIL: PUBLIC HEARING. Approve or disapprove. BACKGROUND AND RATIONALE: Sivage Community Development, LLC, represented by Steve Hernandez of Development Managing Consultants, has requested Phase 1 Final Plat approval for Subd: Las Terrazas at Fiesta Subdivision Unit 2 Tract A-1 46.25 Acres, with a subdivision name of Inspiracion. ERIN CALLAHAN 2. INFRSTRUCTURE ACCEPTANCE FOR SUBD: LAS TERRAZAS AT FIESTA SUBDIVISION UNIT 2 TRACT: A-1 46.25 ACRES. TAB 2. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: Sivage Community Development, LLC, represented by Steve Hernandez of Development Managing Consultants, has requested Infrastructure acceptance for Subd: Las Terrazas at Fiesta Subdivision Unit 2 Tract A-1 46.25 Acres, with a subdivision name of Inspiracion. ERIN CALLAHAN 3. ORDINANCE 451 – TRUCK STOPS. TAB 3. ACTION REQUESTED OF COUNCIL: PUBLIC HEARING. Approve or disapprove. BACKGROUND AND RATIONALE: An Ordinance Amending Section 17.44.190, Subsection A and Subsection D of the Los Lunas Zoning Code, a Subsection of Chapter 17.44 – Supplementary Use Regulations that Regulates Truck Stops. ERIN CALLAHAN 4. ORDINANCE 452 – SIGN CODE REGULATIONS. TAB 4. ACTION REQUESTED OF COUNCIL: PUBLIC HEARING. Approve or disapprove. BACKGROUND AND RATIONALE: An Ordinance repealing Ordinance 302, which established the Village of Los Lunas Sign Code Regulations, and repealing portions of Ordinance 356, which added Village of Los Lunas Sign Code Regulations regarding temporary signs and signage regulations in TOD-MU zone, and replacing Chapter 17.56 – Sign Code, of the Los Lunas Zoning Code, in order to modify the Village of Los Lunas requirements for the regulation of signs. LINDA MONTANO 5. CONTRACTS – REQUEST PERMISSION TO ENTER IN TO CONTRACTS WITH INDIVIDUALS. TAB 5. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: Village of Los Lunas/Valencia County Police Athletic League (VLL VC PAL) is requesting to enter into: - (1) Contract with an Administrative Assistant for VLL VC PAL Program. - Replace (1) Assistant Mentoring Contract for VLL VC PAL Program. - Amend (2) Existing Contracts for VLL VC PAL Program. Upon end of year budget and program needs review, in addition to receiving a letter of resignation from one of the Mentors, the above request is being submitted for the Council’s consideration by the VLL VC PAL which would allow for full expenditure of the VLL VC PAL budget and provide for some additional administrative/programming needs that have been identified. LORI KURTZ 6. RESOLUTION 19-27 – REQUEST APPROVAL TO SUBMIT APPLICATION TO THE DEPARTMENT OF FINANCE AND ADMINISTRATION, LOCAL GOVERNMENT DIVISION TO PARTICIPATE IN THE LOCAL DWI GRANT AND DISTRIBUTION PROGRAM. TAB 6. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: A Resolution for the Village of Los Lunas City Council to review and approve or disapprove the authorization of the Village of Los Lunas/Valencia County DWI Program to apply for Local DWI Distribution and Grant funding for the fiscal year 2021. MICHAEL JARAMILLO 7. INFRASTRUCTURE STUDY PRESENTATION. TAB 7. ACTION REQUESTED OF COUNCIL: Informational purposes only. BACKGROUND AND RATIONALE: The Village of Los Lunas Public Works Department employed Molzen-Corbin & Associates to perform three (3) separate infrastructure studies; Galahad Road/Lancelot Road, Carson Park Phase I and Carson Park Phase II. The study focused on water, sewer, storm water, ADA sidewalk compliance and roadway conditions. In addition, the study provided comprehensive cost estimates of infrastructure improvements needed to be made to these residential neighborhoods. This study will be broken down by each category of deficiency, recommended improvement, schedule and priority of improvement. MICHAEL JARAMILLO 8. FIXED ASSET DISPOSAL. TAB 8. ACTION REQUESTED OF COUNCIL: Informational purposes only. BACKGROUND AND RATIONALE: Pursuant to Section 13-6-1 NMSA 1978 Disposition of obsolete, worn-out or unusable tangible personal property, the disposal of fixed assets must be approved by the governing authority. The assets to be disposed of are worn-out, unusable or obsolete to the extent that each item is no longer economical or safe for continued use by the Village of Los Lunas. The current resale value of each of these items is below $5,000.00. The items listed on the “Disposal Listing of Fixed Assets” are not used, broken or have been deemed a total loss in the insurance claim process. MICHAEL JARAMILLO 9. BID AWARD – WWTP EFFLUENT LINE PROJECT. TAB 9. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The Public Works Department received four (4) bids for the Wastewater Treatment Plant Effluent Line Project. This project is a loan funded through the New Mexico Environment Department for the purpose of adding an additional 18 inch effluent waterline. The loan allocated is in the amount of $582,600.00 The Village will be required to pay the additional $393,250 not including NMGRT. This project is budgeted within the 2019-20 Water Sewer Enterprise Fund and the bid shortage will paid from this fund. Bids received exclude NMGRT: COMPANY: BID AMOUNT: Apple Mountain Constructors, LLC $645,762.00 Advanced Environmental Solutions, Inc $908,557.00 RMCI, Inc $975,850.00 Adame Construction, Inc $1,512,578.00 10. EXECUTIVE SESSION – pursuant to NMSA 1978 Section 10-15-1(H), the following matters will be discussed in closed session: TAB 10. a) Hire FT Public Works Technician – Water/Sewer Division - Public Works Department. 11. APPROVAL OF MINUTES. TAB 11. a) Minutes from December 5, 2019, Council Meeting. b) Minutes from November 21, 2019, Niagara Bottling Operational Update Workshop. 12. ADJOURNMENT.
