MINUTES VILLAGE OF LOS LUNAS THURSDAY, OCTOBER 6, 2022 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met virtually Thursday, October 6, 2022 in regular session at 6:00 PM. Roll call was taken and the following were present: Mayor Charles Griego, Councilman Cruz Munoz , Councilman Christopher Ortiz, and Councilman Gino Romero. Meeting was conducted in person and recorded through Webex.com. Mayor: Charles Griego Mayor Pro Tem: Cruz Munoz Council: Gino Romero Christopher Ortiz James Runyon, excused Also present were Gregory D. Martin, Debra Sanchez, Luis Brown, Erin Callahan, and Craig Donahoe. In accordance with Ordinance 114A, the following agenda was prepared and circulated as required: 1. DESTRUCTION OF OUTDATED INSPECTION OF PUBLIC RECORDS REQUESTS (IPRA). 2. 2023 COUNCIL MEETING DATES AND HOLIDAY SCHEDULE. 3. REQUEST FOR PROPOSAL (RFP) – COMPENSATION AND CLASSIFICATION STUDY. 4. RESOLUTION 22-22 -SUPPORTING GO BOND B FOR NEW MEXICO LIBRARIES. 5. EXECUTIVE SESSION: a) Hire FT Solid Waste Laborer – Solid Waste Division / Public Works Department. b) Hire FT Museum Technician – Museum Division / Library Department. c) Hire FT – Firefighter(s)/EMT’s – Fire Department. d) Hire FT Park Ranger II – Open Space Division / Parks and Recreation Department. 6. APPROVAL OF MINUTES: a) Minutes from September 22, 2022 Council Meeting. 7. ADJOURMENT. • CALL MEETING TO ORDER. At 6:00 PM, Mayor Griego brought the meeting to order and welcomed the audience. Mayor Griego announced that Councilman Runyon was excused. • PLEDGE OF ALLEGIANCE. Mayor Griego asked Andrea Chavez to lead the Council and WebEx participants in the Pledge of Allegiance. • APPROVAL OF AGENDA. Mayor Griego asked if there were any comments/changes to the agenda – there were none. Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve the council agenda. MOVED: Councilman Ortiz SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Munoz – yes) FOR AND 0 AGAINST. • PUBLIC INPUT FORUM. None. 1. DESTRUCTION OF OUTDATED INSPECTION OF PUBLIC RECORDS REQUESTS (IPRA). Mr. Gregory D. Martin presented item one. Per the New Mexico Municipal Retention schedule, 18.01.039, destroy IPRA records one year after close of file. These are IPRA requests are dated October 8, 2020 thru September 9, 2021 – from the Administration Department. Mayor Griego asked Council if they had any questions – there were none. Mayor Griego asked for a motion from council. APPROVAL: Motion to approve MOVED: Councilman Munoz SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 3 (Councilman Romero - yes; Councilman Ortiz – yes; Councilman Munoz – yes) FOR AND 0 AGAINST. 2. 2023 COURNCIL MEETING DATES AND HOLIDAY SCHEDULE. Gregory D. Martin presented item two. Greg presented the proposed 2023 Council Meeting Dates and Holiday Schedule. The Village currently offers 12 paid holidays – we follow the local State and Federal holiday schedule. There is one date that stands out – Juneteenth Day. It is currently being recognized at Federal and State level. It’s not currently on the holiday list, but if you would like to add it now is the time to decide. Mayor Griego asked Council if they had any comments regarding the additional holiday. Mayor Griego mentioned that the Personnel Ordinance would need to be amended to include that additional holiday. Greg mentioned that it is currently being work on by HR. Mayor Griego asked for a motion from council. APPROVAL: Motion to amend holiday schedule to include Juneteenth Holiday MOVED: Councilman Ortiz SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Romero - yes; Councilman Ortiz – yes; Councilman Munoz – yes) FOR AND 0 AGAINST. 3. REQUEST FOR PROPOSAL (RFP) – COMPENSATION AND CLASSIFICATION STUDY. Charlene Ashburn and Gregory D. Martin presented item three. The Village advertised for a Compensation and Classification Study in August 2022. We only received one proposal out of the 17 invites/agencies. The proposal and ranked by a committee of five. The recommendation of the committee is to award the proposal to the ranked firm for contract negotiations. Mayor Griego asked Council if they had any questions. Councilman Munoz asked this company was local. Charlene replied, no they are not – they’re from Minnesota. Charlene also said that she would be working with them as the Project Manager. Mayor Griego asked Council for a recommendation. APPROVAL: Motion to approve subject to negotiations – Flaherty/Hood P.A. MOVED: Councilman Romero SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 3 (Councilman Romero - yes; Councilman Ortiz – yes; Councilman Munoz – yes) FOR AND 0 AGAINST. Minutes on last page 4. RESOLUTION 22-22 – SUPPORTING GO BOND BFOR NEW MEXICO LIBRARIES. Cynthia Shetter presented item four. The upcoming November 8th election, the GO Bond “2” will provide $19 million for public schools, academic and tribal libraries throughout the state. If approve, it will bring about $472,000.00 to Valencia County. Mayor Griego asked Council if they had any comments – there were none. Mayor Griego asked for a recommendation from Council. APPROVAL: Motion to approve resolution 22-22 MOVED: Councilman Ortiz SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Romero - yes; Councilman Ortiz – yes; Councilman Munoz – yes) FOR AND 0 AGAINST. 5 .EXECUTIVE SESSION. Mayor Griego announced that the Council would be going into executive session pursuant to NMSA 1978 Section 10-15-1(H), the following matters may be discussed in closed session: hire FT Solid Waste Laborer; hire FT Museum Technician; hire FT Firefighter/EMT’s; and hire FT Park Ranger II. APPROVAL: Motion to approve MOVED: Councilman Romero SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3(Councilman Romero – yes; Councilman Ortiz – yes; Councilman Munoz – yes; ) FOR AND 0 AGAINST. 6:12PM At 7:2PM, Mayor Griego asked for a motion from Council indicating that they discussed: hire FT Solid Waste Laborer; hire FT Museum Technician; hire FT Firefighter/EMT’s; and hire FT Park Ranger II. BACKGROUND AND RATIONALE: New Mexico Municipal Records Retention Schedule – 18.01.039: destroy IPRA records one year after file close, (file may include procedures, custodian of record appointment, request to review/copy documents, copies of denial to review/copy documents, copies of memoranda extending time to response to request, copies of memoranda stating that this Department is not responsible for maintaining record requested and is forwarding request to appropriate custodian, etc). BACKGROUND AND RATIONALE: Staff is requesting approval or disapproval of the 2023 Council Meeting Dates and Holiday Schedule. The Village of Los Lunas advertised for RFPs for a Compensation and Classification Study in August 2022. One proposal was received and ranked by a staff evaluation committee of five. RESOLUTION 22-22 – SUPPORTING GO BOND B FOR NEW MEXICO LIBRARIES. TAB 4. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: In the coming November 8th, 2022 statewide election, GO Bond “2” will provide: $19 million for public, schools, academic and tribal libraries. Estimated distribution for Valencia County are as follows: - Los Lunas Public Library $119,977.65 - Belen Public Library $ 62,710.99 - Bosque Farms Public Library $ 37,241.48 - Los Lunas School District $129,446.36 - Belen Consolidated Schools $ 80,650.08 - UNM Valencia Library $ 42,009.00 Total: $472,035.56 The 2022 Bonds will allow the library to continue to improve collections as well as keeping collections and technologies up to date. There is also a provision for fixtures and furniture that benefit our patrons and library. 5.
