Re: Election of Officers
Dennis DeShazer has resigned his position with the Fox Hall/Cemetery Board. That leaves a vacancy
in the chairperson position. The secretary position remains unfilled.
Per City Code:
18-104. Organization.
The Board members shall among themselves choose a chair, secretary and treasurer.
Members should nominate and approve appointments for these two vacancies.
Financial: None at this time.
Recommendation: Nominate and confirm a chairperson and secretary.

all members can be in attendance.

1) Cemetery Software – Barbara Smith moved to table this to allow for more time to
review. Motion failed for lack of second. Smith moved to table software all together.
Motion failed for lack of second. Smith moved to not move forward with software right
now. Purvis seconded. Motion carried 3-1 (DeShazer). A workshop will be scheduled for
mid-April to continue the discussion.

Hall Council Chambers. Chairman Dennis DeShazer presiding.

APPROVAL OF THE AGENDA
George Karnaze moved, seconded by Julie Howard and carried 5-0, to approve the agenda.
APPROVAL OF THE MINUTES
Minutes from the last meeting were not available.
ELECTION OF OFFICERS
CE Purvis nominated Dennis DeShzer as the chair. Karnaze seconded that nomination. The
appointment passed 4-0 with DeShazer abstaining. Secretary – no member was interested in
serving in this role. This position will remain vacant. Purvis nominated Smith for the treasurer
role. Howard seconded that appointment. It carried 4-0 with Smith abstaining.

NEW BUSINESS
PROCESS FOR SELLING GRAVE SPACES - City staffer Jean Carder provided information
on how grave spaces are sold. Discussion occurred.
REVIEW OF GRAVE SPACE PRICES – Information was provided in the agenda packet.
Discussion occurred.
CANNON REPAIRS – Staff reported the cannon in the old cemetery has been repaired.
OLD BUSINESS
CEMETERY SOFTWARE REVIEW – Discussion occurred. Smith moved, seconded by
Purvis, to not move forward with cemetery software. Discussion occurred. The motion passed 3-
2 with DeShazer and Karnaze voting no.
TREE PLANTING AT THE CEMETERY – Discussion occurred. Karnaze moved, seconded
by DeShazer, to accept the offer from the Park & Tree Board to plant trees along the south side
of the new cemetery. Motion failed 2-3 with Smith, Purvis and Howard voting no.
REPORTS
Fox Hall – Information was provided in the agenda memo.
Cemetery – Information was provided in the agenda memo. Smith asked if the board could
consider raising cemetery plot prices. Law said it could be considered by the board or council at
any time. It was asked to add the discussion to the July agenda.
ADJOURNMENT
At 7:29 p.m., Purvis moved, seconded by Smith and carried 5-0, to adjourn the meeting.

Re: Fox Hall & Cemetery Board Budget Update
Background: As a follow-up/update to the joint workshop process earlier in the year, staff compiled the
attached budget request form, presented to Council for Budget Workshop #2 held on May 28. The
following was provided to Council in May as part of a summary of the workshop requests.
• Headstone monument repair - $6,000-$7,000 – This is another on-going request as many of the
headstones in the older section of the cemetery are in disrepair or could potentially be hazardous.
The desire is to have this be an annual budget request.
Recent Council discussion has included a potential property tax mill rate for the Cemetery Fund due to
projected revenue and expense, and fund balance at year end of 2027. That discussion included, as part
of a notice of intent to exceed revenue neutral rate, a possible 0.25 mills to support operations. At the
current assessed valuation, the 0.25 mills would equate to approximately $20,844. That tax revenue is
being discussed to offset some of the cost of annual mowing, which is estimated next year to be $28,461.
There has been direction by the Governing Body to move forward with a 2027 budget that also excludes
the requested Cemetery Expenses that account for the headstone monument repairs, previously included
at $10,000 per the budget request form compiled by staff. While the 0.25 mill has not been approved, if it
does get approved it may allow for an ending balance next year of $40,775.

Re: Grave Space Pricing
Fox Hall/Cemetery Board has discussed the pricing of grave spaces at the February and April
meetings and asked that topic to be added to this agenda.
The memo from the April meeting is attached.
Additional information: A local resident called inquiring if Louisburg has a columbarium in which
she could purchase a niche for her mother’s ashes. She had wanted to place the cremains at her
hometown in Louisiana but the niche spaces were $4,000 each and the family opted not to do that
so she was looking for a local option.

Re: Grave Space Pricing
At the previous meeting, Staff was asked to bring back pricing for Louisburg Cemetery grave
spaces.
A single grave space is $700 and may contain one traditional casket burial or two cremains.
This compares to cemeteries staff contacted when searching for information on the software
companies:
Paola, KS – population 5,758
• Grave spaces range from $100 to $175 depending on cemetery/section with two sections
that must be purchased in pairs ranging in price from $225-$250. They allow for one casket
per space, two cremains per space or they allow for two cremains to buried on top of a
vault/casket
Osawatomie, KS – population 4,244
• Spaces are $250 (if you live within the city limits), $350 (if you live within the ZIP code) and all
other are $500. They allow for either one casket plus three cremated remains; or four
cremated remains in each space.
Spring Hill, KS – population 9,689
• Single grave space is $600 and allows for one casket burial or 2 cremains. The cemetery is
City-owned but there is a mill levy to support it. The board pays for mowing and
maintenance (mowing, street repaving) without oversight.
Goodland, KS - population: 4,465
• Charges a burial permit fee of $100 and a grave space fee of $100
Wamego, KS – population 4,800
• Grave space is $125. Cemetery has more than 9,000 spaces A new section was just opened
with about 500 spaces left.
Overland Park – Pleasant Valley Cemetery – 159th & west of Antioch
• Single burial space is $2,500. For a double burial (cremation) the cost is $3,750 (or the
original $2,500 plus an additional $1,250 for the second burial). Additionally, the cemetery is
owned by those individuals who have burial rights within the boundaries and is governed
by a Board of nine individuals who are all volunteers. They receive no tax money for
cemetery maintenance, etc.
Loveland, CO – population 80,000
• A single grave space is $2,000 and may contain either a single casket or 6 cremains
• Cremains plot – may contain 2 cremains is $800
