THE HONORABLE CITY COUNCIL OF THE CITY OF LOVELOCK MET IN REGULAR
SESSION ON FEBRUARY 6, 2018 AT THE LOVELOCK CITY HALL AT 7:00 P.M.

Mayor Giles called the meeting to order at 7:00 p.m.
PUBLIC COMMENT-PERSONAL COMMUNICATION-CORRESPONDENCE:
There were no comments from the public.
Mayor Giles said the City received a letter from Burning Man which included a donation of $750
for the Lovelock Animal Shelter.
MINUTES REVIEW-APPROVAL:
Councilman Rowe moved to approve the January 16, 2018 regular City Council meeting
minutes as presented.
Motion carried unanimously.
BUSINESS IMPACT DETERMINATION:
After review and consideration of the probable effect that each agenda item for this meeting
could have on a “business” as defined by statute, Councilman Donaldson moved to make a
finding that no item on this meeting agenda appears to impose a direct and significant economic
burden on a business or directly restrict the formation, operation or expansion of a business.
Motion carried unanimously.
SEWER-DISPOSAL ACCOUNT DELINQUENCIES / ADJUSTMENTS-REFUNDS:
Mayor Giles commented that the Notice of Completion for the Lovelock Indian Colony sewer
project has been published in the newspaper. Giles noted that a number of the Colony accounts
with outstanding balances which were forgiven and written off when the new sewer system
project was completed are now again on the delinquent account list.

City Clerk Booth reported one pending disconnect account.
No action was taken.
BOUNDARY LINE ADJUSTMENT MAP REQUEST / ROSE WAY / PAVILION HOMES LLC
Mayor Giles stated Robert Kennerson, on behalf of property owner Pavilion Homes, LLC, is
requesting to adjust the boundary lines between Parcel "B" (APN 001-271-01--2.13 acres) and
Lot 26 Garden View Estates Unit 1 at 500 Rose Way (APN 001-271-02--6005 sf) and Lot 25
Garden View Estates Unit 1 at 510 Rose Way (APN 001-271-03--11,299 sf) to create an

Amended Parcel "B" (2.19 acres) and Amended Lot 26 (7,351 sf) and Amended Lot 25 (7,351
sf) at the corner of Rose Way and the unnamed street in order for the two corner lots to be more
equal in size. Legal Counsel Maher is working with John Milton of Desert Mountain Surveying to
make the necessary changes to the map certificates.
Councilman Murphy made a motion to approve the record of survey boundary line adjustment
map as explained.
` Motion carried unanimously.
BUSINESS, LIQUOR & SPECIAL EVENTS LIQUOR LICENSES - BUILDING PERMITS:
The following business licenses were reviewed;

Debora Mock - Fireman's Ball - February 17, 2018
Councilman Rowe moved to approve the special events liquor license for the Fireman's Ball and
to waive the fee.
Motion carried with Councilmen Donaldson and Rowe voting aye and Councilman Murphy
abstaining because he is a member of the volunteer fire department.
PROCLAMATIONS-AWARDS:
None
STAFF-COUNCIL REPORTS-PROPOSALS:
Mayor Giles reported for Police Chief Mancebo that the two new police department hires
reported to the POST Academy; however, one employee did not pass the physical agility test on
the first day. After discussion with Mancebo, the Public Works Director Crim and City Clerk
Booth, the employee was offered a temporary maintenance position. It is anticipated the
employee will attempt again in June to qualify for the July POST Academy class.
Councilman Murphy reported that the Recreation Board is moving forward with putting in new
restrooms at the softball fields.
Councilman Rowe said she attended the Frontier Community Coalition meeting this week.
Rowe also asked what was being done about the weeds and garbage at several houses on
Elmhurst Ave. City Clerk Booth reported that 1st and 2nd notices have been sent to the
owners.

Councilman Donaldson suggested that Legal Counsel Maher and Mark Hauenstein, of
Technical Designs, be involved to make sure all applicable codes are complied with for a metal
building home proposed to be erected at 1340 Central Avenue after the existing single family
structure on the property is demolished.
Mayor Giles reported: (i) CDBG has given approval for the sewer treatment tank project and the
required notice of the project will be advertised in the paper next week (the publication was
delayed because the newspaper misplaced the submitted notice); (ii) an engagement letter was
received from the City auditor, Eide Bailly, to provide services to assist with the 2018-2019
budget at a cost not to exceed $12,000; (iii) apparently there is a group moving into the
community called Sovereign Citizens, who believe they are exempt from taxes or license fees;
District Attorney Bryce Shields is preparing information related to the group; (iv) he attended the
Small City Caucus which discussed housing, water, energy and three bills that deal with
marijuana; and, (v) he spoke with the Lovelock Paiute Tribe lobbyist who sent a copy of the
agreement the Tribe is proposing for the City regarding a marijuana dispensary on Tribal land.
The Council members requested they be provided with a copy of the agreement proposal.
VOUCHERS, CLAIMS AND PAYROLL:
Councilman Murphy moved to approve vouchers and payroll through number 45151.
Motion carried unanimously.

There were no comments from the public.
There being no further business, the meeting was adjourned at 8:30 p.m. until the next
scheduled City Council meeting on February 20, 2018 at 7:00 p.m.
